<p class="MsoNormal" style="text-align: justify; line-height: 150%; tab-stops: 1.0in;"><span style="font-family: 'Verdana','sans-serif'; mso-bidi-font-family: Tahoma;"> Sir, it is briefly stated that the CETP of capacity 15 MLD installed at Bahadurke Road, Ludhiana for the treatment of effluent generated from the dyeing industries of Bahadurke cluster is fully operational since July 2020 and presently 32 active member units are connected with the CETP. The CETP is being regularly monitored by the Board on monthly basis and it has been observed that the CETP is not achieving the prescribed effluent standards as well as inlet effluent standards as per the DPR since its commissioning. The SPV had failed to show any improvement in the quality of the treated effluent inspite of the several opportunities. </span></p>
<p class="MsoNormal" style="text-align: justify; line-height: 150%; tab-stops: 1.0in;"><span style="font-family: 'Verdana','sans-serif'; mso-bidi-font-family: Tahoma;">To ascertain the reasons of non-confirming of inlet effluent standards as per the DPR, the effluent samples from the outlet of member industries, leading to the conveyance system of the CETP 15 MLD were collected in the month of August 2021 and as per the effluent analysis reports received from the Board’s lab, the concentration of such parameters i.e. BOD / COD / TDS were found abnormally high in 09 member units of the CETP. Considering that these 9 units are preliminary responsible for non-confirmation of inlet effluent standards as per the DPR of CETP, notices u/s 33-A of Water Act, 1974 with an opportunity of personal hearing before the Competent Authority of the Board were issued to these 09 units. After considering the submission made by the industry during the course of hearing and after satisfying that high concentration of various parameters at the outlet of the above 9 units, hampers the operational efficiency of CETP, the Competent Authority has decided to Environmental Compensation of Rs. 2.0 Lac to the each member unit. </span></p>
<p class="MsoNormal" style="text-align: justify; line-height: 150%; tab-stops: 1.0in;"><span style="font-family: 'Verdana','sans-serif';">None of the above industries have neither deposited Environmental Compensation nor have provided pre-treatment plants in their respective premises. Hence, not complied with the decisions.</span></p>
<p class="MsoNormal" style="text-align: justify; line-height: 150%; tab-stops: 1.0in;"><span style="font-family: 'Verdana','sans-serif'; mso-bidi-font-family: Tahoma;">Special Purpose Vehicles (SPV) namely Bahadurke Textile and Knitwear Association (BKTKA) has submitted a request vide letter under reference to the Chairman of the Board with copy to the Government requesting for not taking action against individual member units due to non-confirmation of parameters at their outlet leading to the conveyance system of the 15 MLD CETP. Main grounds taken by the SPV includes non-prescribing of inlet parameter standards, different designed parameters for all the three CETPs, non-representative grab sample collected to ascertain the confirmation of inlet parameter of CETP (at the outlet of individual units) and up-gradation work of CETP being taken by the SPV. The Govt. has sought the status report in the matter, which is under the consideration of the Competent Authority. </span></p>
<p class="MsoNormal" style="text-align: justify; line-height: 150%; tab-stops: 1.0in;"><span style="font-family: 'Verdana','sans-serif'; mso-bidi-font-family: Tahoma;">Even after the up-gradation of existing setup of CETP by incorporating advance treatment like Defused Air Floatation (DAF) system, the CETP is still not confirming to the prescribed standards. Therefore, all the member units are required to achieve the concentration of pollutants at their respective outlets atleast at par with the inlet designed parameters of which CETP is designed for the proper and efficient operation of the CETP, so as to achieve the desired results.</span></p>
<p class="MsoNormal" style="text-align: justify; line-height: 150%; tab-stops: 1.0in;"><span style="font-family: 'Verdana','sans-serif'; mso-bidi-font-family: Tahoma;">All the 09 units have applied for renewal / varied consents of the Board. Consent application of three industry have already been process and pending at different levels:</span></p>
