<p>It is submitted that a sister concern of the industry is also operational adjoining to this plot and both the premises are connected from inside and both the industry are manufacturing same product, hence it cannot be clearly said whether the production started in this plot is for trial sake only. Further,it has started operating the outlet and source of air emissions, hence CTE Application can't be processed at this stage and may be refused and the industry may be asked to apply for fresh cto of the board .</p>
