It is submitted that the industry was granted consent to operate under Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Renewal/BAR/2021/16732753 dated 22/10/2021 & under the Air Act, 1981 vide no. CTOA/Renewal/BAR/2021/16732677 dated 22/10/2021, both valid upto 30/09/2030 for manufacturing of Absorbent cotton wool @450 kg/day by using Cotton @ 500 kg/day, Caustic Flakes @ 15 kg/day, Soda ash@ 8 Kg/day, Hypo Solution @ 15 kg/day & HCI Acid@ 4 Kg/day, as raw material, with certain conditions mentioned therein. Now, the industry has applied for obtaining consents to establish(NOC) for expansion / modernization of its unit for manufacturing of Absorbent cotton wool @450 kg/day by using Cotton @ 500 kg/day, Caustic Flakes @ 15 kg/day, Soda ash@ 8 Kg/day, Hypo Solution @ 15 kg/day & HCI Acid@ 4 Kg/day, as raw material. The industry has not increasing its production capacity in its existing premises by constructing new shed and installation of new boiler machinery. The industry has not increased any land and has proposed expansion/ moderinization in its existing premises only. The industry has obtained Classification of land use issued by DTP Sangrur vide letter no. 59/DTP(Barnala)/SS-130 dated 02/02/2023, mentioning that the Master Plan of Barnala is under approval of the Government.  As per Draft Master Plan of Barnala the site of the industry will falls under Residential Zone and the site of the industry is adjusted as exiting industrial unit. The industry has proposed to install new boiler of capacity 2.0 TPH equipped with cyclone separator as APCD to replace the traditional type kiering furnace. As per feasibility report issued by M/s Environmental Management Solution (EMS) Engineers & Consultants, Patiala, the industry has proposed that :- “In proposed technical upgradation of surgical cotton manufacturing process, the industry upgraded its heating technology by replacing open fired furnace system to boiler based on Fluidized bed combustion. By retro fitting the heating technology, there will be significant reduction in the pollution load in form of SPM concentration. Earlier industry used to have two furnaces for heating the cotton by using wood@350-450 Kg/batch as its fuel. But in the upgraded technology, the wood consumption will be 240-280 Kg/batch. Also, due to old system, the each batch takes 3-4 hours wherein, upgraded system will take 1.5-2 hour. This will reduce the wood consumption by 35-40% (approx.). The industry will use paddy pallets along with wood as its fuel in boiler. Also, the furnace system did not have any air pollution control device to curb the emissions, while in boiler system, industry will install air pollution control device to curb the emissions from boiler. The industry will use wood/paddy pallets @ 240-280 Kg/ batch as its fuel. Due to burning of wood/paddy pallets, air pollution will be generated in the form of particulate matter (SPM) which is controlled by installing APCD (cyclone separator) on the boiler. Therefore, wood/paddy pallets burning produces air pollution in the form of particulate matter (SPM) but it will be curbed as 100% combustion will be done in controlled manner. Thus, industry need to install APCD (cyclone separator) on the boiler along with installation of the suitable /chimney at the top of boiler & stack height should be 3.0 meter above the roof or 18 m from ground level. In light of above the concentration of wood ash particles in the emission will be less than 800 mg/Nm3 . So it will fall the prescribed limit of PCB” The industry has deposited Rs. 2300/- Vide UTR. No. 113762343 dated 09/03/2023 against the additional fixed assets of Rs. 20.0 lacs, which is adequate for one year. The industry was visited by AEE of this office on 02/01/2023 and during visit, following observations has been made, which are as under: - <span style="font-size: 12.0pt; line-height: 115%; font-family: 'Calibri','sans-serif'; mso-ascii-theme-font: minor-latin; mso-hansi-theme-font: minor-latin; mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin;">1.     The industry was in operation engaged in manufacturing of surgical cotton. <span style="font-size: 12.0pt; line-height: 115%; font-family: 'Calibri','sans-serif'; mso-ascii-theme-font: minor-latin; mso-hansi-theme-font: minor-latin; mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin;">2.     The industry has installed wood fired 02 no. kiering furnaces equipped with stack of adequate height. The industry has also installed 01 no. kiering furnace, the same was found dismantled condition. <span style="font-size: 12.0pt; line-height: 115%; font-family: 'Calibri','sans-serif'; mso-ascii-theme-font: minor-latin; mso-hansi-theme-font: minor-latin; mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin;">3.     The industry has installed carding machines in closed room provided with duct attached with cyclone to trap the cotton rags. <span style="font-size: 12.0pt; line-height: 115%; font-family: 'Calibri','sans-serif'; mso-ascii-theme-font: minor-latin; mso-hansi-theme-font: minor-latin; mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin;">4.     The industry has also installed 01 no. FBC based wood fired boiler of capacity 2.0 TPH equipped with cyclone separator as APCD without obtaining consent to establish (NOC) of the Board. <span style="font-size: 12.0pt; line-height: 115%; font-family: 'Calibri','sans-serif'; mso-ascii-theme-font: minor-latin; mso-hansi-theme-font: minor-latin; mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin;">5.     The industry has installed ETP for treatment of wastewater generated from the washing of cotton and the same was found not in operation. The collection tank was found filled with untreated trade effluent generated from the process. The industry has provided bypass arrangement to discharge directly into the plantation area. The wild grass was found growth in the plantation area. <span style="font-size: 12.0pt; line-height: 115%; font-family: 'Calibri','sans-serif'; mso-ascii-theme-font: minor-latin; mso-hansi-theme-font: minor-latin; mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin;">6.     The domestic waste water of the industry is discharged onto land for plantation after passing through septic tank. <span style="font-size: 12.0pt; line-height: 115%; font-family: 'Calibri','sans-serif'; mso-ascii-theme-font: minor-latin; mso-hansi-theme-font: minor-latin; mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin;">        The industry was not complying with the provisions of the Water Act,1974 and he Air Act,1981. Accordingly, the report was sent to SEE,ZO-II, Patiala through e-office. The industry was issued show cause notice for revocation/cancellation of CTO under the Water Act,1974 and he Air Act,1981 vide Board’s letter no. 228 dated 19/1/2023 alongwith an opportunity of personal hearing before SEE, ZO-II, Patiala on 27/01/2023. <span style="font-size: 12.0pt; line-height: 115%; font-family: 'Calibri','sans-serif'; mso-ascii-theme-font: minor-latin; mso-hansi-theme-font: minor-latin; mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin;">          Sh. Rajeev Kumar, Prop. of the Industry attended the personal hearing and stated that they have already submitted the written reply on 27/01/2023. He further stated that they attended all the observations observed during visit dated 02/01/2023 by the officer of the Board. the ETP is being operated regularly and treated effluent is discharged onto land for plantation. Further, the work regarding Installation of FBC based boiler has been stopped and will not be started without getting prior permission from the Board. He assured that they will continue to comply with the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and Alr (Prevention; & Control of Pollution) Act, 1981 in future, He requested not to cancel the Consents to Operate granted to the industry and get the unit re-visited.               After hearing the offlcer of the Board and the Prop. of the industry, Senior Environmental Engineer, Zonal Office-II, Patiala decided that :  1, The Industry Is advised to maintain & operate the ETP/ APCD in optimum and efficlent manner in future, so as to achieve the prescribed effluent/ emissions standards.  2. The Industry shall maintain the record regarding fresh water consumption in the process as well as treated effluent being discharged by the industry onto land for plantation purposes.  3. The Industry shall obtain NOC from pollution angle for installation of new boiler.  4. The Environmental Engineer, Regional Office, Sangrur shall visit the industry to verify the submission made by the Industry during hearing, carryout the monitoring of the ETP and send the fresh recommendations, within 15 days, so as to proceed further In the matter accordingly.                 The proceedings of the personal hearing was conveyed to the industry vide Board's letter no. 788 dated 16.03.2023.                 To verify the compliance of hearing decision, the industry industry was visited by the AEE of this office on 17.04.2023 and it was observed as under: <span style="font-size: 12.0pt; line-height: 115%; font-family: 'Calibri','sans-serif'; mso-ascii-theme-font: minor-latin; mso-hansi-theme-font: minor-latin; mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin;">1.     The industry was in operation engaged in manufacturing of surgical cotton. <span style="font-size: 12.0pt; line-height: 115%; font-family: 'Calibri','sans-serif'; mso-ascii-theme-font: minor-latin; mso-hansi-theme-font: minor-latin; mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin;">2.     The industry has also installed 01 no. FBC based wood fired boiler of capacity 2.0 TPH equipped with cyclone separator as APCD. However, the industry has not commissioned the same. <span style="font-size: 12.0pt; line-height: 115%; font-family: 'Calibri','sans-serif'; mso-ascii-theme-font: minor-latin; mso-hansi-theme-font: minor-latin; mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin;">3.   The industry has installed wood fired 02 no. kiering furnaces equipped with stack of adequate height. The industry has also installed 01 no. kiering furnace, the same was found dismantled condition. The representative of the industry has informed that after installation of new furnance with boiler, the said kiering furnaces will be dismantled and the pollution load will be reduced and the wood consumption will be reduced 35-40 %. <p class="MsoListParagraphCxSpMiddle" style="mso-add-space: auto; text-align: justify; text-indent: 7.1pt; line-height: 115%; mso-pagination: widow-orphan; tab-stops: 25.65pt; margin: 0in 0in 10.0pt 5.85pt;"><span style="font-size: 12.0pt; line-height: 115%; font-family: 'Calibri','sans-serif'; mso-ascii-theme-font: minor-latin; mso-hansi-theme-font: minor-latin; mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin;">4. The industry has installed carding machines in closed room provided with duct attached with cyclone to trap the cotton rags. <p class="MsoListParagraphCxSpMiddle" style="mso-add-space: auto; text-align: justify; text-indent: 7.1pt; line-height: 115%; mso-pagination: widow-orphan; tab-stops: 25.65pt; margin: 0in 0in 10.0pt 5.85pt;"><span style="font-size: 12.0pt; line-height: 115%; font-family: 'Calibri','sans-serif'; mso-ascii-theme-font: minor-latin; mso-hansi-theme-font: minor-latin; mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin;">5. The industry has installed ETP for treatment of wastewater generated from the washing of cotton and the same was found in operation. The industry has repaired the collection tank. Also, the wild grass was removed from the plantation area. The effluent was not available at the outlet of ETP. As such the sample could not be collected. <span style="font-size: 12.0pt; line-height: 115%; font-family: 'Calibri','sans-serif'; mso-ascii-theme-font: minor-latin; mso-hansi-theme-font: minor-latin; mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin;">6. The domestic waste water of the industry is discharged onto land for plantation after passing through septic tank.                          From the above, it is evident that the pollution load of the industry will be reduced after installation of new boiler. Also, the industry has not added any new land as well as production capacity. The industry has proposed to install new & efficient machinery to reduced the pollution load. The industry is complying with the provisions of the Water Act, 1974 & Air Act, 1981. In view of the above, it is recommended that consents to establish(NOC) for expansion / modernization of its unit may be granted to the industry for one year for manufacturing of Absorbent cotton wool @450 kg/day by using Cotton @ 500 kg/day, Caustic Flakes @ 15 kg/day, Soda ash@ 8 Kg/day, Hypo Solution @ 15 kg/day & HCI Acid@ 4 Kg/day, as raw material with suitable conditions as per the policy of the Board’s and with a special condition that: 1. The industry shall be bound to abide with the decision of the Department of Town & Country Planning, if site of the unit falls in non-designated area during finalization of Master Plan of Barnala. 2. The industry shall not operate boiler without obtaining consent to operate under the Water Act, 1974 & the Air Act, 1981 of the Board. 3. The industry shall dismantled all 03 kiering furnaces before commissioning of the proposed boiler. <span style="font-size: 12.0pt; font-family: 'Calibri','sans-serif'; mso-ascii-theme-font: minor-latin; mso-fareast-font-family: 'Bookman Old Style'; mso-hansi-theme-font: minor-latin; mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin; mso-ansi-language: EN-US; mso-fareast-language: EN-US; mso-bidi-language: PA;">4. The industry shall also use paddy straw / pellets as fuel with wood in proposed boiler as already proposed in the feasibility report submitted by the industry.
