CTOW/Renewal/SAS/2018/8060364 dated 22.08.2018 which was valid upto 31.12.2022 and the Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Renewal/SAS/2018/8060272 dated 22.08.2018 which was valid upto 31.12.2022 for manufacturing of Energy meter @ 9,00,000 Number/Year by using Poly Carbonate @ 1.0 MTD and Components for Assembling of Energy Meters @ 9,00,000 Number/Year as a raw material subject to certain terms and conditions as under:</span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;"><span style="mso-ascii-font-family: Calibri; mso-fareast-font-family: 'Times New Roman'; mso-hansi-font-family: Calibri; mso-bidi-font-family: 'Times New Roman';">1. The industry has been approved by the Board from pollution angle and the industry shall obtain the statutory clearances / permissions from all other concerned departments. </span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;"><span style="mso-ascii-font-family: Calibri; mso-fareast-font-family: 'Times New Roman'; mso-hansi-font-family: Calibri; mso-bidi-font-family: 'Times New Roman';">2. The industry will stick to the production capacity mentioned in this consent and will not increase the same without the prior written permission of the Board. </span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;"><span style="mso-ascii-font-family: Calibri; mso-fareast-font-family: 'Times New Roman'; mso-hansi-font-family: Calibri; mso-bidi-font-family: 'Times New Roman';">3. The industry shall not carryout any air polluting process without prior written permission from the Board.</span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;"><span style="mso-ascii-font-family: Calibri; mso-fareast-font-family: 'Times New Roman'; mso-hansi-font-family: Calibri; mso-bidi-font-family: 'Times New Roman';"> 4. The industry shall not consume any fuel except HSD in 3 no. DG sets of capacity 2x125 KVA and 160 KVA for burning purposes without the prior written permission of the Board. </span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;"><span style="mso-ascii-font-family: Calibri; mso-fareast-font-family: 'Times New Roman'; mso-hansi-font-family: Calibri; mso-bidi-font-family: 'Times New Roman';">5. The industry shall comply with the instructions issued by the Board vide office order no. Admn./ SA2/F.No.783/2010/448 dated 8/6/2010 regarding DG sets. </span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;"><span style="mso-ascii-font-family: Calibri; mso-fareast-font-family: 'Times New Roman'; mso-hansi-font-family: Calibri; mso-bidi-font-family: 'Times New Roman';">6. The industry shall make necessary arrangements for the monitoring of stack emissions and shall monitor its emissions twice in a year and shall submit analysis results to the Board. </span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;"><span style="mso-ascii-font-family: Calibri; mso-fareast-font-family: 'Times New Roman'; mso-hansi-font-family: Calibri; mso-bidi-font-family: 'Times New Roman';">7. The industry shall ensure that the emissions from the each stack shall conform to the emission standards laid down by the Board / MoEF&CC from time to time. </span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;"><span style="mso-ascii-font-family: Calibri; mso-fareast-font-family: 'Times New Roman'; mso-hansi-font-family: Calibri; mso-bidi-font-family: 'Times New Roman';">8. The industry shall obtain authorization under the Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016. </span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;"><span style="mso-ascii-font-family: Calibri; mso-fareast-font-family: 'Times New Roman'; mso-hansi-font-family: Calibri; mso-bidi-font-family: 'Times New Roman';">9. The industry shall ensure the compliance of the E-Waste Management Rules, 2016. </span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;"><span style="mso-ascii-font-family: Calibri; mso-fareast-font-family: 'Times New Roman'; mso-hansi-font-family: Calibri; mso-bidi-font-family: 'Times New Roman';">10. The industry shall ensure that no air pollution problem / public nuisance / odour problem is created in the area due to discharge of emissions from its industrial premises. </span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;"><span style="mso-ascii-font-family: Calibri; mso-fareast-font-family: 'Times New Roman'; mso-hansi-font-family: Calibri; mso-bidi-font-family: 'Times New Roman';">11. The hazardous wastes generated from various processes / activities of the industry shall be handled, managed, treated and / or disposed off as per provisions of the Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016. </span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;"><span style="mso-ascii-font-family: Calibri; mso-fareast-font-family: 'Times New Roman'; mso-hansi-font-family: Calibri; mso-bidi-font-family: 'Times New Roman';">12. The industry shall ensure the compliance of stipulations imposed at the time of allotment of plot and / or thereafter by the PSIEC. </span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;"><span style="mso-ascii-font-family: Calibri; mso-fareast-font-family: 'Times New Roman'; mso-hansi-font-family: Calibri; mso-bidi-font-family: 'Times New Roman';">13. The industry shall ensure the compliance of provisions of the Water (Prevention & Control of Pollution) Act, 1974, Air (Prevention & Control of Pollution) Act, 1981, Environment (Protection) Act, 1986 and / or any other environmental law applicable to the industry and Rules, Circulars & Directions issued by the Board from time to time.</span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;"><span style="mso-ascii-font-family: Calibri; mso-fareast-font-family: 'Times New Roman'; mso-hansi-font-family: Calibri; mso-bidi-font-family: 'Times New Roman';">Thereafter, the industry was granted consent to establish (NOC) for expansion from pollution angle <strong>under green category</strong> under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 vide no. CTE/Expansion/SAS/2020/12081507 dated 22.01.2020 which was valid upto 22.01.2022 for Energy meter @ 41,00,000 Number/Year by using Poly Carbonate @ 55 MT/Year, Components for Assembling of Energy Meters @ 41,00,000 Number/Year as a raw material subject to certain terms and conditions as under:</span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph; margin: 0cm 0cm .0001pt 36.0pt;"><span style="font-family: Symbol; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: 'Times New Roman';">·</span><span style="font-size: 7.0pt; line-height: 115%; font-family: 'Times New Roman','serif'; mso-fareast-font-family: 'Times New Roman';"> </span><span style="mso-ascii-font-family: Calibri; mso-fareast-font-family: 'Times New Roman'; mso-hansi-font-family: Calibri; mso-bidi-font-family: 'Times New Roman';">This auto generated consent is based on the information / data submitted by the Industry. In case of any change of data or in case of any information submitted is found incorrect, this consent shall stand cancelled. </span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph; margin: 0cm 0cm .0001pt 36.0pt;"><span style="font-family: Symbol; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: 'Times New Roman';">·</span><span style="font-size: 7.0pt; line-height: 115%; font-family: 'Times New Roman','serif'; mso-fareast-font-family: 'Times New Roman';"> </span><span style="mso-ascii-font-family: Calibri; mso-fareast-font-family: 'Times New Roman'; mso-hansi-font-family: Calibri; mso-bidi-font-family: 'Times New Roman';">The inspection of industry shall be governed by the inspection policy framed by CPCB/PPCB/Govt. from time to time. In case of complaint, the industry can be visited by the Regional Office or any other officer authorized by the Competent Authority. </span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph; margin: 0cm 0cm .0001pt 36.0pt;"><span style="font-family: Symbol; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: 'Times New Roman';">·</span><span style="font-size: 7.0pt; line-height: 115%; font-family: 'Times New Roman','serif'; mso-fareast-font-family: 'Times New Roman';"> </span><span style="mso-ascii-font-family: Calibri; mso-fareast-font-family: 'Times New Roman'; mso-hansi-font-family: Calibri; mso-bidi-font-family: 'Times New Roman';">In case of industry is found to create conditions that generate any type of pollution and / or if there is any objection from the surrounding community and if on verification, it is found that such objection has some substance, the Board shall be at the liberty to take action against the Industry under the provisions of the Water (Prevention & Control of Pollution) Act,1974 and Air (Prevention & Control of Pollution) Act,1981 and / or Environment (Protection) Act,1986 as deemed fit. </span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph; margin: 0cm 0cm .0001pt 36.0pt;"><span style="font-family: Symbol; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: 'Times New Roman';">·</span><span style="font-size: 7.0pt; line-height: 115%; font-family: 'Times New Roman','serif'; mso-fareast-font-family: 'Times New Roman';"> </span><span style="mso-ascii-font-family: Calibri; mso-fareast-font-family: 'Times New Roman'; mso-hansi-font-family: Calibri; mso-bidi-font-family: 'Times New Roman';">This consent is issued on the basis of self calculation of consent fee made by the industry. In case, any difference in the consent fee deposited by the industry is found, the industry shall have to deposit the balance consent fee.</span></p>
<p class="MsoNormal" style="margin-left: 36.0pt; text-align: justify; text-justify: inter-ideograph;"><span style="font-family: Symbol; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: 'Times New Roman';">·</span><span style="font-size: 7.0pt; line-height: 115%; font-family: 'Times New Roman','serif'; mso-fareast-font-family: 'Times New Roman';"> </span><span style="mso-ascii-font-family: Calibri; mso-fareast-font-family: 'Times New Roman'; mso-hansi-font-family: Calibri; mso-bidi-font-family: 'Times New Roman';">In case of change of data provided in this simplified form, the Industry shall inform the Board and shall get revised Consent. The Industry shall apply for obtaining Consent to Establish / Operate from the PPCB, in event ofits graduation from Green to Orange/Red category Industry.</span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;"><span style="mso-ascii-font-family: Calibri; mso-fareast-font-family: 'Times New Roman'; mso-hansi-font-family: Calibri; mso-bidi-font-family: 'Times New Roman';">Thereafter, the project proponent has applied varied ‘Consent to Operate’ under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for manufacturing of Energy meter @ 50,00,000 Number/Year by using Poly Carbonate @ 67 MT/Year, Components for Assembling of Energy Meters @ 50,00,000 Number/Year as a raw material and the Consent to operate applied under Water Act, 1974 and Air Act, 1981 was refused vide no. CTOW/Varied/SAS/2023/20728968 & vide no. CTOA/Varied/SAS/2023/20728946 dated 24.03.2023 due to violations of the provisions of the Water Act, 1974 and Air Act, 1981. Before refusing the CTO under Water Act, 1974 and Air Act, 1981, the industry was given an opportunity of personal hearing before CEE on 13.03.2023, wherein it was decided as under:</span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph; line-height: 18.0pt; margin: 0cm .7pt .0001pt 36.0pt;"><span style="font-family: Symbol; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: 'Times New Roman';">·</span><span style="font-size: 7.0pt; font-family: 'Times New Roman','serif'; mso-fareast-font-family: 'Times New Roman';"> </span><span style="mso-ascii-font-family: Calibri; mso-fareast-font-family: 'Times New Roman'; mso-hansi-font-family: Calibri; mso-bidi-font-family: 'Times New Roman';">Consent to operate applied under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 be refused.</span></p>

<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph; line-height: 18.0pt; margin: 0cm .7pt .0001pt 36.0pt;"><span style="font-family: Symbol; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: 'Times New Roman';">·</span><span style="font-size: 7.0pt; font-family: 'Times New Roman','serif'; mso-fareast-font-family: 'Times New Roman';"> </span><span style="mso-ascii-font-family: Calibri; mso-fareast-font-family: 'Times New Roman'; mso-hansi-font-family: Calibri; mso-bidi-font-family: 'Times New Roman';"> The Environmental Engineer, Regional Office, SAS Nagar shall seal the plant and machinery which are covered in the Orange Category.</span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph; line-height: 18.0pt; margin: 0cm .7pt .0001pt 36.0pt;"><span style="font-family: Symbol; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: 'Times New Roman';">·</span><span style="font-size: 7.0pt; font-family: 'Times New Roman','serif'; mso-fareast-font-family: 'Times New Roman';"> </span><span style="mso-ascii-font-family: Calibri; mso-fareast-font-family: 'Times New Roman'; mso-hansi-font-family: Calibri; mso-bidi-font-family: 'Times New Roman';">The industry shall obtain consent to operate under the Water (Prevention and Control of Pollution) Act, 1974 and the Air (Prevention and Control of Pollution) Act, 1981 under Green Category for the processes being carried out in its premises.</span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph; line-height: 18.0pt; margin: 0cm .7pt .0001pt 36.0pt;"><span style="font-family: Symbol; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: 'Times New Roman';">·</span><span style="font-size: 7.0pt; font-family: 'Times New Roman','serif'; mso-fareast-font-family: 'Times New Roman';"> </span><span style="mso-ascii-font-family: Calibri; mso-fareast-font-family: 'Times New Roman'; mso-hansi-font-family: Calibri; mso-bidi-font-family: 'Times New Roman';">The Environmental Engineer, Regional Office, Mohali shall verify the statement of the industry and process/ decide the consent applications of the industry on merits.</span></p>

<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;"><span style="mso-ascii-font-family: Calibri; mso-fareast-font-family: 'Times New Roman'; mso-hansi-font-family: Calibri; mso-bidi-font-family: 'Times New Roman';">Now, the project proponent has applied for varied ‘Consent to Operate’ under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for manufacturing of Energy meter @ 50,00,000 Number/Year by using Poly Carbonate @ 67 MT/Year, Components for Assembling of Energy Meters @ 50,00,000 Number/Year along with requisite documents under <strong>orange category</strong>.</span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;"><span style="mso-ascii-font-family: Calibri; mso-fareast-font-family: 'Times New Roman'; mso-hansi-font-family: Calibri; mso-bidi-font-family: 'Times New Roman';">The project proponent has submitted CA certificate with the value of fixed assets of Rs. 18.22 crore as on 31.03.2022. Earlier, the industry has deposited Rs. 103300/- vide UTR No. 000705801247 dated 03.11.2022 under Water (Prevention & Control of Pollution) Act, 1974 and Rs. 90000/- vide UTR No. 000705801957 dated 03.11.2022 under Air (Prevention & Control of Pollution) Act, 1981. Now, the project proponent has deposited Rs. 34,000/- vide UTR no. 000833586207 dated 09.03.2023 under Water (Prevention & Control of Pollution) Act, 1974 and Rs. 30,000/- vide UTR no. 000833587243 dated 09.03.2023 under Air (Prevention & Control of Pollution) Act, 1981. After deduction of late fees, NOC regularization fee, the consent fees under Water Act, 1974 is adequate till 31.01.2028 and consent fees under Air Act, 1981 is adequate till 30.09.2027.</span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;"><span style="mso-ascii-font-family: Calibri; mso-fareast-font-family: 'Times New Roman'; mso-hansi-font-family: Calibri; mso-bidi-font-family: 'Times New Roman';">The project proponent has submitted allotment letter issued by PSIEC vide no. PSIEC/Estate/EO-I dated 31.03.2008 for manufacturing of Energy meter & components. </span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;"><span style="mso-ascii-font-family: Calibri; mso-fareast-font-family: 'Times New Roman'; mso-hansi-font-family: Calibri; mso-bidi-font-family: 'Times New Roman';">The project proponent has submitted EPR registration certificate granted under Plastic Waste Management Rules, 2016 as a importer granted vide registration no. IM-22-PUN-03-AABCA3428Q-23 dated 22.03.2023, which is valid till 21.03.2024.</span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;"><span style="mso-ascii-font-family: Calibri; mso-fareast-font-family: 'Times New Roman'; mso-hansi-font-family: Calibri; mso-bidi-font-family: 'Times New Roman';">The industry has submitted source of water & air pollution as under:</span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;"><strong><span style="mso-ascii-font-family: Calibri; mso-fareast-font-family: 'Times New Roman'; mso-hansi-font-family: Calibri; mso-bidi-font-family: 'Times New Roman';">Effluent</span></strong></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;"><span style="mso-ascii-font-family: Calibri; mso-fareast-font-family: 'Times New Roman'; mso-hansi-font-family: Calibri; mso-bidi-font-family: 'Times New Roman';">There will be no generation of Trade effluent from the process. There is usage of Cooling water @ 4KL/day and the same will be recycled for cooling purposes. Hence, there will be no discharge of trade effluent from the industry. There will be generation of domestic effluent of around 7.4 KLD, which will be discharged to PSIEC Sewer for treatment in Common STP installed by PSIEC. </span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;"><strong><span style="mso-ascii-font-family: Calibri; mso-fareast-font-family: 'Times New Roman'; mso-hansi-font-family: Calibri; mso-bidi-font-family: 'Times New Roman';">Gaseous Emissions :</span></strong></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;"><span style="mso-ascii-font-family: Calibri; mso-fareast-font-family: 'Times New Roman'; mso-hansi-font-family: Calibri; mso-bidi-font-family: 'Times New Roman';">There are air emissions from the process of making chips from plastic waste being generated during process of making meter cases. For this we have install 01 no. of grinding machine along with Cyclone cum dust collector as APCD.</span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;"><span style="mso-ascii-font-family: Calibri; mso-fareast-font-family: 'Times New Roman'; mso-hansi-font-family: Calibri; mso-bidi-font-family: 'Times New Roman';">The project proponent has submitted compliance report of the previous ‘Consent to Operate’ under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981. </span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;"><span style="mso-ascii-font-family: Calibri; mso-fareast-font-family: 'Times New Roman'; mso-hansi-font-family: Calibri; mso-bidi-font-family: 'Times New Roman';">The project proponent has submitted compliance report of the previous 'Consent to Establish' (NOC) under the provision of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981.</span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;"><span style="mso-ascii-font-family: Calibri; mso-fareast-font-family: 'Times New Roman'; mso-hansi-font-family: Calibri; mso-bidi-font-family: 'Times New Roman';">The project proponent has submitted approved building plan from the competent person under Factory Act, 1948.</span></p>

Sim cards are also inserted in the smart meters. The electronic meter has electronic display provided with it and inserted with electronic components such as PCBs, capacitors, resistors, diodes, transistors, etc.</span></p>

The other grinder was not sealed as the industry has applied in orange category and the same was provided with cyclone as APCD. No record of disposal of faulty e-waste recovered from the old electronic meter could be shown during visit. </span></p>
