File Note: <p class="MsoNormal" style="text-align: justify;"><span style="font-family: 'Tahoma','sans-serif';">It is submitted that the hospital was granted consent to operate under the Water Act, 1974 &amp; the Air Act, 1981 for 10 beds capacity on 06.04.2022, has expired on 31.03.2023, respectively with suitable conditions mentioned therein. </span></p> <p class="MsoNormal" style="text-align: justify;"><span style="font-family: 'Tahoma','sans-serif';">Now, the HCF applied for obtaining renewal of consent to operate under the Water Act, 1974 &amp; the Air Act, 1981 and attached documents as copy of an agreement with The HCF has submitted that the liquid waste is treated with 1-2% sodium hypochlorite solution. The HCF has submitted copy of an agreement with common facility namely M/s Med Waste Solutions Pvt. Ltd., Village Biddowali, Tehsil Gidderbaha, Distt. Sri Muktsar Sahib, authorized by the Board, which has under taken the liability of collection, transportation and treatment / disposal of Bio-Medical Waste generating from the hospital. The agreement made with facility was valid upto 31.12.2025</span></p> <p class="MsoNormal" style="text-align: justify;"><span style="font-family: 'Tahoma','sans-serif';">The HCF has deposited Rs. 1000 as CTO fee under each Act, which is adequate upto 31.03.2024.</span></p> <p class="MsoNormal" style="text-align: justify;"><span style="font-family: 'Tahoma','sans-serif';">Further, the Board in order to facilitate the industries vide circular no. CEE(HQ)/F.No./957/2016/59 dt. 02.02.2016 has decided that renewal of consents to operate under the Water Act, 1974 and Air Act, 1981 will be granted to the industries (Orange/Green Category- Small Scale) without visiting the unit. The HCF is falls under orange category.</span></p> <p class="MsoNormal" style="text-align: justify;"><span style="font-family: 'Tahoma','sans-serif';">As per Board's office order no. 601 dated 16.12.2021, it has been decided that, HCFs upto 50 bed capacity which are discharging their liquid waste into public sewer and operating within MC limits of towns, where terminal sewerage treatment plants (STPs) have been installed, shall be granted consents / authorization by Punjab Pollution Control Board without installation of individual ETPs, as an interim arrangement / measure, subject to the condition that HCF shall ensure to comply with the effluent standards as notified under the Bio Medical Waste Management Rules, 2016 amended up to date and subsequent amendments if any.</span></p> <p class="MsoNormal" style="text-align: justify;"><span style="font-family: 'Tahoma','sans-serif';">It is further submitted that as per the office order no. HQ-3/EPA/2022/393-408 dated 06.06.2022, CPCB has clarified as regards to compliance of wastewater discharge norms under Bio-medical Waste Management Rules, 2016 by the Healthcare Facilities and as per which bedded HCFs are required to comply with the standards prescribed for liquid waste under Schedule-II of the Bio-medical Waste Management Rules, 2016. In case, wastewater is discharged into a public sewer connected to terminal sewage treatment plant, the bedded HCFs are required to meet general standards as notified under the Environment (Protection) Act, 1986.</span></p> <p class="MsoNormal" style="text-align: justify;"><span style="font-family: 'Tahoma','sans-serif';">The<span style="mso-spacerun: yes;">&nbsp; </span>Board vide office order no. 100 dated 10.03.2023 has given extension of time to achieve the prescribed standards of liquid waste by the healthcare facilities where terminal Sewage Treatment Plants are to be installed or the same are to be made functional. The Board for grant of consent to operate under the Water (Prevention and Control of Pollution) Act, 1974 and the Air (Prevention and Control of Pollution) Act, 1981 and authorization under Bio Medical Waste Management Rules, 2016 has extended time upto (30.9.2023) to all the bedded healthcare facilities in towns and cities where terminal Sewage Treatment Plant is to be installed or the same is to be made functional, however, subject to the following conditions:</span></p> <p class="MsoNormal" style="text-align: justify;"><span style="font-family: 'Tahoma','sans-serif';">i)<span style="mso-tab-count: 1;">&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; </span>Indian Medical Association (IMA), Punjab shall pursue the Health Care Facilities to make sincere efforts for the installation of ETP-cum-STP.</span></p> <p class="MsoNormal" style="text-align: justify;"><span style="font-family: 'Tahoma','sans-serif';">ii)<span style="mso-tab-count: 1;">&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; </span>Health Care Facilities shall make sincere and concrete efforts and submit PERT chart to the Board office, regarding the installation of ETP-cum-STP to achieve the effluent standards prescribed under the Bio Medial Waste Management Rules, 2016 as amended from time to time.</span></p> <p class="MsoNormal" style="text-align: justify;"><span style="font-family: 'Tahoma','sans-serif';">The wastewater of the HCF is discharged into STP ZIra.</span></p> <p class="MsoNormal" style="text-align: justify;"><span style="font-family: 'Tahoma','sans-serif';">Moreover, as per the office order no. EPA/2017/No. 5261-86 dated 15/12/2017 the competency of upto 50 beds HCEs and Labs and Blood Banks, Pathological Lab, Veterinary Institutions / Animal House etc lies with the Environmental Engineer of the Regional Office's.</span></p> <p class="MsoNormal" style="text-align: justify;"><span style="font-family: 'Tahoma','sans-serif';">In view of above, if approved the consent to operate under the Water Act, 1974 &amp; the Air Act, 1981 may be renewed upto 30.09.2023 subject to the same conditions and following additional conditions:</span></p> <p class="MsoNormal" style="text-align: justify;"><span style="font-family: 'Tahoma','sans-serif';">1.<span style="mso-spacerun: yes;">&nbsp;&nbsp; </span>The HCF shall ensure to comply with the effluent standards as notified under Bio Medical Waste Management Rules, 2016 amended upto date and subsequent amendments if any.</span></p> <p class="MsoNormal" style="text-align: justify;"><span style="font-family: 'Tahoma','sans-serif';">2.<span style="mso-spacerun: yes;">&nbsp;&nbsp; </span>The HCF shall got lifted/handed over its Bio-Medical Waste generated to the Common Bio-Medical Waste Treatment Facility on daily basis.</span></p> <p class="MsoNormal" style="text-align: justify;"><span style="font-family: 'Tahoma','sans-serif';">3.<span style="mso-spacerun: yes;">&nbsp;&nbsp; </span>The HCF will submit Annual Report on Bio-Medical Waste Management in Form-IV by 30th June every year.</span></p> <p class="MsoNormal" style="text-align: justify;"><span style="font-family: 'Tahoma','sans-serif';">4.<span style="mso-spacerun: yes;">&nbsp;&nbsp; </span>The HCF will apply for fresh consent to operate / authorization if it increases its bed capacity.</span></p> <p class="MsoNormal" style="text-align: justify;"><span style="font-family: 'Tahoma','sans-serif';">5.<span style="mso-spacerun: yes;">&nbsp;&nbsp; </span>There is no claim of continuation of HCF in present premises on the basis of this consent. The HCF has to comply with the zoning regulation of master plan &amp; to be shifted from the site as and when asked by the Govt./PPCB/ or any concerned Govt. agency.</span></p> <p class="MsoNormal" style="text-align: justify;"><span style="font-family: 'Tahoma','sans-serif';">6.<span style="mso-spacerun: yes;">&nbsp;&nbsp; </span>The HCF shall obtain other statutory approvals required from other departments, if any.</span></p> <p class="MsoNormal" style="text-align: justify; line-height: 150%;"><span style="font-family: 'Tahoma','sans-serif';">7. The HCF shall get the combined chemical liquid waste and domestic wastewater analysed from Board's approved lab within one month.</span></p> <p class="MsoNormal" style="text-align: justify; line-height: 150%;"><span style="font-family: 'Tahoma','sans-serif';">8. The HCF shall install treatment facility for the achievement of the general standards as notified under the Environment (Protection) Act, 1986 by 30.09.2023.</span></p>
