<p class="MsoNormal" style="margin-left: .5in; text-align: justify; text-indent: .5in; line-height: 150%;"><span style="font-family: 'Tahoma','sans-serif';">It is pertinent to mention here that the Project Proponent has total ownership of land area 24 kanals 16 marlas, however the Project Proponent has submitted proposal to establish rice sheller unit in land area of 16 kanals 02 marlas bearing hadbast no. 129, khasra nos. 280//11/1/3(1-7), 11/2/3(1-9), 12/3(2-3), 19/1(0-19), 19/2(3-15), 20/1(1-4) & 20/2(5-5) in revenue estate of Kotkapura-4 (Agwad Sarajan), Tehsil Kotkapura, Dsitrict Faridkot.</span></p>

Accordingly, the project proponent has deposited NOC fee of Rs. 10800/- vide UTR/Ref. No. 621486864 dated 09.02.2023, which is adequate for one year.</span></p>

<p class="MsoNormal" style="text-align: justify; text-indent: 1.0in; line-height: 150%;"><span style="font-family: 'Tahoma','sans-serif';">Thereafter, the site of the proposed rice sheller was visited by undersigned on 12.04.2023 and it was observed as under:</span></p>
<p class="MsoListParagraph" style="margin-left: .75in; text-align: justify; text-indent: -.25in; line-height: 150%; mso-list: l0 level1 lfo3;"><!-- [if !supportLists]--><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">1.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-family: 'Tahoma','sans-serif';">The site is located in the revenue estate of Kotkapura, District Faridkot. </span></p>
<p class="MsoListParagraph" style="margin-left: .75in; text-align: justify; text-indent: -.25in; line-height: 150%; mso-list: l0 level1 lfo3;"><!-- [if !supportLists]--><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">2.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-family: 'Tahoma','sans-serif';">The industry has not started any construction activity at the site. </span></p>
<p class="MsoListParagraph" style="margin-left: .75in; text-align: justify; text-indent: -.25in; line-height: 150%; mso-list: l0 level1 lfo3;"><!-- [if !supportLists]--><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">3.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-family: 'Tahoma','sans-serif';">The industry has proposed to install separate cyclone separator as APCDs for shelling section and paddy cleaner of dryer section. In this regard, the industry shall also submitted feasibility report. </span></p>
<p class="MsoListParagraph" style="margin-left: .75in; text-align: justify; text-indent: -.25in; line-height: 150%; mso-list: l0 level1 lfo3;"><!-- [if !supportLists]--><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">4.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-family: 'Tahoma','sans-serif';">The industry does not propose to use any water in the process, thus no trade effluent will be generated from the process. The industry has proposed to use 3.0 KLD of water for domestic use, thus only domestic effluent @ 2.0KLD will be discharged onto land for plantation after passing through septic tank. </span></p>
<p class="MsoListParagraph" style="margin-left: .75in; text-align: justify; text-indent: -.25in; line-height: 150%; mso-list: l0 level1 lfo3;"><!-- [if !supportLists]--><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">5.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-family: 'Tahoma','sans-serif';">A wire of 11 KV (as submitted by Project Proponent in undertaking) is passing through the proposed site of the rice sheller unit. The industry has requested PSPCL authorities for shifting of 11 KV line from proposed site and accordingly deposited processing fee through BA16 vide book no. 866, receipt no. 191 dated 11.04.2023 (copy attached). </span></p>
<p class="MsoListParagraph" style="text-align: justify; text-indent: 1.0in; line-height: 150%;"><span style="font-size: 6.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif';"> </span></p>
<p class="MsoListParagraph" style="text-align: justify; text-indent: 1.0in; line-height: 150%;"><span style="font-family: 'Tahoma','sans-serif';">As per report of DTP Faridkot, the proposed site of the rice sheller unit is falling under industrial zone. Therefore, the site is suitable for establishment of rice sheller unit with dryer for the manufacturing of raw rice with dryer along with sortex machine.</span></p>
<p class="MsoListParagraph" style="text-align: justify; text-indent: 1.0in; line-height: 150%;"><span style="font-family: 'Tahoma','sans-serif';">Keeping in view of the above, it is recommended that the consent to establish (NOC) for establishment of rice sheller unit at proposed site located in Kotkapura for the manufacturing of raw rice with dryer @ 72 MTD along with sortex machine of capacity @ 72 MTD for land area 16 kanals 02 marlas bearing hadbast no. 129, khasra nos. 280//11/1/3(1-7), 11/2/3(1-9), 12/3(2-3), 19/1(0-19), 19/2(3-15), 20/1(1-4) & 20/2(5-5) in revenue estate of Kotkapura-4 (Agwad Sarajan), Tehsil Kotkapura, Dsitrict Faridkot, may be granted to the industry with suitable conditions and specific conditions as under:</span></p>
<p class="MsoListParagraph" style="margin-left: .75in; text-align: justify; text-indent: -.25in; line-height: 150%; mso-list: l3 level1 lfo1;"><!-- [if !supportLists]--><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">1.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-family: 'Tahoma','sans-serif';">This Consent to Establish (NOC) is granted for the establishment of rice sheller unit in 16 kanals 02 marlas bearing hadbast no. 129, khasra nos. 280//11/1/3(1-7), 11/2/3(1-9), 12/3(2-3), 19/1(0-19), 19/2(3-15), 20/1(1-4) & 20/2(5-5) in revenue estate of Kotkapura-4 (Agwad Sarajan), Tehsil Kotkapura, Dsitrict Faridkot. </span></p>

<p class="MsoListParagraph" style="margin-left: .75in; text-align: justify; text-indent: -.25in; line-height: 150%; mso-list: l3 level1 lfo1;"><!-- [if !supportLists]--><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">5.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-family: 'Tahoma','sans-serif';">The industry is bound to comply with the zoning regularizations of Master Plan as and when notified and Board will not be liable for any loss incurred in case site falls under non-conforming zone. </span></p>
<p class="MsoListParagraph" style="margin-left: .75in; text-align: justify; text-indent: -.25in; line-height: 150%; mso-list: l3 level1 lfo1;"><!-- [if !supportLists]--><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">6.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-family: 'Tahoma','sans-serif';">The industry shall not install saila plant, boiler furnace in its premises, without prior written permission of the Board. </span></p>
<p class="MsoListParagraph" style="margin-left: .75in; text-align: justify; text-indent: -.25in; line-height: 150%; mso-list: l3 level1 lfo1;"><!-- [if !supportLists]--><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">7.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-family: 'Tahoma','sans-serif';">The industry shall provide proper and permanent approach to the sample collection facility and the same shall be maintained in proper conditions. </span></p>

<p class="MsoListParagraph" style="margin-left: .75in; text-align: justify; line-height: 150%;"><span style="font-family: 'Tahoma','sans-serif';">Code of Practices:</span></p>
<p class="MsoListParagraph" style="margin-left: .75in; text-align: justify; line-height: 150%;"><span style="font-family: 'Tahoma','sans-serif';">i) All the processing sheds be covered and have minimum ventilation as per the recommendations of Director of Factories. </span></p>
<p class="MsoListParagraph" style="margin-left: .75in; text-align: justify; line-height: 150%;"><span style="font-family: 'Tahoma','sans-serif';">ii) The industry should plant thick plantation of spreading crown varieties of evergreen trees all along the boundary wall of the rice sheller / saila plant. </span></p>
<p class="MsoListParagraph" style="margin-left: .75in; text-align: justify; line-height: 150%;"><span style="font-family: 'Tahoma','sans-serif';">iii) All dust emitting points should be properly hooded and dust extracted to a common point. At this exhaust point, dust coming here will be passed through a dust control system and air will be emitted through a stack of height 3 meters above the roof of the building. </span></p>
<p class="MsoListParagraph" style="margin-left: .75in; text-align: justify; line-height: 150%;"><span style="font-family: 'Tahoma','sans-serif';">iv) The industry shall not be located in High Tension Transmission Zone of Punjab State Power Corporation Limited.</span></p>
<p class="MsoListParagraph" style="margin-left: .75in; text-align: justify; line-height: 150%;"><span style="font-family: 'Tahoma','sans-serif';">v) The management and handling of rice husk in the rice shelling units / saila plants should be done as under: </span></p>
<p class="MsoListParagraph" style="margin-left: .75in; text-align: justify; line-height: 150%;"><span style="font-family: 'Tahoma','sans-serif';">a) All the rice shelling units / saila plants shall provide paved / brick roads / cement concrete roads/ metaled roads inside their premises for movement of vehicles, so as to prevent the generation of dust. </span></p>
<p class="MsoListParagraph" style="margin-left: .75in; text-align: justify; line-height: 150%;"><span style="font-family: 'Tahoma','sans-serif';">b) The industry shall provide proper rice husk storage facilities inside the factory premises and the height of brick wall in front of the discharge point of rice husk area should be at least 10' high or 3.5' higher than the discharge point of the rice husk pipe (whichever is more) and the length of aforesaid brick wall should be at least 35' on each side of the rice husk discharge pipe. </span></p>
<p class="MsoListParagraph" style="margin-left: .75in; text-align: justify; line-height: 150%;"><span style="font-family: 'Tahoma','sans-serif';">c) The industry shall provide a layer of wind screen of mild steel or some other similar material of at least 5' height above the brick wall. The wind screen system should have a porosity of ~30% to lower the wind velocities, thus reducing the amount of airborne particulate from storage, handling and loading / unloading areas of rice husk. </span></p>
<p class="MsoListParagraph" style="margin-left: .75in; text-align: justify; line-height: 150%;"><span style="font-family: 'Tahoma','sans-serif';">d) The minimum diameter at the outlet of discharge pipe of rice husk be kept as 15'', which can be maintained by extending the existing discharge pipe with the help of a conical shaped pipe of at least 3' length. </span></p>
<p class="MsoListParagraph" style="margin-left: .75in; text-align: justify; line-height: 150%;"><span style="font-family: 'Tahoma','sans-serif';">e) Wherever the height of rice husk is 3' or more, the industry shall cover the heap of husk with HDPE warp knitted fabric completely, except the area near the discharge pipe. The HDPE warp knitted fabric be made of 100% virgin high density polymer of at least 70 gm/m2 weight having 40-45 hole/inch2 to prevent wind blowing of stored husk. </span></p>
<p class="MsoListParagraph" style="margin-left: .75in; text-align: justify; line-height: 150%;"><span style="font-family: 'Tahoma','sans-serif';">f) During transportation of rice husk through vehicles, it shall be covered from all sides with tarpaulin to prevent blowing of husk by winds.</span></p> |
