CTOW/Renewal/LDH1/2020/11535529 dated 28.04.2020 valid upto 31.03.2023 and CTOA/Renewal/LDH1/2020/11535011 dated 28.04.2020 valid upto 31.03.2024 with conditions mentioned therein for discharge of treated effluent @ 850 KLD.</span></p>
<p class="MsoNormalCxSpMiddle" style="text-align: justify; mso-pagination: widow-orphan; text-autospace: ideograph-numeric ideograph-other;"><span style="font-family: 'Tahoma','sans-serif';"> Now, the industry has applied for varied Consent to Operate under Water (Prevention & Control of Pollution) Act, 1974 for enhanced discharged @ 1100 KLD.</span></p>
<p class="MsoNormalCxSpLast" style="text-align: justify; mso-pagination: widow-orphan; text-autospace: ideograph-numeric ideograph-other;"><span style="font-family: 'Tahoma','sans-serif';"> The industry has filled an application form, uploaded CA certificate, site plan/location plan, manufacturing process, compliance report of previous granted consents, Feasibility report of ETP, DTP letter, Completion certificate of ETP, Analysis report.</span></p>
<p class="TableParagraph" style="text-align: justify; margin: .3pt 0in .0001pt 0in;"><span style="font-family: 'Tahoma','sans-serif';"> The industry has deposited Rs. 420000/- vide no. 696606699 dated 16.03.2023 under Water Act, 1974, which is adequate upto 31.03.2028.</span></p>
<p class="MsoNormal" style="text-align: justify; mso-pagination: widow-orphan; text-autospace: ideograph-numeric ideograph-other;"><span style="font-family: 'Tahoma','sans-serif';"> The industry was visited by the officer of the Board on 10.04.2023 and it was observed as under:-</span></p>
<p class="MsoListParagraphCxSpFirst" style="margin-left: .5in; mso-add-space: auto; text-align: justify; text-indent: -.25in; mso-pagination: widow-orphan; mso-list: l0 level1 lfo1; text-autospace: ideograph-numeric ideograph-other;"><!-- [if !supportLists]--><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;">1.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><!--[endif]--><span style="font-family: 'Tahoma','sans-serif';">The industry was in operation and was engaged in manufacturing of throw involving the process of dyeing & washing of acrylic, polyester and cotton yarn & fabric.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin-left: .5in; mso-add-space: auto; text-align: justify; text-indent: -.25in; mso-pagination: widow-orphan; mso-list: l0 level1 lfo1; text-autospace: ideograph-numeric ideograph-other;"><!-- [if !supportLists]--><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;">2.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><!--[endif]--><span style="font-family: 'Tahoma','sans-serif';">The industry has installed the ETP based on physico chemical followed by biological and tertiary treatment. The ETP was found in operation during visit. </span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin-left: .5in; mso-add-space: auto; text-align: justify; text-indent: -.25in; mso-pagination: widow-orphan; mso-list: l0 level1 lfo1; text-autospace: ideograph-numeric ideograph-other;"><!-- [if !supportLists]--><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;">3.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><!--[endif]--><span style="font-family: 'Tahoma','sans-serif';">The treated effluent was being discharged onto land for plantation. The effluent samples were collected from final out let of ETP during earlier visit to the industry on 29.08.2022 and as per analysis report received from air and water lab Ludhiana vide dated 08.09.2022, the concentration of all the parameters if within the permissible limit of the Board. During the visit, the samples were also collected and sent to Board's lab for analysis.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin-left: .5in; mso-add-space: auto; text-align: justify; text-indent: -.25in; mso-pagination: widow-orphan; mso-list: l0 level1 lfo1; text-autospace: ideograph-numeric ideograph-other;"><!-- [if !supportLists]--><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;">4.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><!--[endif]--><span style="font-family: 'Tahoma','sans-serif';">The industry has provided the online meters at the final outlet of the ETP.</span></p>

<p class="MsoListParagraphCxSpMiddle" style="margin-left: .5in; mso-add-space: auto; text-align: justify; text-indent: -.25in; mso-pagination: widow-orphan; mso-list: l0 level1 lfo1; text-autospace: ideograph-numeric ideograph-other;"><!-- [if !supportLists]--><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;">7.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><!--[endif]--><span style="font-family: 'Tahoma','sans-serif';">After the installation of new dyeing machinery, the discharge of the industry (max. capacity) has become 1100 KLD.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin-left: .5in; mso-add-space: auto; text-align: justify; text-indent: -.25in; mso-pagination: widow-orphan; mso-list: l0 level1 lfo1; text-autospace: ideograph-numeric ideograph-other;"><!-- [if !supportLists]--><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;">8.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><!--[endif]--><span style="font-family: 'Tahoma','sans-serif';">For the treatment of enhanced discharge, the industry has also upgraded its ETP and the feasibility report submitted by the industry in regard to up-gradation seems principally adequate.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin-left: .5in; mso-add-space: auto; text-align: justify; text-indent: -.25in; mso-pagination: widow-orphan; mso-list: l0 level1 lfo1; text-autospace: ideograph-numeric ideograph-other;"><!-- [if !supportLists]--><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;">9.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><!--[endif]--><span style="font-family: 'Tahoma','sans-serif';">The industry has developed around 16 acre plantation area for disposal of treated effluent.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin-left: .5in; mso-add-space: auto; text-align: justify; text-indent: -.25in; mso-pagination: widow-orphan; mso-list: l0 level1 lfo1; text-autospace: ideograph-numeric ideograph-other;"><!-- [if !supportLists]--><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;">10.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><!--[endif]--><span style="font-family: 'Tahoma','sans-serif';">Considering hydraulic loading rate @ 70 KL/acres, the industry requires 15.71 acres land under plantation as per karnal technology.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin-left: .5in; mso-add-space: auto; text-align: justify; text-indent: -.25in; mso-pagination: widow-orphan; mso-list: l0 level1 lfo1; text-autospace: ideograph-numeric ideograph-other;"><!-- [if !supportLists]--><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;">11.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><!--[endif]--><span style="font-family: 'Tahoma','sans-serif';">The industry needs to rectify the depth of ridges and furrous and uniformly distribute the treated effluent in some pockets of plantation area, as some ridges and furrous were overfilled.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin-left: .5in; mso-add-space: auto; text-align: justify; text-indent: -.25in; mso-pagination: widow-orphan; mso-list: l0 level1 lfo1; text-autospace: ideograph-numeric ideograph-other;"><!-- [if !supportLists]--><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;">12.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><!--[endif]--><span style="font-family: 'Tahoma','sans-serif';">The industry has maintained the day to day record of operation of its ETP, water consumption and discharge. The industry is also in the process of installation of UF and RO system for treatment of effluent from ETP for further re-use in process. Around 80% of said work has been completed.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin-left: .5in; mso-add-space: auto; text-align: justify; text-indent: -.25in; mso-pagination: widow-orphan; mso-list: l0 level1 lfo1; text-autospace: ideograph-numeric ideograph-other;"><!-- [if !supportLists]--><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;">13.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><!--[endif]--><span style="font-family: 'Tahoma','sans-serif';">The industry has also provided pipe line from the final outlet of ETP to reuse the treated effluent into mixing of chemicals in ETP section. </span></p>

During visit the STP was operational and treated effluent was being taken in the biological reactor of ETP, Hence STP sampling could not be carried out as there was no discharge from STP. </span></p>
<p class="MsoNormalCxSpFirst" style="margin-left: .25in; mso-add-space: auto; text-align: justify; mso-pagination: widow-orphan; text-autospace: ideograph-numeric ideograph-other;"><span style="font-family: 'Tahoma','sans-serif';"> In view of above, it is recommended that varied consent to operate under Water (Prevention & Control of Pollution) Act, 1974 may be granted to the industry upto 31.03.2028 with suitable terms and conditions, please</span></p>
