<p class="MsoNormal" style="margin-right: 0.05in; text-indent: 76.5pt; line-height: 150%; text-align: justify;">It is submitted that industry is a large scale 17-category unit. Earlier, the industry was earlier granted 'Consent to Operate' under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 vide dated 23/06/2022 which was valid upto 31/03/2023<span style="font-size: 12pt; line-height: 150%;"> </span>for manufacturing of Bar , Rods & Profile of non- alloys & Alloy steels @ 200 MT/day from Steel Scrap @ 226 MT/day, Ferro Alloys @ 7.2 MT/day, Flux & line @ 14.6 MT/day & generation of trade effluent is nil and generation domestic effluent 12 KLD into sewer.</p>
<p class="MsoNormal" style="margin-right: 0.05in; text-indent: 70.9pt; line-height: 150%; text-align: justify;"> The industry has now applied for renewal of 'Consent to Operate' under Water Act, 1974 and Air Act, 1981. The industry was visited by the officer of this office on 18.04.2023 and it was observed as under:-</p>
<p class="MsoListParagraphCxSpFirst" style="margin-right: 0.05in; text-indent: -0.25in; line-height: 150%; text-align: justify;"><!-- [if !supportLists]-->1.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-variant-alternates: normal; font-kerning: auto; font-optical-sizing: auto; font-feature-settings: normal; font-variation-settings: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span><!--[endif]-->The industry was not in operation during visit. The industry is engaged in the process of manufacturing of Bar, Rods & Profile of non- alloys & Alloy steels. </p>
<p class="MsoListParagraphCxSpMiddle" style="margin-right: 0.05in; text-indent: -0.25in; line-height: 150%; text-align: justify;"><!-- [if !supportLists]-->2.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-variant-alternates: normal; font-kerning: auto; font-optical-sizing: auto; font-feature-settings: normal; font-variation-settings: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span><!--[endif]-->The industry has not generated any type trade effluent and the domestic effluent is being discharged into sewer.</p>
<p class="MsoListParagraphCxSpMiddle" style="margin-right: 0.05in; text-indent: -0.25in; line-height: 150%; text-align: justify;"><!-- [if !supportLists]-->3.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-variant-alternates: normal; font-kerning: auto; font-optical-sizing: auto; font-feature-settings: normal; font-variation-settings: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span><!--[endif]-->The industry has installed 2 no. arc furnaces (one stand by) and 1 no. Laddle Refining Furnace with common bag house filter as APCD with stack of 33 mtr. The arc furnaces were found not in operation during visit & condition indicates that these are not being operated since long time. The shed of arc furnace was lying dismantled at some places. The industry representative informed that unit presently has no plan to operate the same & further submitted as & when it will operate it will obtain the prior permission from Board.</p>
<p class="MsoListParagraphCxSpMiddle" style="margin-right: 0.05in; text-indent: -0.25in; line-height: 150%; text-align: justify;"><!-- [if !supportLists]-->4.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-variant-alternates: normal; font-kerning: auto; font-optical-sizing: auto; font-feature-settings: normal; font-variation-settings: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span><!--[endif]-->The industry has installed 3 no. rolling mills of capacity 200 MTD (22"), 120 MTD(10") and 50 MTD (9") with individual furnace having adequate stack and furnace oil being used as fuel in each furnace.</p>
<p class="MsoListParagraphCxSpMiddle" style="margin-right: 0.05in; text-indent: -0.25in; line-height: 150%; text-align: justify;"><!-- [if !supportLists]-->5.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-variant-alternates: normal; font-kerning: auto; font-optical-sizing: auto; font-feature-settings: normal; font-variation-settings: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span><!--[endif]-->The air emission sample of 200 MT rolling mill (22'') was collected on 15.06.2021 and as per analysis report particulate matter is 98 mg/NM3, which is within the permissible limit. The industry comes into operation for once or twice a month as per the demand.</p>
<p class="MsoListParagraphCxSpMiddle" style="margin-right: 0.05in; text-indent: -0.25in; line-height: 150%; text-align: justify;"><!-- [if !supportLists]-->6.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-variant-alternates: normal; font-kerning: auto; font-optical-sizing: auto; font-feature-settings: normal; font-variation-settings: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span><!--[endif]-->The industry has provided 1 no. induction billet heaters of 800 KW.</p>
<p class="MsoListParagraphCxSpMiddle" style="margin-right: 0.05in; text-indent: -0.25in; line-height: 150%; text-align: justify;"><!-- [if !supportLists]-->7.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-variant-alternates: normal; font-kerning: auto; font-optical-sizing: auto; font-feature-settings: normal; font-variation-settings: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span><!--[endif]-->The industry has provided 8 no. D.G. sets of 600 KVA, 380 KVA (2 No.) 250 KVA, 200 KVA (2 No.), 30 KVA & 15 KVA with canopies & adequate stack heights. </p>
<p class="MsoListParagraphCxSpLast" style="margin-right: 0.05in; text-indent: -0.25in; line-height: 150%; text-align: justify;"><!-- [if !supportLists]-->8.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-variant-alternates: normal; font-kerning: auto; font-optical-sizing: auto; font-feature-settings: normal; font-variation-settings: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span><!--[endif]-->The industry has provided recirculation system for all the furnaces for cooling water.</p>
<p class="MsoNormal" style="margin: 0in 0.05in 0.0001pt 0.25in; line-height: 150%; text-align: justify;"> </p>
<p class="MsoNormal" style="margin-right: 0.05in; text-indent: 70.9pt; line-height: 150%; text-align: justify;">Further, MoEF&CC vide notification dated 20/07/2022 has informed that the Central Government directs that all the standalone re-rolling units or cold rolling units, which are in existence and in operation as on the date of this notification, with valid Consent to Establish (CTE) and Consent to Operate (CTO) from the concerned State Pollution Control Board, as the case may be, shall apply online for grant of Terms of Reference (ToR) followed by Environment Clearance and the said units shall be granted Standard Terms of Reference as per item 3(a) of the said notification and shall be exempted from the requirement of public consultation: Provided that the application for the grant of ToR shall be made within a period of one year from the date of this notification. The said notification has been ratified by the Board vide letter no. 20258-60 dated 23/09/2022.</p>
<p class="MsoNormal" style="margin-right: 0.05in; text-indent: 70.9pt; line-height: 150%; text-align: justify;">However, the industry has already obtained Environmental Clearance from CSA vide letter no. 177 dated 3011/1987 for manufacturing of carbon alloy and special steel ingots with capacity of 50,000 TPA. The industry has maintained plantation at boundary wall of the premises.</p>
<p class="MsoNormal" style="margin-right: 0.05in; text-indent: 70.9pt; line-height: 150%; text-align: justify;">In view of above, it is recommended that industry may be granted 'Consent to Operate' under Water Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981 upto 31.03.2024 with suitable condition and special condition that :</p>
<p class="MsoNormal" style="margin-right: 0.05in; text-indent: 70.9pt; line-height: 150%; text-align: justify;"> </p>
