File Note: <p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; text-indent: 36.0pt;"><span style="font-size: 11.0pt; mso-bidi-font-size: 12.0pt; line-height: 115%;">The industry is a large scale Red category 17 -category Sugar mill &amp; was earlier granted consent to operate under Water Act, 1974 &amp; Air Act, 1981 both valid upto 31.03.2023 for manufacturing of Sugar @ 450 MTD by using Sugar cane @ 4500 MTD, Lime @ 10 MTD and Sulphur @ 3 MTD with certain conditions.</span></p> <p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; text-indent: 36.0pt;"><span style="font-size: 11.0pt; mso-bidi-font-size: 12.0pt; line-height: 115%;">The industry has applied for renewal of consents through OCMMS. The industry was visited on 02.03.2023 and observed that the industry was found in operation during the visit.<span style="mso-spacerun: yes;"> </span></span><span style="font-size: 11pt; text-indent: 36pt;">&nbsp;</span><span style="font-size: 11pt; text-indent: 36pt;">The industry has installed 2 no. boiler furnaces of capacity of 50 TPH each with common stacks and separate wet scrubber as APCD and both boilers and APCD were found in operation at the time of visit. As per last analysis report of sampling dated 02.03.2023 the particulate matter @ 140 mg/Nm3 at 12 % CO2 found within the prescribed limits of the Board. The industry is disposing its Boiler as onto the farm land of 18 acres at Dak Khati village,Near Phagwara-Hoshiarpur highway. The industry has provided 2 no. D.G sets of capacity 500 KVA and 200 KVA each with canopy. The industry is found only partially complying with the directions u/s 33-A of the Water Act, 1974 issued to it vide no. 3831 dated 29.11.2022.</span></p> <p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; text-indent: 36.0pt;"><span style="font-size: 11.0pt; mso-bidi-font-size: 12.0pt; line-height: 115%;">Keeping in view of report of Regional Office, it is recommended that consent to operate under the Air Act, 1981 may be granted to the industry upto 31.03.2024 i.e. upto validity of CTO fees with usual conditions and special conditions that:-</span><span style="font-size: 11pt; text-indent: 36pt;">&nbsp;</span></p> <p class="MsoListParagraphCxSpFirst" style="margin-bottom: .0001pt; mso-add-space: auto; text-align: justify; text-indent: -18.0pt; mso-list: l1 level1 lfo2;"><!-- [if !supportLists]--><span style="mso-fareast-font-family: Arial; color: black;"><span style="mso-list: Ignore;">1.<span style="font: 7.0pt 'Times New Roman';">&nbsp;&nbsp;&nbsp; </span></span></span><!--[endif]--><span style="font-size: 11.0pt; mso-bidi-font-size: 12.0pt; line-height: 115%;">The industry</span> shall operate the ETP/APCD regularly &amp; efficiently so as to achieve the norms prescribed by the Board.</p> <p class="MsoListParagraphCxSpMiddle" style="margin-bottom: .0001pt; mso-add-space: auto; text-align: justify; text-indent: -18.0pt; mso-list: l1 level1 lfo2;"><!-- [if !supportLists]--><span style="mso-fareast-font-family: Arial; color: black;"><span style="mso-list: Ignore;">2.<span style="font: 7.0pt 'Times New Roman';">&nbsp;&nbsp;&nbsp; </span></span></span><!--[endif]--><span style="font-size: 11.0pt; mso-bidi-font-size: 12.0pt; line-height: 115%;">The industry shall ensure interlocking of Pollution Control Devices with its production processes (one way but not vice-versa) so as to ensure that whenever ETPs/PCDs are intentionally closed, the production also comes to halt and shall submit completion report in this regard to the Board within one month.</span></p> <p class="MsoListParagraphCxSpMiddle" style="margin-bottom: .0001pt; mso-add-space: auto; text-align: justify; text-indent: -18.0pt; mso-list: l1 level1 lfo2;"><!-- [if !supportLists]--><span style="mso-fareast-font-family: Arial; color: black;"><span style="mso-list: Ignore;">3.<span style="font: 7.0pt 'Times New Roman';">&nbsp;&nbsp;&nbsp; </span></span></span><!--[endif]-->The industry shall finalize and implement the scheme for conversion / modification of its boilers for utilization of paddy straw (in maximum possible quantity) as fuel and for making arrangements for storage of paddy straw, before the start of next crushing season 2023-2024.</p> <p class="MsoListParagraphCxSpMiddle" style="margin-bottom: .0001pt; mso-add-space: auto; text-align: justify; text-indent: -18.0pt; mso-list: l1 level1 lfo2;"><!-- [if !supportLists]--><span style="mso-fareast-font-family: Arial; color: black;"><span style="mso-list: Ignore;">4.<span style="font: 7.0pt 'Times New Roman';">&nbsp;&nbsp;&nbsp; </span></span></span><!--[endif]-->The industry shall operate and maintain the APCD regularly and also upgrade the existing APCDs further (if required), to avoid any sort of complaint from nearby localities reg. air pollution.</p> <p class="MsoListParagraphCxSpMiddle" style="margin-bottom: .0001pt; mso-add-space: auto; text-align: justify; text-indent: -18.0pt; mso-list: l1 level1 lfo2;"><!-- [if !supportLists]--><span style="mso-fareast-font-family: Arial; color: black;"><span style="mso-list: Ignore;">5.<span style="font: 7.0pt 'Times New Roman';">&nbsp;&nbsp;&nbsp; </span></span></span><!--[endif]-->The industry shall also develop the composting/vermicomposting to manage the biodegradable solid waste. PP shall not throw burn or burry any solid wastes in open outside premises or in drain / water bodies and will follow Solid Waste Management Rules, 2016 strictly.</p> <p class="MsoListParagraphCxSpMiddle" style="margin-bottom: .0001pt; mso-add-space: auto; text-align: justify; text-indent: -18.0pt; mso-list: l1 level1 lfo2;"><!-- [if !supportLists]--><span style="mso-fareast-font-family: Arial; color: black;"><span style="mso-list: Ignore;">6.<span style="font: 7.0pt 'Times New Roman';">&nbsp;&nbsp;&nbsp; </span></span></span><!--[endif]-->The industry shall promote use of alternatives of single use plastics (SUP) and awareness to discourage use of plastic, through their Corporate Environment Responsibility (CER) activities.</p> <p class="MsoListParagraphCxSpLast" style="margin-bottom: .0001pt; mso-add-space: auto; text-align: justify; text-indent: -18.0pt; mso-list: l1 level1 lfo2;"><!-- [if !supportLists]--><span style="mso-fareast-font-family: Arial; color: black;"><span style="mso-list: Ignore;">7.<span style="font: 7.0pt 'Times New Roman';">&nbsp;&nbsp;&nbsp; </span></span></span><!--[endif]-->The industry shall ensure that there are no usages of single use plastic- thermocol disposable items such as water bottles / water pouches/water cups, plates, forks, spoons, straw etc. and single use decorating material made of plastic-thermocol or any other non-biodegradable material in the premises.
