CTOW/Varied/SAS/2020/13886068 dated 21.12.2020 and under Air (Prevention &amp; Control of Pollution) Act, 1981 vide no. CTOA/Varied/SAS/2020/13886231 dated 21.12.2020, both were valid upto 31.03.2023 for the manufacturing of Compounded Rubber @ 12000 Kgs/day, Oil Seals @ 1000000 Numbers/Day subject to certain terms and conditions mentioned therein.</span></p> <p class="MsoNormal" style="text-align: justify; text-indent: 1in; line-height: 24px;"><span style="font-family: tahoma, arial, helvetica, sans-serif;">Now, the industry has applied for renewal of consent to operate under the provisions of the Water (Prevention &amp; Control of Pollution) Act, 1974 and Air (Prevention &amp; Control of Pollution) Act, 1981 for the manufacturing of Compounded Rubber @ 12000 Kgs/day, Oil Seals @ 1000000 Numbers/Day alongwith requisite documents.</span></p> <p class="MsoNormal" style="text-align: justify; text-indent: 1in; line-height: 24px;"><span style="font-family: tahoma, arial, helvetica, sans-serif;">The industry has now deposited Rs. 613700/- vide UTR No. HSBCN23066827936 dated 07.03.2023 under Water (Prevention &amp; Control of Pollution) Act, 1974 including Rs. 49200/- as NOC regularization fee &amp; Rs. 500/- as form downloading fee and Rs. 564000/- vide UTR No. HSBCN23066827935 dated 07.03.2023 under Air (Prevention &amp; Control of Pollution) Act, 1981. The total fee deposited by the industry is adequate upto 30.09.2025 against the total cost of the project Rs. 25379.12 lacs as per latest CA certificate submitted by the industry. The industry has deposited NOC regularization fee of Rs. 49200/- due to increase in fixed assets. The representative of the industry informed that they have installed cooling system (HVAC) with MTP and have also replaced few old machines with new machines with latest technology, however, due to this there is no change in the production capacity of the industry.</span></p> <p class="MsoNormal" style="text-align: justify; text-indent: 1in; line-height: 24px;"><span style="font-family: tahoma, arial, helvetica, sans-serif;">The industry has submitted compliance report of the previous granted consent to operate under the provisions of the Water (Prevention &amp; Control of Pollution) Act, 1974 and Air (Prevention &amp; Control of Pollution) Act, 1981.</span></p> <p class="MsoNormal" style="text-align: justify; text-indent: 1in; line-height: 24px;"><span style="font-family: tahoma, arial, helvetica, sans-serif;">The industry had submitted completion certificate of the ETP prepared by M/s Eco Paryavaran Engineers &amp; Consultants Pvt. Ltd., Mohali dated 20/07/2020 and the same is reproduce as under:</span></p> <p class="MsoNormal" style="margin-left: 0.25in; text-align: justify; line-height: 24px;"><span style="font-family: tahoma, arial, helvetica, sans-serif;"><em>&ldquo;This is to certify that we have successfully completed the work of Design, Supply, Installation, Erection, Testing &amp; Commissioning of the Effluent Treatment Plant on ZLD Basis of capacity 60 KLD against PO Number: 4500015295 PO dated: 08/04/2019 at your site M/s Freudenberg-NOK Pvt. Ltd Village Basma, P.O Banur 140601 (PB). The plant has been successfully completed on dated: 20/07/2020. The plant is running at satisfactory level and achieving desire result. The plant is completely handover to M/s Freudenberg- NOK Pvt. Ltd on dated: 20/07/2020.&rdquo;</em></span></p> <p class="MsoNormal" style="text-align: justify; text-indent: 1in; line-height: 24px;"><span style="font-family: tahoma, arial, helvetica, sans-serif;">The industry has submitted stack emissions analysis reports carried out by NABL Approved laboratory i.e. M/s Environ Tech Laboratories, the conc. of the parameters were within the prescribed limits of the Board as tabulated below:</span></p> <p class="MsoNormal" style="text-align: justify; text-indent: 1in; line-height: 24px;"><span style="font-family: tahoma, arial, helvetica, sans-serif;">The industry has also submitted analysis report of effluent samples (ETP Outlet &amp; STP Outlet) carried out by NABL Approved laboratory i.e. M/s Environ Tech Laboratories on 01.12.2022, the conc. of the parameters were within the prescribed limits of the Board as tabulated below:</span></p> <p class="MsoNormal" style="text-align: justify; text-indent: 1in; line-height: 24px;"><span style="font-family: tahoma, arial, helvetica, sans-serif;">The site of the industry was visited by undersigned on 17.03.2023. The industry has provided flow meter with the tubewell. The water required for industrial demand (utilization in the process &amp; utility section) is primarily treated through RO system. The RO permeate is utilized in the processing and utility section and the reject is utilized for irrigation of green area &amp; excess in plantation area developed as per Karnal Technology in area measuring 1.8 acres.</span></p> <p class="MsoListParagraphCxSpLast" style="margin-left: 0.25in; text-align: justify; text-indent: -0.25in; line-height: 24px;"><span style="font-family: tahoma, arial, helvetica, sans-serif;"><span>4)<span style="font-style: normal; font-variant: normal; font-weight: normal; font-stretch: normal; font-size: 7pt; line-height: normal;">&nbsp;&nbsp;&nbsp;&nbsp;</span></span>The industry generates trade effluent from the moulding wash unit (wherein the washing of the moulds/dies of the seals is carried out with alkali and detergents) and the phosphating section. The industry has installed an ETP of capacity 60 KLD for treatment of the trade effluent generated from these section which consist of the following components:</span></p> <p class="MsoNormal" style="margin-left: 0.25in; text-align: justify; line-height: 24px;"><span style="font-family: tahoma, arial, helvetica, sans-serif;">Storage tanks (separate for alkali and acidic effluent), Fine Screen Chamber, Oil &amp; Grease Chamber with Oil Skimmer, Effluent Equalization Tanks, Acid and Alkaline Dosing for Equalization tanks, Automatic pH Controller System at Equalization tanks, Flash Mixer Tank, Flocculation Tank, Automatic pH Controller</span></p> <p class="MsoNormal" style="margin-left: 0.25in; text-align: justify; line-height: 24px;"><span style="font-family: tahoma, arial, helvetica, sans-serif;"><strong>System at Primary treatment,</strong></span></p> <p class="MsoNormal" style="margin-left: 0.25in; text-align: justify; line-height: 24px;"><span style="font-family: tahoma, arial, helvetica, sans-serif;">Primary Tube Settler, MBBR-I, MBBR-II, Secondary Tube Settler, Filter Feed Tank, Ultra Violet (UV) Dosing system, Pressure Sand Filter, Activated Carbon Filter, Volute (for Chemical Sludge Treatment), Filter Press (for Biological Sludge Treatment).</span></p> <p class="MsoNormal" style="margin-left: 0.25in; text-align: justify; line-height: 24px;"><span style="font-family: tahoma, arial, helvetica, sans-serif;">Further, the treated effluent from the ETP will be passed through dual stage RO system, the permeate from the first stage RO consisting of dual module (RO-I &amp; RO-II) is feed to the second stage RO module consisting of single module (RO-III) and the reject is collected in a tank (later feed to MEE); the permeate of the second RO module is collected in a final collection tank and the reject is sent to the filter feed tank before the UV dozing system.</span></p> <p class="MsoNormal" style="margin-left: 0.25in; text-align: justify; line-height: 24px;"><span style="font-family: tahoma, arial, helvetica, sans-serif;">The reject from the first RO module is feed to MEE of capacity 10 KLD consisting of two calendrias (forced circulation type) followed by Agitated Thin Film Dryer. The industry has installed dedicated HSD fired baby boiler of capacity 0.5 TPH to meet the steam requirements in the MEE plant. The plant is controlled by PLC/ SCADA system.</span></p> <p class="MsoListParagraphCxSpFirst" style="margin-left: 0.25in; text-align: justify; text-indent: -0.25in; line-height: 24px;"><span style="font-family: tahoma, arial, helvetica, sans-serif;"><span>5)<span style="font-style: normal; font-variant: normal; font-weight: normal; font-stretch: normal; font-size: 7pt; line-height: normal;">&nbsp;&nbsp;&nbsp;&nbsp;</span></span>During the visit, the ETP as well as the RO system(s) were in operation but the MEE plant was not in operation. The representative of the industry informed that the MEE plant is operated as and when substantial RO reject is collected in the tank of collection tank (having capacity 5 KL). He further informed that condensate from MEE is again collected in the feed tank of MEE for evaporation.</span></p> <p class="MsoListParagraphCxSpMiddle" style="margin-left: 0.25in; text-align: justify; text-indent: -0.25in; line-height: 24px;"><span style="font-family: tahoma, arial, helvetica, sans-serif;"><span>6)<span style="font-style: normal; font-variant: normal; font-weight: normal; font-stretch: normal; font-size: 7pt; line-height: normal;">&nbsp;&nbsp;&nbsp;&nbsp;</span></span>The Industry has also installed STP of capacity 100 KLD for the treatment of the domestic effluent generated from the toilets and canteen. The said Sewage Treatment Plant is based on Aerobic Biological Technology (SAF reactor followed by tube settler and ACF &amp; PSF). The STP was in operation during the visit.</span></p> <p class="MsoListParagraphCxSpLast" style="margin-left: 0.25in; text-align: justify; text-indent: -0.25in; line-height: 24px;"><span style="font-family: tahoma, arial, helvetica, sans-serif;"><span>7)<span style="font-style: normal; font-variant: normal; font-weight: normal; font-stretch: normal; font-size: 7pt; line-height: normal;">&nbsp;&nbsp;&nbsp;&nbsp;</span></span>During visit, the treated effluent sample from the outlet of ETP (RO permeate from second stage RO module) and the outlet of STP, were collected for analysis of various prescribed parameters and sent to Head Office Water Laboratory at Patiala for analysis. As per analysis results, the conc. of the various parameters were within the prescribed limits of the Board as tabulated below:</span></p> <p class="MsoListParagraphCxSpFirst" style="margin-left: 0.25in; text-align: justify; text-indent: -0.25in; line-height: 24px;"><span style="font-family: tahoma, arial, helvetica, sans-serif;"><span>1)<span style="font-style: normal; font-variant: normal; font-weight: normal; font-stretch: normal; font-size: 7pt; line-height: normal;">&nbsp;&nbsp;&nbsp;&nbsp;</span></span>The industry is re-cycling the treated trade effluent (RO permeate) in the process section and the treated domestic effluent is discharged onto land for irrigation of green area within premises and remaining in the plantation area developed as per Karnal Technology measuring 1.8 acres. During visit, vegetative growth/ wild grass was observed throughout the plantation area developed as per Karnal Technology and the representative of the industry was advised to maintain the plantation area for proper utilization/ distribution of the treated effluent.</span></p> <p class="MsoListParagraphCxSpMiddle" style="margin-left: 0.25in; text-align: justify; text-indent: -0.25in; line-height: 24px;"><span style="font-family: tahoma, arial, helvetica, sans-serif;"><span>2)<span style="font-style: normal; font-variant: normal; font-weight: normal; font-stretch: normal; font-size: 7pt; line-height: normal;">&nbsp;&nbsp;&nbsp;&nbsp;</span></span>The details of the various sources of air pollution and the APCDs installed with them are already mentioned above in the agenda note.</span></p> <p class="MsoListParagraphCxSpMiddle" style="margin-left: 0.25in; text-align: justify; text-indent: -0.25in; line-height: 24px;"><span style="font-family: tahoma, arial, helvetica, sans-serif;"><span>3)<span style="font-style: normal; font-variant: normal; font-weight: normal; font-stretch: normal; font-size: 7pt; line-height: normal;">&nbsp;&nbsp;&nbsp;&nbsp;</span></span>The unit has installed 03 no. of DG sets of capacity 1010 KVA which are provided with canopies and stacks of adequate height. Further, the unit has also installed 01 DG set of capacity 500 KVA, 01 DG set of capacity 320 KVA and 01 DG set of capacity 125 KVA, all are provided with canopies and stacks of adequate height.</span></p> <p class="MsoListParagraphCxSpLast" style="margin-left: 0.25in; text-align: justify; text-indent: -0.25in; line-height: 24px;"><span style="font-family: tahoma, arial, helvetica, sans-serif;"><span>4)<span style="font-style: normal; font-variant: normal; font-weight: normal; font-stretch: normal; font-size: 7pt; line-height: normal;">&nbsp;&nbsp;&nbsp;&nbsp;</span></span>During visit, samples were also collected from 04 no. stacks and sent to Head Office Air Laboratory at Patiala for analysis. As per analysis results received vide Head Office letter endst. no. 8430-32 dated 06.04.2023, the conc. of the parameters were within the prescribed limits of the Board as tabulated below:</span></p> <p class="MsoNormal" style="text-align: justify; text-indent: 1in; line-height: 24px;"><span style="font-family: tahoma, arial, helvetica, sans-serif;">It is clear from the above that the industry is complying with the conditions of consents granted to it under Water (Prevention &amp; Control of Pollution) Act, 1974 and Air (Prevention &amp; Control of Pollution) Act, 1981.</span></p> <p class="MsoNormal" style="text-align: justify; text-indent: 1in; line-height: 24px;"><span style="font-family: tahoma, arial, helvetica, sans-serif;">In view of the above, may if approved, it is recommended that the validity of consent to operate granted under the provisions of the Water (Prevention &amp; Control of Pollution) Act, 1974 and Air (Prevention &amp; Control of Pollution) Act, 1981 may be 31.03.2025 subject to suitable terms and conditions.</span></p> <p><span style="font-family: tahoma, arial, helvetica, sans-serif;"><strong>Competency: Worthy Chairman of the Board.</strong></span></p> <p>&nbsp;</p>
