CTOA/Renewal/LDHKH/2018/8549990 dated 03/10/2018 both valid upto 30/09/2022 for the manufacturing of Thin Angles @ 18 MTD. </span></p>
<p class="MsoBodyText" style="margin-bottom: 12.0pt; text-indent: 1.0in; line-height: 115%;"><strong><u><span lang="EN-US" style="font-family: 'Bookman Old Style','serif'; background: white;">Earlier history</span></u></strong></p>
<p class="MsoBodyText" style="margin-bottom: 12.0pt; text-indent: 1.0in; line-height: 115%;"><span lang="EN-US" style="font-family: 'Bookman Old Style','serif'; background: white;">The industry was given personal hearing before Senior Environmental Engineer of the Board on 11.05.2017 for revocation of 'consent to operate' under Air (Prevention & Control of Pollution) Act, 1981, wherein, it was decided that the industry shall submit bank guarantee of Rs. 50000/- as an assurance not to emit black smoke.</span></p>
<p class="MsoBodyText" style="margin-bottom: 12.0pt; text-align: left; text-indent: 1.0in; line-height: 115%;" align="left"><span lang="EN-US" style="font-family: 'Bookman Old Style','serif'; background: white;">In compliance to the same, the industry has submitted bank guarantee of Rs. 50000/-, which is valid upto 02/04/2024. </span></p>
<p class="MsoBodyText" style="margin-bottom: 12.0pt; text-indent: 1.0in; line-height: 115%;"><span lang="EN-US" style="font-family: 'Bookman Old Style','serif'; background: white;">Now, the subject cited industry has applied for obtaining renewal of consent to operate under the Water Act, 1974 and Air Act, 1981 with requisite documents. </span><span lang="EN-US" style="font-family: 'Bookman Old Style','serif'; letter-spacing: .05pt; mso-bidi-font-weight: bold;">The industry has deposited </span><span lang="EN-US" style="font-family: 'Bookman Old Style','serif';">Rs. 5400/- vide e-R No. 788895049 dated 16/03/2023 and Rs. 2100/- vide e-R no. 627151198 dated 10/04/2023 as Water consent fee Rs. 7200/- vide UTR No. 235871317 dated 16/03/2023 and Rs. 2100/- vide e-R no. 161658664 dated 10/04/2023 and Air consent fee <span style="background: white;">against the un-depreciated fixed assets of Rs. 53.04 Lacs as on 31/08/2022 as per CA certificate dated 28/09/2022, which is adequate upto <strong>31/12/2023</strong> as per Board's Office Order dated 29/10/2018 after deducting penalty charges and NOC regularization fee.<span style="color: red;"> </span>There is no increase in pollution load and production capacity.</span></span></p>

The industry has submitted stack emission sampling was carried out by Board's lab on <strong>04.10.2022</strong>. As per the analysis results, the concentration of SPM is found to be <strong>137 mg/Nm3</strong>, which is within the permissible limits of 150 mg/Nm3 as laid down by the Board. The industry is complying with consent conditions under both acts with Environmental laws. </span></p>
<p class="MsoBodyText" style="text-indent: 1.0in; line-height: 115%; margin: 12.0pt 0in 12.0pt 0in;"><span lang="EN-US" style="font-family: 'Bookman Old Style','serif'; background: white;">As per PPCB office order no. 144 dated 24/06/2009,</span> <span lang="EN-US" style="font-family: 'Bookman Old Style','serif'; background: white;">the competent authority of the Board had decided that as and when the request of the industry/project regarding permanent restoration of electric connection of the industry/project and/or release of Bank Guarantee is received by the Board, the concerned Regional Office/Zonal Office shall make recommendations for the restoration of permanent electric connection and/or release of Bank Guarantee only after adjudging the adequacy/efficacy of the treatment system on the basis of three effluent/emission samples collected on different dates and these samples must comply with the effluent/emission samples. </span></p>

<p class="MsoNormal" style="margin-bottom: 12.0pt; text-align: justify; text-indent: 1.0in; line-height: 115%;"><span lang="EN-US" style="font-family: 'Bookman Old Style','serif'; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: 'Times New Roman'; mso-fareast-language: EN-IN;">In the meeting held under the Chairmanship of Shri Vijay Kumar Janju, Chief Secretary, Punjab with the representatives of rolling mills operating in Mandi Gobindgarh Area on 30/12/2022 at 12:00 noon regarding their conversion of fuel from Coal/Furnace Oil to PNG, it was unanimously decided that the rolling mills operating in Mandi Gobindgarh area may be granted relaxation for some time for converting from their conventional fuels to cleaner fuels and the Competent Authority of the Board may consider/ decide regarding extending the validity of the Consents to Operate till finalization of State Fuel Policy or 31/12/2023, whichever is earlier subject to suitable conditions.</span></p>

However, aforesaid clearance shall not be insisted upon by the Board at the time of grant of CTE/CTO to the industries."</span></strong></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 1.0in; tab-stops: 481.5pt; margin: .15pt 0in 12.0pt 0in;"><span lang="EN-US" style="font-family: 'Bookman Old Style','serif'; mso-fareast-font-family: 'Times New Roman'; mso-fareast-theme-font: minor-fareast; mso-bidi-font-family: Tahoma; mso-bidi-language: PA; mso-bidi-font-weight: bold;">PPCB vide office order no. CEE(HQ)/F.No.957/2016/59 dated 02/02/2016 has decided that the Board shall grant renewal of NOC / Consent to operate within 7 days to all types of industries falling under Orange and Green category, without visiting the industry on the basis of submission of documents self attested by the Owner / Director /Managing partner of industry and deposition of fee prescribed by the Board for such type of industries. The data, processes and pollution control measures installed by the industry shall be verified at a later date by visiting the site as per inspection guidelines. Further, as per PPCB office order no. 443 dated 09.08.2021</span><span lang="EN-US">, </span><span lang="EN-US" style="font-family: 'Bookman Old Style','serif'; mso-fareast-font-family: 'Times New Roman'; mso-fareast-theme-font: minor-fareast; mso-bidi-font-family: Tahoma; mso-bidi-language: PA; mso-bidi-font-weight: bold;">the Board in its 185th meeting held on 07.01.2021 has decided to extend the facility for auto generated renewal to all categories of small scale industries / projects, without inspection / physical verification of the environmental parameters at the time of application(s).</span></p>

S.O. 3250(E) dated 20.07.2022 of MoEF&CC and obtain Environmental Clearance, failing which this 'consent to operate' shall stand revoked/cancelled automatically.</span></p>
