<p style="text-align: justify;"><span lang="EN-IN">The agenda note and report / recommendations of AEE / EE, RO may kindly be perused,</span></p>
<p style="text-align: justify;">It is submitted that the industry was earlier granted CTO under the Water Act, 1974 vide no. CTOW/Varied/LDH4/2022/18135914 dated 09/06/2022, upto 08/06/2023 and under the Air Act, 1981 vide no. CTOA/Varied/LDH4/2018/7247858 dated 05/06/2018, upto 31/03/2022 for production of finishing of fabric @ 6 TPD and Dyeing OF PC/Cotton @ 5.3 TPD and for using of pet coke/ rice husk as fuel in its boiler of capacity 8.8 TPH attached with twin cyclone followed by double stage alkali scrubber along with adequate stack height and 03 DG set of capacities one of 400 KVA, one of 320 KVA, one of 220 KVA with acoustic enclosure alongwith adequate stack height with certain conditions and special conditions that the industry will submit the revised analysis report of air emissions, within one month.</p>
<p style="text-align: justify;">The industry is repeatedly applying for renewal of CTO under the Air Act, 1981 through OCMMS on 30.01.2023 and same returned due to the following reasons: It is submitted that as per the C.A. certificate the value of plant & machinery is Rs. 753.56 Lacs as on 31.10.2022, as such, the industry is covered in under the medium scale. However, has submitted application as small scale unit.</p>
<p style="text-align: justify;">Apparently, the industry has now re-applied for renewal of CTO under the Air Act, 1981 through OCMMS on 18.03.2022 under small scale category with request to consider notification of the MSME issued vide no. 1895 dated 26.06.2020, wherein, the categorization as per the investment is revised and the unit falls under small scale category.</p>
<p style="text-align: justify;">It is further submitted that as per the policy of the Board unit with plant & machinery @ 7.53 Crores covered under medium Scale.</p>
<p style="text-align: justify;">The industry has deposited consent fee which is adequate upto 31.03.2027.</p>
<p style="text-align: justify;">Accordingly, the industry was recently visited by AEE of RO on 12.12.2022 and it was observed as under:-</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->1. <!--[endif]-->The industry was not in operation during the visit.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->2. <!--[endif]-->The industry is discharging its treated trade effluent into CETP 40 MLD.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->3. <!--[endif]-->The industry has installed one boilers of capacity 8.8 TPH with twin cyclone separator followed by two stage alkali scrubber as APCD and adequate stack height.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->4. <!--[endif]-->The industry has installed 03 D.G sets of capacities one of 320 KVA, 220 KVA, these are kept in acoustic enclosure and one of 400 KVA equipped with canopy and these are provided adequate stack height.</p>
<p style="text-align: justify;">It is added here that, the stack emission sample were collected by the Board on 23.06.2022 and as per the analysis report received from Zonal Lab., Ludhiana vide letter endst no. 683 dated 29.06.20022, concentration of SPM is found to be 272 mg/Nm3 against the prescribed limit 500 mg/Nm3.</p>
<p style="text-align: justify;">The industry falls in designated area approved Focal Point.</p>
<p style="text-align: justify;">If approved, consent to operate under the Air (Prevention & Control of Pollution) Act, 1981 may be extended upto 31.03.2027 with usual condition as per policy of the Board.</p>
