<p style="text-align: justify;"><span lang="EN-IN">The agenda note and report / recommendations of AEE / EE, RO may kindly be perused,</span></p>
<p style="text-align: justify;"><span lang="EN-IN">Earlier the HCF was granted CTO under Air Act, 1981 vide no. CTOA/Fresh/LDH3/2019/9472029 dated 28.03.2019 and Act, 1974 vide no. CTOW/Renewal/LDH3/2021/13887754 08.02.2021 for 195 no. of beds, both are valid upto 31.03.2023.</span></p>
<p style="text-align: justify;"><span lang="EN-IN">Thereafter, the HCF was visited by officer of RO on 23.01.2023 and carried out effluent sampling, as per the analysis report the parameter Bio-Assay – (zero% survival of fish in 100% effluent after 96 hours.) was not meeting the prescribed standards. Accordingly, SCN for revocation of Consent to Operate under Water Act, 1974 and authorization granted under BMW Rules, 2016 was issued to the HCF vide ZO-2, Ludhiana’s letter no. 1136 dated 13.03.2023 to show cause within 15 days. Thereafter, the HCF has submitted a reply mentioning that the HCF has taken necessary steps to meet with prescribed standards.</span></p>
<p style="text-align: justify;"><span lang="EN-IN">Now, the HCF has applied for renewal of CTO under Air Act, 1981 and Water Act, 1974 for 195 beds through OCMMS. The hospital has submitted copy of an agreement with common facility of M/s Medicare Environmental Management Pvt. Ltd., Ludhiana, authorized by the Board for bed capacity of 195 beds, the agreement made with CBWTF is valid upto 30.03.2024. The hospital has deposited consent fees which is adequate up to 31.03.2024 under both acts.</span></p>
<p style="text-align: justify;"><span lang="EN-IN">The HCF was visited by officer of RO on 31.03.2023 and it was observed as under:-</span></p>
<p style="text-align: justify;"><span lang="EN-IN">1. </span><span lang="EN-IN">The HCF has provided 195 beds.</span></p>
<p style="text-align: justify;"><span lang="EN-IN">2. </span><span lang="EN-IN">The HCF has made its agreement with the CBWTF for 195 beds.</span></p>
<p style="text-align: justify;"><span lang="EN-IN">3. </span><span lang="EN-IN">The HCF has installed an STP for treatment of liquid waste as well as domestic effluent generated. During visit, the same was in operation.</span></p>
<p style="text-align: justify;"><span lang="EN-IN">4. </span><span lang="EN-IN">The HCF has provided a water meter at the outlet of STP and reading of the same was 33574 KL. The energy meter has also been provided with the STP, reading of the same was 79596.9 KWH. The HCF is maintaining the record of water meter and energy meter properly.</span></p>
<p style="text-align: justify;"><span lang="EN-IN">5. </span><span lang="EN-IN">The treated effluent is being discharged into sewer.</span></p>
<p style="text-align: justify;"><span lang="EN-IN">6. </span><span lang="EN-IN">The HCF has also provided pre-treatment facility at Lab and OT.</span></p>
<p style="text-align: justify;"><span lang="EN-IN">7. </span><span lang="EN-IN">The HCF has also provided 02 D.G sets of capacity 250 KVA and 380 KVA, both were equipped with canopies and adequate stack heights.</span></p>
<p style="text-align: justify;"><span lang="EN-IN">The HCF is complying with the provisions of Air Act, 1981 and Water Act, 1974.</span></p>
<p style="text-align: justify;"><span lang="EN-IN">In view of the above, it is recommended that:</span></p>
<p style="text-align: justify;"><span lang="EN-IN">1. </span><span lang="EN-IN">Consent to Operate under Air Act, 1981 and Water Act, 1974 may be granted upto 30.03.2024 with usual conditions and special condition as under :-</span></p>
<p style="text-align: justify;"><span lang="EN-IN">(i) </span><span lang="EN-IN">The HCF shall submit analysis report of effluent sampling from Board’s Lab within 01 month.</span></p>
<p style="text-align: justify;"><span lang="EN-IN">(ii) </span><span lang="EN-IN">The HCF shall always meet the general effluent standards as notified under Environment (Protection) Act, 1986.</span></p>
<p style="text-align: justify;"><span lang="EN-IN">(iii) </span><span lang="EN-IN">The HCF shall not increase the bed capacity without the prior permission of the Board.</span></p>
<p style="text-align: justify;"><span lang="EN-IN">(iv) </span><span lang="EN-IN">The HCF shall renew its agreement with CBWTF from time to time.</span></p>
