<p style="text-align: justify;">The agenda note and report / recommendations of AEE/EE, RO, may kindly be perused.</p>
<p style="text-align: justify;">It is intimated that the industry is a small scale red category dyeing unit and was earlier granted consent to operate under Water Act, 1974, valid upto 10.03.2023 for the production of dyeing of knitted cloth/yarn @ 4000 Kgs/day for the disposal of trade effluent @ 395.0 KLD and domestic effluent @ 4.5 KLD into 15 MLD CETP.</p>
<p style="text-align: justify;">Now, the industry has applied for renewal of consent to operate under Water Act, 1974. The industry had already deposited consent fee, which is adequate upto 31.03.2026.</p>
<p style="text-align: justify;">The industry was visited by the officer of RO on 16.03.2023 and it was observed that:-</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->1. <!--[endif]-->The industry was in operation and engaged in the process of dyeing of fabric.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->2. <!--[endif]-->The industry has installed total 10 soft flow dyeing machines of total capacity 3450 kg (450 Kg X 3) and (300Kg X 7) inside the premises. As per record of this office, earlier only 09 soft flow dyeing machines of total capacity 3150 kg were installed inside the industry. <strong>Hence the industry has added one more soft flow machine of capacity 300 Kg without obtaining prior permission from the Board.</strong></p>
<p style="text-align: justify;"><!-- [if !supportLists]-->3. <!--[endif]-->The entire trade effluent as well as domestic effluent was being discharged into dedicated sewer system leading to CETP 15 MLD.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->4. <!--[endif]-->The industry has installed a digital flow meter at the final outlet leading to CETP. The industry has installed SCADA system and the SCADA system of the subjected cited industry was found connected with CETP server during visit.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->2. <!--[endif]-->The quantum of the generation of effluent from the soft flow dyeing machinery is as under:-</p>

<p style="text-align: justify;"><!-- [if !supportLists]-->3. <!--[endif]-->The record from the online SCADA system was checked and it was found that the average discharge of the industry during the month of September 2022, October 2022, November 2022, December, 2022, January 2023 and February, 2023 were found as 220 KLD, 97 KLD, 104 KLD, 435 KLD, 181 KLD & 181 KLD respectively, which are within the quantum of shares obtained and consent granted except one month i.e. December, 2022, which is marginally beyond.</p>
<p style="text-align: justify;">As the industry has added one soft flow dyeing machine of capacity 300kg without obtaining the prior permission from the Board and discharged more effluent into the conveyance system of CETP during the month of December 2022, it is violating the provisions of the Water (Prevention & Control of Pollution) Act, 1974. The CETP 15 MLD is already not achieving the desired results and addition of machinery and effluent is restricted in the 15 MLD CETP, the Board has also temporarily not allowing any new industry in the CETP 15 MLD.</p>
<p style="text-align: justify;"> In view of above, it is recommended that:-</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->1. <!--[endif]-->Consent to operate under Water (Prevention & Control of Pollution) Act 1974 be refused.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->2. <!--[endif]-->Directions u/s 33-A of the Water (Prevention & Control of Pollution) Act 1974 be issued to the industry for sealing of newly added machine of capacity 300 kg.</p>
