Earlier the industry was granted consent to operate under Water Act, 1974 vide no. CTOW/Varied/LDH3/2022/20269811 dated 11.11.2022 and under Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Varied/LDH3/2022/20269809 dated 11.11.2022 for production of Bread, Burger and Bakery Products @ 50000 numbers/day with disposal of only domestic effluent @ 18.0 KLD onto plantation after treatment through STP, both are valid upto 10.05.2023.</span> <span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif';">Further the directions u/s 33-A of Water (Prevention & Control of Pollution) Act, 1974 were issued to the PSPCL authorities to restore the electric connection of the unit temporarily upto 10.05.2023 vide Board’s letter no. 6950 dated 11.11.2022.</span></p>
<p class="MsoNormal" style="margin-bottom: 6.0pt; text-align: justify; text-indent: .5in; line-height: 150%;"><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif';"> Now, the industry has applied for renewal of consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for production of Bread, Burger and Bakery Products @ 50000 numbers/day with disposal of only domestic effluent @ 18.0 KLD onto plantation after treatment through STP. The industry had already deposited </span><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Calibri; mso-fareast-theme-font: minor-latin; mso-bidi-font-weight: bold;">Rs. 43,200/- vide UTR. No. SBIN122302255788 dated 29.10.2022 under Water Act, 1974 & Rs. 10,800/- vide UTR. No. SBIN422207498695 dated 26.07.2022 as NOC fee and Rs. 43,200/- vide UTR no. SBIN122302257286 dated 29.10.2022 under Air Act, 1981, which are adequate upto 30.09.2025 under both acts. </span></p>
<p class="MsoNormal" style="margin-bottom: 3.0pt; text-align: justify; line-height: 150%;"><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif';">The industry was visited by the AEE of this office on 12.04.2023 and observed that:-</span></p>

<p class="MsoListParagraphCxSpMiddle" style="margin-bottom: .0001pt; mso-add-space: auto; text-align: justify; text-indent: -.25in; line-height: 150%; mso-list: l0 level1 lfo1; mso-layout-grid-align: none; text-autospace: none;"><!-- [if !supportLists]--><span style="font-size: 12pt; line-height: 150%; font-family: Tahoma, 'sans-serif';">2.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><!--[endif]--><span style="font-size: 12pt; line-height: 150%; font-family: Tahoma, 'sans-serif';">The industry has installed 07 mixtures, 05 ovens (LPG) within its premises.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin-bottom: .0001pt; mso-add-space: auto; text-align: justify; text-indent: -.25in; line-height: 150%; mso-list: l0 level1 lfo1; mso-layout-grid-align: none; text-autospace: none;"><!-- [if !supportLists]--><span style="font-size: 12pt; line-height: 150%; font-family: Tahoma, 'sans-serif';">3.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><!--[endif]--><span style="font-size: 12pt; line-height: 150%; font-family: Tahoma, 'sans-serif';">There are approximately 130 persons working in the industry and 80-90 persons are residing inside the premises of the industry.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin-bottom: .0001pt; mso-add-space: auto; text-align: justify; text-indent: -.25in; line-height: 150%; mso-list: l0 level1 lfo1; mso-layout-grid-align: none; text-autospace: none;"><!-- [if !supportLists]--><span style="font-size: 12pt; line-height: 150%; font-family: Tahoma, 'sans-serif';">4.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><!--[endif]--><span style="font-size: 12pt; line-height: 150%; font-family: Tahoma, 'sans-serif';">The industry has installed STP for the treatment of domestic effluent generated from the premises. There is no generation of trade effluent and only domestic effluent after treatment is discharged onto land for plantation. </span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin-bottom: .0001pt; mso-add-space: auto; text-align: justify; text-indent: -.25in; line-height: 150%; mso-list: l0 level1 lfo1; mso-layout-grid-align: none; text-autospace: none;"><!-- [if !supportLists]--><span style="font-size: 12pt; line-height: 150%; font-family: Tahoma, 'sans-serif';">5.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><!--[endif]--><span style="font-size: 12pt; line-height: 150%; font-family: Tahoma, 'sans-serif';">During the visit STP was in operation and effluent sample from outlet of the STP was collected and the same was sent to the Board’s lab for analysis. Results are still awaited.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin-bottom: .0001pt; mso-add-space: auto; text-align: justify; text-indent: -.25in; line-height: 150%; mso-list: l0 level1 lfo1; mso-layout-grid-align: none; text-autospace: none;"><!-- [if !supportLists]--><span style="font-size: 12pt; line-height: 150%; font-family: Tahoma, 'sans-serif';">6.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><!--[endif]--><span style="font-size: 12pt; line-height: 150%; font-family: Tahoma, 'sans-serif';">The industry has installed 01 DG set of capacity @ 250 KVA, which is equipped with canopy and adequate stack height. </span></p>
<p class="MsoListParagraphCxSpLast" style="margin-bottom: .0001pt; mso-add-space: auto; text-align: justify; text-indent: -.25in; line-height: 150%; mso-list: l0 level1 lfo1; mso-layout-grid-align: none; text-autospace: none;"><!-- [if !supportLists]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma; mso-bidi-language: PA;">7.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><!--[endif]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; mso-bidi-language: PA;">The industry had already submitted copy of letter issued by DTP, Ludhiana vide memo no. 1250/DTP(L)/M2A dated 26.05.2022 stating that the site of the industry falls in industrial zone as per Master Plan, Ludhiana (2007-2031).</span></p>
<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; line-height: 150%;"><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif';"> Keeping in view of the above, it is therefore recommended that:-</span></p>
<p class="MsoListParagraph" style="margin-bottom: .0001pt; mso-add-space: auto; text-align: justify; text-indent: -.25in; line-height: 150%; mso-list: l1 level1 lfo2;"><!-- [if !supportLists]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;">1.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><!--[endif]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif';"> Consent to operate under Air (Prevention & Control of Pollution) Act, 1981 may be granted to the industry for the period of six months after correlating with the sample analysis report with usual conditions.</span></p>
<p style="text-align: justify;"><span style="font-size: 12.0pt; line-height: 115%; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: 'Times New Roman'; mso-ansi-language: EN-US; mso-fareast-language: EN-US; mso-bidi-language: AR-SA;">In case the results of samples found within the permissible limits, directions u/s 33-A of Water (Prevention & Control of Pollution) Act, 1974 may be issued to restore the electric connection of the industry temporarily for the period of further six months.</span></p> |
