CTOA/Renewal/SAS/2021/16622388 dated 25.11.2021, valid till 31.03.2023 for manufacturing of<span style="mso-spacerun: yes;"> </span>Castings @ 2700MT/Year by using Scrap @ 8000 Kg/day, Carbon @ 30 Kg/day & Ferrous Alloy @ 30 Kg/day as a raw material with special conditions as under:</span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;"><span style="font-size: 12.0pt; line-height: 115%; font-family: 'Cambria','serif'; mso-ascii-theme-font: major-latin; mso-hansi-theme-font: major-latin;">1) The industry will apply authorization under HWM Rules 2016, within 7 days.</span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;"><span style="font-size: 12.0pt; line-height: 115%; font-family: 'Cambria','serif'; mso-ascii-theme-font: major-latin; mso-hansi-theme-font: major-latin;">Now, the project proponent has applied renewal of Consent to Operate under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 along with requisite documents.</span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;"><span style="font-size: 12.0pt; line-height: 115%; font-family: 'Cambria','serif'; mso-ascii-theme-font: major-latin; mso-hansi-theme-font: major-latin;">The project proponent has submitted CA Certificate with the value of fixed assets of Rs. 96.34 lakh on 28.02.2023. <span style="mso-spacerun: yes;"> </span>The project proponent has not linked consent fees, with the application but has submitted proof of payment deposited as consent to operate fees under Water Act, 1974 & Air Act, 1981 amounting to Rs. 36500/- and Rs. 36000/- respectively through their bank M/s PNB, SCO no. 28, 29, Sector-33D, Chandigarh</span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;"><span style="font-size: 12.0pt; line-height: 115%; font-family: 'Cambria','serif'; mso-ascii-theme-font: major-latin; mso-hansi-theme-font: major-latin;">Accordingly, an email was sent to DCFA for verifying payment and issuing receipt since payment was done from PNB bank.</span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;"><span style="font-size: 12.0pt; line-height: 115%; font-family: 'Cambria','serif'; mso-ascii-theme-font: major-latin; mso-hansi-theme-font: major-latin;">DCFA vide email dated 18.04.2023 has intimated as under:</span></p>
<p class="MsoNormal" style="margin-left: 1.0cm; text-align: justify; text-justify: inter-ideograph;"><em><span style="font-size: 12.0pt; line-height: 115%; font-family: 'Cambria','serif'; mso-ascii-theme-font: major-latin; mso-hansi-theme-font: major-latin;">“It is verified that an amount of Rs. 36,500/- & Rs. 36,000/- has been deposited by M/s Jai Casting,<span style="mso-spacerun: yes;"> </span>Plot No. F- 23, Focal Point, Derabassi on 27.03.2023 in the PNB Gateway Account of the Board, However, the receipt of the same can not be issued as the amount relates to the financial year 2022-23 and has been treated as income of the Board for financial year 2022-23”</span></em></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;"><em><span style="font-size: 12.0pt; line-height: 115%; font-family: 'Cambria','serif'; mso-ascii-theme-font: major-latin; mso-hansi-theme-font: major-latin;">Hence, the ‘Consent to Operate’ fee is adequate till 31.03.2028 under Water (Prevention & Control of Pollution) Act, 1974 and till 31.01.2028 under Air (Prevention & Control of Pollution) Act, 1981 after deduction of NOC regularization fee.</span></em></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;"><span style="font-size: 12.0pt; line-height: 115%; font-family: 'Cambria','serif'; mso-ascii-theme-font: major-latin; mso-hansi-theme-font: major-latin;">The project proponent has submitted compliance report of the previous Consent to Operate under the Water (Prevention & Control of Pollution) Act, 1974<span style="mso-spacerun: yes;"> </span>and Air (Prevention & Control of Pollution) Act, 1981 granted to it.</span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;"><span style="font-size: 12.0pt; line-height: 115%; font-family: 'Cambria','serif'; mso-ascii-theme-font: major-latin; mso-hansi-theme-font: major-latin;">On scrutinizing the application of the project proponent following observations were raised on 30.03.2023 with request to submit reply within 2 days.</span></p>

Further, the industry is advised to follow Standard Operating Procedures as laid down by Punjab Pollution Control Board to achieve the prescribed emission norms”</span></p>

The industry has installed collection hoods over both the furnaces which are connected to a bag filter house (APCD), which further connects to a stack of height 3 m ARL. However, during the visit the hood of the furnace was not in right position. Further, a fan has been provided on the platform which was in operation as a result of which emissions were discharged into open.</span></p>

The representative was advised to provide stack of adequate height and sampling arrangement.</span></p>

<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;"><span style="font-size: 12.0pt; line-height: 115%; font-family: 'Cambria','serif'; mso-ascii-theme-font: major-latin; mso-hansi-theme-font: major-latin;">2) Consent to operate under the Air (Prevention & Control of Pollution) Act, 1981 may be granted till 31.12.2023 subject to special condition as under:</span></p>
<p class="MsoListParagraphCxSpFirst" style="margin: 0cm; margin-bottom: .0001pt; mso-add-space: auto; line-height: normal; mso-layout-grid-align: none; text-autospace: none;"><span style="font-size: 12.0pt; font-family: 'Cambria','serif'; mso-ascii-theme-font: major-latin; mso-hansi-theme-font: major-latin;">a) The industry will </span><span style="font-size: 12.0pt; font-family: 'Cambria','serif'; mso-ascii-theme-font: major-latin; mso-hansi-theme-font: major-latin; mso-bidi-font-family: Arial;">obtained feasibility report of induction furnace of capacity 100 kg/heat from PSCST, Sector-26, Chandigarh.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin: 0cm; margin-bottom: .0001pt; mso-add-space: auto; line-height: normal; mso-layout-grid-align: none; text-autospace: none;"><span style="font-size: 12.0pt; font-family: 'Cambria','serif'; mso-ascii-theme-font: major-latin; mso-hansi-theme-font: major-latin; mso-bidi-font-family: Arial;">b) The industry shall not make use of fan/cooler on the platform, which results in generation of dust emissions.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin: 0cm; margin-bottom: .0001pt; mso-add-space: auto; line-height: normal; mso-layout-grid-align: none; text-autospace: none;"><span style="font-size: 12.0pt; font-family: 'Cambria','serif'; mso-ascii-theme-font: major-latin; mso-hansi-theme-font: major-latin; mso-bidi-font-family: Arial;">c) The industry shall ensure that suction hoods are placed intact over the induction furnace whenever the furnace is in operation.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin: 0cm; margin-bottom: .0001pt; mso-add-space: auto; line-height: normal; mso-layout-grid-align: none; text-autospace: none;"><span style="font-size: 12.0pt; font-family: 'Cambria','serif'; mso-ascii-theme-font: major-latin; mso-hansi-theme-font: major-latin; mso-bidi-font-family: Arial;">d) The industry will improve the condition of the Hazardous waste room and ensure scientific storage of hazardous waste.</span></p>
