<p class="MsoNormalCxSpFirst" style="text-align: justify;"><span style="font-family: Tahoma, 'sans-serif';">Earlier the industry was granted consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOW/Varied/LDH1/2017/6044644 dated 18.08.2017 valid upto 31.03.2023 and CTOA/Varied/LDH1/2017/6044896 dated 17.08.2017 valid upto 31.03.2023 with conditions mentioned therein.</span></p>
<p class="MsoNormalCxSpMiddle" style="text-align: justify;"><span style="font-family: Tahoma, 'sans-serif';"> Now, the industry has applied for varied Consent to Operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 engaged in the manufacturing of bakery products 100 MTD, as the ownership of the industry has now been changed.</span></p>
<p class="MsoNormalCxSpLast" style="text-align: justify;"><span style="font-family: Tahoma, 'sans-serif';"> The industry has filled an application form, uploaded CA certificate, site plan/location plan, authorization letter for applying consent, passing of resolution by circulation, approved building plan, DTP letter vide no. 372 dated 14.02.2012, manufacturing process, compliance report of previous granted consents under both acts.</span></p>
<p class="TableParagraph" style="margin: 0.3pt 0in 0.0001pt; text-align: justify;"><span style="font-family: Tahoma, 'sans-serif';"> The industry has deposited Rs. Rs. 168000/- vide no. SBIN222165161127 dated 14.06.2022 under Air Act, 1981, Rs. 168000/- vide no. SBIN222165159327 dated 14.06.2022 under Water Act, 1974, which is adequate upto 31.03.2025.</span></p>
<p class="MsoNormal" style="text-align: justify;"><span style="font-family: Tahoma, 'sans-serif';"> The industry was visited by the officer of the Board on 10.04.2023 and it was observed as under:-</span></p>
<p class="MsoListParagraphCxSpFirst" style="margin-left: 0.5in; text-align: justify; text-indent: -0.25in;"><span style="font-family: Tahoma, 'sans-serif';">1.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span style="font-family: Tahoma, 'sans-serif';">The industry was in operation during visit & engaged in manufacturing breads & bakery products. The industry has installed 02 HSD fired baby boiler of capacity 0.6 TPH & 0.4 TPH with an adequate stack height.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin-left: 0.5in; text-align: justify; text-indent: -0.25in;"><span style="font-family: Tahoma, 'sans-serif';">2.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span style="font-family: Tahoma, 'sans-serif';">The industry has installed 15 HSD fired ovens and the industry has installed 4 nos. HSD friers.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin-left: 0.5in; text-align: justify; text-indent: -0.25in;"><span style="font-family: Tahoma, 'sans-serif';">3.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span style="font-family: Tahoma, 'sans-serif';">The industry has installed 03 DG sets of capacity 500 KVA each with canopy and adequate stack height.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin-left: 0.5in; text-align: justify; text-indent: -0.25in;"><span style="font-family: Tahoma, 'sans-serif';">4.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span style="font-family: Tahoma, 'sans-serif';">The industry has installed STP for treatment of effluent from washing section & domestic effluent.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin-left: 0.5in; text-align: justify; text-indent: -0.25in;"><span style="font-family: Tahoma, 'sans-serif';">5.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span style="font-family: Tahoma, 'sans-serif';">The treated effluent was being discharged onto land for plantation. The MLSS in the bioreactor was found very low(as confirmed by performing test at site. Further, the appearance of inlet, outlet and aeration tank was almost identical, showing in-efficient operation of STP. Samples from inlet, outlet aeration tank and stack attached to boiler were collected and sent to lab for analysis. The results are awaited.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin-left: 0.5in; text-align: justify; text-indent: -0.25in;"><span style="font-family: Tahoma, 'sans-serif';">6.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span style="font-family: Tahoma, 'sans-serif';">Moreover the record regarding operation of STP was having multiple correction/over writing.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin-left: 0.5in; text-align: justify; text-indent: -0.25in;"><span style="font-family: Tahoma, 'sans-serif';">7.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span style="font-family: Tahoma, 'sans-serif';">The industry has provided 1.5 acre land under plantation as per Karnal Technology, in which treated effluent is being discharged. Lot of stagnation was observed in the plantation area.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin-left: 0.5in; text-align: justify; text-indent: -0.25in;"><span style="font-family: Tahoma, 'sans-serif';">8.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span style="font-family: Tahoma, 'sans-serif';">The area towards the main road was highly stagnated and has taken shape of a pond.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin-left: 0.5in; text-align: justify; text-indent: -0.25in;"><span style="font-family: Tahoma, 'sans-serif';">9.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span style="font-family: Tahoma, 'sans-serif';">Around 4 small outlets/drains have been provided on the boundary of the industry towards plantation area. In 2 outlets some untreated effluent was coming. The representative informed that this is the outlet for rain water, but the effluent coming from these two outlets was having the same appearance as that of inlet of STP moreover below one outlet oil and grease type of material was found discharge, as area under the said outlet was completely blackish.</span></p>
<p class="MsoListParagraphCxSpLast" style="margin-left: 0.5in; text-align: justify; text-indent: -0.25in;"><span style="font-family: Tahoma, 'sans-serif';">10.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span style="font-family: Tahoma, 'sans-serif';">The industry is not complying with the conditions of the previous consent granted under Water Act, 1974.</span></p>
<p class="MsoNormalCxSpFirst" style="text-align: justify;"><span style="font-family: Tahoma, 'sans-serif';"> </span></p>
<p class="MsoNormalCxSpMiddle" style="margin-left: 0.25in; text-align: justify;"><span style="font-family: Tahoma, 'sans-serif';"> In view of above, it is recommended that consent to operate under Water (Prevention & Control of Pollution) Act, 1974 may be refused and Air (Prevention & Control of Pollution) Act, 1981 may be decided after the receipt of analysis report.</span></p>
