CTOA/Renewal/LDH4/2021/15194622 dated 18.02.2021, valid upto 31.03.2022 and u/s 25/26 of Water (Prevention & Control<span style="letter-spacing: -0.6pt;"> </span>of<span style="letter-spacing: -0.6pt;"> </span>Pollution)<span style="letter-spacing: -0.7pt;"> </span>Act,<span style="letter-spacing: -0.55pt;"> </span>1974<span style="letter-spacing: -0.6pt;"> </span>vide<span style="letter-spacing: -0.55pt;"> </span>no.<span style="letter-spacing: -0.6pt;"> </span>CTOW/Renewal/LDH4/2021/15194495 dated 18.02.2021, valid upto 17.02.2022. But the hospital was failed to apply for the renewal of the<span style="letter-spacing: -0.1pt;"> </span>same.</span></p>
<p class="MsoBodyText" style="margin-top: 7.75pt; text-indent: 71.95pt; line-height: 18.4px;"><span lang="EN-US">Earlier, the hospital was visited by this on 02.11.2022 and it was observed that the ETP was not in operation during visit and the entire effluent was<span style="letter-spacing: -1pt;"> </span>being<span style="letter-spacing: -1pt;"> </span>discharged<span style="letter-spacing: -1pt;"> </span>into<span style="letter-spacing: -0.95pt;"> </span>sewer<span style="letter-spacing: -1pt;"> </span>without<span style="letter-spacing: -1.1pt;"> </span>treatment.<span style="letter-spacing: -1pt;"> </span>The<span style="letter-spacing: -1pt;"> </span>sample<span style="letter-spacing: -1pt;"> </span>of<span style="letter-spacing: -0.95pt;"> </span>byepass<span style="letter-spacing: -1pt;"> </span>outlet was collected and as per the analysis report the concentration of TSS and BOD were beyond the permissible limit as prescribed by the Board. The report of the same was sent to Competent Authority with recommendation to initiate action against the hospital. Accordingly, the hospital was issued show cause notice for violation under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 with opportunity of personal hearing before Senior Environmental Engineer, Zonal Office-2, Ludhiana on 27.01.2023. After hearing the Competent Authority was decided as<span style="letter-spacing: -1.35pt;"> </span>under:-</span></p>
<p class="MsoListParagraph" style="margin: 7.45pt 6pt 0.0001pt 5pt; text-indent: 0cm; line-height: 18.56px;"><span lang="EN-US" style="font-size: 12pt; line-height: 18.56px; letter-spacing: -0.05pt;">1.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-variant-alternates: normal; font-kerning: auto; font-optical-sizing: auto; font-feature-settings: normal; font-variation-settings: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span lang="EN-US" style="font-size: 12pt; line-height: 18.56px;">The hospital shall make its ETP operational, within 07 days and operate it properly and efficiently so as to achieve prescribed standards of the<span style="letter-spacing: -0.9pt;"> </span>Board.</span></p>
<p class="MsoListParagraph" style="margin: 7.7pt 5.7pt 0.0001pt 5pt; text-indent: 0cm; line-height: 18.4px;"><span lang="EN-US" style="font-size: 12pt; line-height: 18.4px; letter-spacing: -0.05pt;">2.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-variant-alternates: normal; font-kerning: auto; font-optical-sizing: auto; font-feature-settings: normal; font-variation-settings: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span lang="EN-US" style="font-size: 12pt; line-height: 18.4px;">If, the hospital fails to make ETP operational, within 07 days, the higher authorities<span style="letter-spacing: -0.4pt;"> </span>shall<span style="letter-spacing: -0.35pt;"> </span>be<span style="letter-spacing: -0.4pt;"> </span>recommended<span style="letter-spacing: -0.35pt;"> </span>for<span style="letter-spacing: -0.35pt;"> </span>sealing<span style="letter-spacing: -0.4pt;"> </span>of<span style="letter-spacing: -0.35pt;"> </span>all<span style="letter-spacing: -0.35pt;"> </span>the<span style="letter-spacing: -0.4pt;"> </span>water<span style="letter-spacing: -0.35pt;"> </span>polluting<span style="letter-spacing: -0.35pt;"> </span>section<span style="letter-spacing: -0.4pt;"> </span>of Bio-medical Waste generation along with imposition of<span style="letter-spacing: -0.35pt;"> </span>EC.</span></p>
<p class="MsoListParagraph" style="margin: 7.9pt 5.65pt 0.0001pt 5pt; text-indent: 0cm; line-height: 18.4px;"><span lang="EN-US" style="font-size: 12pt; line-height: 18.4px; letter-spacing: -0.05pt;">3.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-variant-alternates: normal; font-kerning: auto; font-optical-sizing: auto; font-feature-settings: normal; font-variation-settings: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span lang="EN-US" style="font-size: 12pt; line-height: 18.4px;">RO-4,<span style="letter-spacing: -0.6pt;"> </span>LDH<span style="letter-spacing: -0.6pt;"> </span>shall<span style="letter-spacing: -0.55pt;"> </span>visit<span style="letter-spacing: -0.6pt;"> </span>the<span style="letter-spacing: -0.6pt;"> </span>hospital<span style="letter-spacing: -0.55pt;"> </span>after<span style="letter-spacing: -0.75pt;"> </span>07<span style="letter-spacing: -0.6pt;"> </span>days<span style="letter-spacing: -0.55pt;"> </span>to<span style="letter-spacing: -0.6pt;"> </span>check<span style="letter-spacing: -0.6pt;"> </span>the<span style="letter-spacing: -0.65pt;"> </span>compliance<span style="letter-spacing: -0.6pt;"> </span>made by<span style="letter-spacing: -0.4pt;"> </span>it<span style="letter-spacing: -0.4pt;"> </span>and<span style="letter-spacing: -0.4pt;"> </span>process<span style="letter-spacing: -0.35pt;"> </span>the<span style="letter-spacing: -0.55pt;"> </span>consent<span style="letter-spacing: -0.4pt;"> </span>application<span style="letter-spacing: -0.5pt;"> </span>of<span style="letter-spacing: -0.4pt;"> </span>the<span style="letter-spacing: -0.4pt;"> </span>hospital<span style="letter-spacing: -0.4pt;"> </span>on<span style="letter-spacing: -0.3pt;"> </span>merit<span style="letter-spacing: -0.35pt;"> </span>viz-a-viz<span style="letter-spacing: -0.4pt;"> </span>above said<span style="letter-spacing: -0.05pt;"> </span>decisions.</span></p>
<p class="MsoBodyText" style="margin: 7.8pt 5.6pt 0.0001pt 5pt; text-indent: 71.95pt; line-height: 18.4px;"><span lang="EN-US">Now, the hospital has applied for renewal of Consent to Operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention<span style="letter-spacing: -1.45pt;"> </span>& Control<span style="letter-spacing: -0.75pt;"> </span>of<span style="letter-spacing: -0.8pt;"> </span>Pollution)<span style="letter-spacing: -0.9pt;"> </span>Act,<span style="letter-spacing: -0.75pt;"> </span>1981<span style="letter-spacing: -0.75pt;"> </span>through<span style="letter-spacing: -0.75pt;"> </span>OCMMS.<span style="letter-spacing: -0.75pt;"> </span>The<span style="letter-spacing: -0.75pt;"> </span>HCF<span style="letter-spacing: -0.7pt;"> </span>has<span style="letter-spacing: -0.9pt;"> </span>deposited<span style="letter-spacing: -0.8pt;"> </span>consent fee of Rs. 72000/- vide R.no. 629806848 dated 23.01.2023 under Water (Prevention & Control of Pollution) Act, 1974 and Rs. 72000/- vide R.no. 467950155 dated 23.01.2023 under Air (Prevention & Control of Pollution) Act, 1981, which are adequate upto<span style="letter-spacing: -0.25pt;"> </span>31.05.2029.</span></p>
<p class="MsoBodyText" style="margin: 7.75pt 5.8pt 0.0001pt 5pt; text-indent: 71.95pt; line-height: 18.56px;"><span lang="EN-US">To verify the contents of the application, the hospital was visited by this office on 28.03.2023 and it was observed as under:-</span></p>

<p class="MsoListParagraph" style="margin-top: 2.2pt; line-height: 18.4px;"><span lang="EN-US" style="font-size: 12pt; line-height: 18.4px; letter-spacing: -1pt;">2.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-variant-alternates: normal; font-kerning: auto; font-optical-sizing: auto; font-feature-settings: normal; font-variation-settings: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span lang="EN-US" style="font-size: 12pt; line-height: 18.4px;">The hospital has installed ETP cum STP for the combined treatment of chemical liquid waste and domestic effluent as well. The entire effluent is discharged into sewer after<span style="letter-spacing: -0.1pt;"> </span>treatment.</span></p>
<p class="MsoListParagraph" style="margin-right: 5.7pt; line-height: 18.4px;"><span lang="EN-US" style="font-size: 12pt; line-height: 18.4px; letter-spacing: -1pt;">3.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-variant-alternates: normal; font-kerning: auto; font-optical-sizing: auto; font-feature-settings: normal; font-variation-settings: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span lang="EN-US" style="font-size: 12pt; line-height: 18.4px;">The ETP cum STP was in operation during visit and the effluent sample was collected from inlet and final outlet from the ETP and sent to Zonal Lab, Jalandhar for analysis. As per the analysis report received, the parameters are within permissible limits prescribed by the Board for hospitals (analysis report<span style="letter-spacing: -0.1pt;"> </span>attached).</span></p>
<p class="MsoListParagraph" style="margin-right: 5.7pt; line-height: 18.4px;"><span lang="EN-US" style="font-size: 12pt; line-height: 18.4px; letter-spacing: -1pt;">4.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-variant-alternates: normal; font-kerning: auto; font-optical-sizing: auto; font-feature-settings: normal; font-variation-settings: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span lang="EN-US" style="font-size: 12pt; line-height: 18.4px;">The hospital has also applied for renewal of authorization under Bio- medical Waste Management Rules, 2016, which was earlier expired on 17.02.2022. The same is under<span style="letter-spacing: -0.2pt;"> </span>process.</span></p>

The segregation was found<span style="letter-spacing: -0.1pt;"> </span>proper.</span></p>
