During visit the ETP was found not in operational condition. Accordingly, the SCN for refusal of CTOs was issued. After request made by industry, CTOs were granted upto 31/03/2023 with condition that the industry shall get effluent samples analysed from Board’s Lab. </span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin-left: .75in; mso-add-space: auto; text-align: justify; text-indent: -.25in; line-height: 150%; mso-list: l3 level1 lfo2;"><!-- [if !supportLists]--><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">B)<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-family: 'Tahoma','sans-serif';">Thereafter, the industry was visited on 17/03/2022. Effluent samples were collected which were beyond prescribed limits. SCN with hearing on 01/11/2022 was issued and it was decided as under:-</span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin-left: 1.25in; mso-add-space: auto; text-align: justify; text-indent: -.5in; line-height: 150%; mso-list: l1 level1 lfo3;"><!-- [if !supportLists]--><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">i)<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-family: 'Tahoma','sans-serif';">The industry shall submit a Bank Guarantee of Rs. 50,000/- as an assurance to comply with the Environmental Pollution Control Laws and Rules, within 20 days.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin-left: 1.25in; mso-add-space: auto; text-align: justify; text-indent: -.5in; line-height: 150%; mso-list: l1 level1 lfo3;"><!-- [if !supportLists]--><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">ii)<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-family: 'Tahoma','sans-serif';">The industry shall operate the effluent treatment plant regularly and efficiently to achieve the prescribed norms. </span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin-left: .75in; mso-add-space: auto; text-align: justify; text-indent: -.25in; line-height: 150%; mso-list: l3 level1 lfo2;"><!-- [if !supportLists]--><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">C)<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-family: 'Arial','sans-serif';">The industry has submitted a Bank Guarantee of Rs. 50,000/-, which is valid upto 18/11/2023. </span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin-left: .75in; mso-add-space: auto; text-align: justify; text-indent: -.25in; line-height: 150%; mso-list: l3 level1 lfo2;"><!-- [if !supportLists]--><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">D)<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-family: 'Arial','sans-serif';">Now the industry has applied for obtaining of renewal of consent to operate under Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981 through OCMMS in a totally paperless manner by uploading necessary documents as PDF. </span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin-left: .75in; mso-add-space: auto; text-align: justify; text-indent: -.25in; line-height: 150%; mso-list: l3 level1 lfo2;"><!-- [if !supportLists]--><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">E)<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-family: 'Arial','sans-serif';">The industry has deposited Rs. 10,800/- vide UTR No. N295211683044890 dated 22/10/2021 & Rs. 11,800/- vide UTR No. N295211683058455 dated 22/10/2021 as consent to operate fee under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 which is adequate upto 30/09/2026 including Rs. 500/- as Form downloading fee against total gross value of fixed assets worth Rs. 24,09,570/- as on 31/03/2021.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin-left: .75in; mso-add-space: auto; text-align: justify; text-indent: -.25in; line-height: 150%; mso-list: l3 level1 lfo2;"><!-- [if !supportLists]--><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">F)<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-family: 'Arial','sans-serif';"><span style="mso-spacerun: yes;"> </span>A clarification was raised to the industry requiring that lease value is required to be added to value of assets for consideration of calculation of CTOs fees and to provide plantation area layout along with total area. No reply has been submitted by industry.</span></p>

<p class="MsoListParagraphCxSpMiddle" style="margin-left: .75in; mso-add-space: auto; text-align: justify; text-indent: -.25in; line-height: 150%; mso-list: l2 level1 lfo1;"><!-- [if !supportLists]--><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">2.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-family: 'Tahoma','sans-serif';">Wash water is collected in a tank which was filled upto brim.</span></p>

One chemical mixing tank is also provided, which was empty during the visit. Strangely provision is made for addition of coagulants/flocculant at the outlet after filters. Thereafter one tank is provided for collection of treated effluent. A worker present there was asked to switch on the motor feeding to the filters, however no water came out of outlet even after 10-15 minutes. <span style="mso-spacerun: yes;"> </span><span style="mso-spacerun: yes;"> </span><span style="mso-spacerun: yes;"> </span></span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin-left: .75in; mso-add-space: auto; text-align: justify; text-indent: -.25in; line-height: 150%; mso-list: l2 level1 lfo1;"><!-- [if !supportLists]--><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">5.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-family: 'Tahoma','sans-serif';">Thereafter the whole premises was checked. In one corner a tank of depth about 10 ft was found. The tank was filled upto brim with trade effluent containing a lot of oil & grease. A worker present there informed that the waste water was lifted through a tanker from this tank for disposal onto unknown place. One motor and pump was fixed on this tank for filling the tanker. <p class="MsoListParagraphCxSpMiddle" style="margin-left: .75in; mso-add-space: auto; text-align: justify; text-indent: -.25in; line-height: 150%; mso-list: l2 level1 lfo1;"><!-- [if !supportLists]--><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">6.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-family: 'Tahoma','sans-serif';">Sample of waste water filled in this tank were collected and sent to Zonal Lab, Jalandhar for analysis. <strong>Pictures of waste water attached.</strong></span></p>
<p class="MsoListParagraphCxSpLast" style="margin-left: .75in; mso-add-space: auto; text-align: justify; text-indent: -.25in; line-height: 150%; mso-list: l2 level1 lfo1;"><!-- [if !supportLists]--><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">7.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-family: 'Tahoma','sans-serif';">The above mentioned facts indicate that no treatment is imparted to the trade effluent and it is disposed of through tanker. </span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: .5in; line-height: 150%;"><span style="font-family: 'Tahoma','sans-serif';"> </span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: .5in; line-height: 150%;"><span style="font-family: 'Tahoma','sans-serif';">From the above, it is clear that the service station is a habitual violator. </span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: .5in; line-height: 150%;"><span style="font-family: 'Tahoma','sans-serif';">Keeping the above in view it is recommended that:-</span></p>
<p class="MsoListParagraphCxSpFirst" style="margin-left: .75in; mso-add-space: auto; text-align: justify; text-indent: -.25in; line-height: 150%; mso-list: l0 level1 lfo4;"><!-- [if !supportLists]--><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">1.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><span style="font-family: 'Tahoma','sans-serif';">Consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 be refused without giving any opportunity to show cause.</span></p>
