<p style="text-align: justify;">The agenda note and report / recommendations of AEE/EE, RO, may kindly be perused.</p>
<p style="text-align: justify;"> It is intimated that the industry is red category dyeing unit and was earlier granted Consent to Operate under the Air Act, 1981, valid upto 31.12.2022.</p>
<p style="text-align: justify;">Earlier, the industry was visited on 14.04.2022 and continuous black smoke was observed from the stack of the boiler. Black smoke remained being continuously emitted from the chimney for half an hour. As such, PSPCL Authorities issued directions to disconnect the electric supply available with the industry vide letter no. 3017 dated 19.05.2022.</p>
<p style="text-align: justify;">The industry was imposed Environmental Compensation of Rs. 50,000/-, which was deposited by the industry vide R. no. 96/5479 dated 21.07.2022. A bank guarantee of Rs. 2.0 lac was also imposed, which was later on waived by the Competent Authority due to financial condition of the industry.</p>
<p style="text-align: justify;">Thereafter, the electric connection of the industry was restored u/s 31-A of the Air Act, 1981 upto 31.12.2022.</p>
<p style="text-align: justify;">Now, the industry has applied for varied ‘Consent to Operate’ under the Air Act, 1981 for Dyeing of Polyester Cloth @ 11500 Kgs/day with one boiler of 03 TPH, one boiler of 0.5 TPH with cyclone separator with adequate stack. The industry has deposited, which is adequate upto 31.12.2023 under both Acts.</p>
<p style="text-align: justify;">The industry has installed a boiler @ 3 TPH as per which the industry will use rice husk / wood / agro waste as fuel and will provide cyclone as APCD with the furnace. The furnace is FBC based.</p>
<p style="text-align: justify;">The industry was visited by AEE of RO on 22.03.2023 and it was observed as under</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->1. <!--[endif]-->The industry was not in operation, during visit.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->2. <!--[endif]-->The industry has installed 07 no. soft flow machines (600 kgs X1, 300 kgs X 1, 200 Kg X 1 & 450 Kg X 4) and 01 winch machine. Out of these 01 machine of 600 Kg and 01 winch of 100 kg lying sealed.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->3. <!--[endif]-->The industry has installed boiler of capacity 3.0 TPH attached APH followed by twin cyclone as APCD alongwith adequate stack height.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->4. <!--[endif]-->The industry has fitted rotary valve beneath the APCD.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->5. <!--[endif]-->Further, one baby boiler is also installed with cyclone as APCD.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->6. <!--[endif]-->The industry was visited by the officer of this office on 17.10.2022, 03.11.2022, 27.12.2022 & 22.03.2023. During all 04 visits, the unit was not in operation. Hence, air sampling was could not be carried out.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->7. <!--[endif]-->The water consent application is being process separately.</p>
<p style="text-align: justify;">The industry was visited by the officer of RO on 17.10.2022, 03.11.2022, 27.12.2022 & 22.03.2023 and found that the industry was not in operation so that the air emission sample of the industry could not be collected. </p>
<p style="text-align: justify;"> Keeping the above in view, it is recommended that:</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->1) <!--[endif]-->Directions u/s 31-A of the Air (Prevention & Control of Pollution) Act, 1981 may be issued to the PSPCL Authorities to restore the electricity supply of the industry temporarily for six months.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->2) <!--[endif]-->Consent to Operate under Air (Prevention & Control of Pollution) Act, 1981 may be granted for six months with suitable conditions and special condition that the industry shall got analysed its air emission sample, when it will come in operation.</p>
