File Note: <p style="text-align: justify;">The agenda note and report / recommendations of AEE/EE, RO, may kindly be perused.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->&middot;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <!--[endif]-->It is intimated that the industry is small scale red category dyeing unit and discharging its effluent into the conveyance system of CETP 50 MLD.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->&middot;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <!--[endif]-->Earlier, the industry was granted &lsquo;Consent to Operate&rsquo; under the Water Act, 1974 valid upto 04.07.2022 and Air Act, 1981, valid upto 30.06.2023 for discharge of trade effluent 150 KLD into sewer after treatment through ETP. The electric connection of the industry was also restored temporarily upto 04.07.2022.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->&middot;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <!--[endif]-->GNE report states that the total discharge from the industry is 240 KLD and the PDA has granted shares for discharge of 150 KLD. Due to excess discharge of 90 KLD, one soft flow of 120 Kg was sealed by the Board in compliance of directions issued by the Board.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->&middot;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <!--[endif]-->Now, the industry applied for varied consent to operate under Water Act 1974 and Air Act, 1981 for Dyeing of Polyester Yarn @ 2400 Kgs/day with discharge of trade effluent @ 149 KLD &amp; domestic effluent @ 1 KLD into conveyance system of CETP 50 MLD and request to restore the electric connection of the industry for permanently.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->&middot;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <!--[endif]-->The industry has deposited consents fee, which is adequate 31.12.2023 (Water) &amp; 31.12.2025 (Air).</p> <p style="text-align: justify;">Accordingly, the industry was visited by AEE of RO on 22.03.2023 and observed that:-</p> <p style="text-align: justify;"><!-- [if !supportLists]-->1.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <!--[endif]-->The industry was not in operation. The electric connection of the industry was found disconnected.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->2.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <!--[endif]-->The industry has installed 05 cabinet machines of capacities 120 Kg each and one soft flow of 120 Kg was found sealed during visit.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->3.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <!--[endif]-->The industry has submitted the detail of nos of lots, nos of bath, liquor ratio, production and corresponding effluent generation and same is enclosed in the list of the documents submitted by the industry and matching with the data given in the application form. As per detail, trade effluent generation from the industry 138 KLD. The detail of machinery, nos of lots, nos of bath, liquor ratio, production and corresponding effluent generation has been submitted with list of documents.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->4.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <!--[endif]-->The industry has installed one boiler of capacity 02 TPH and wood will be used as fuel. The industry has installed cyclone separator along with rotary valve as APCD with the boiler.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->5.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <!--[endif]-->The industry has installed one DG set of capacity 85 KVA equipped with canopy and adequate stack height.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->6.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <!--[endif]-->The site of the industry falls in Industrial Zone as per Master Plan vide DTP, Ludhiana vide no. 560 dt. 28.02.2018.</p> <p style="text-align: justify;">Earlier the electric connection of the industry was disconnected u/s 33-A of the Water (Prevention &amp; Control of Pollution) Act, 1974 due to inadequate operation of captive ETP. The industry now has joined the CETP 50 MLD for its trade &amp; domestic effluent discharge. The industry has now requested to permanent restoration of electric connection.</p> <p style="text-align: justify;">Till the finalization of the allotment of the shares of CETP 50 MLD, it is recommended that:</p> <p style="text-align: justify;"><!-- [if !supportLists]-->A.&nbsp;&nbsp; <!--[endif]-->Directions u/s 33-A of the Water (Prevention &amp; Control of Pollution) Act, 1974 may be issued to PSPCL authorities for permanent restoration of the electricity supply of the industry.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->B.&nbsp; &nbsp;Consent to operate under Water (Prevention &amp; Control of Pollution) Act, 1974 may be granted to the industry upto 31.12.2023 (upto adequacy of fee) with the discharge of trade effluent @ 149 KLD &amp; domestic effluent @ 1 KLD into conveyance system of CETP 50 MLD subject to the conditions imposed in CETP units and with special conditions that:-</p> <p style="text-align: justify;">&nbsp;</p> <p style="text-align: justify;"><!-- [if !supportLists]-->1.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <!--[endif]-->Shares of CETP are yet to be "Demat" through Registrar of Companies (ROC). As such, legal sanctity of these shares allocated by the Punjab Dyers Association (PDA) to the industry is yet to establish as per the guidelines issued by Securities and Exchange Board of India under the Company Laws. The industry will get its Demat from ROC, within 2 months, positively.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->2.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <!--[endif]-->As such, the production/ effluent discharge in this consent is subject to the final allotment as described at "1" above. Therefore, in case of variation of shares at the final settlement by the PDA / approval by PPCB /Demat by ROC, the industry is bound to follow the production/ effluent discharge from their unit accordingly and shall obtain revised consents with modified figures of production and effluent discharge as per the final share allotment.</p> <p style="text-align: justify;">It is further recommended that the industry be directed to install EMP meter on its water extraction point before issuance of restoration letter.</p> <p style="text-align: justify;">&nbsp;Competency :</p> <p style="text-align: justify;">&nbsp;</p> <p style="text-align: justify;">Consent : SEE (ZO)</p> <p style="text-align: justify;">Directions : Hon'ble Chairman of the Board</p>
