<p class="MsoNormal" style="text-align: justify; text-indent: 1.0in;"><span lang="EN-US" style="font-family: 'Bookman Old Style','serif'; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: 'Times New Roman'; mso-ansi-language: EN-US; mso-bidi-language: AR-SA;">Earlier, the subject cited HCF has obtained granted 'consent to operate' under Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Renewal/LDHKH/2022/18521152 dated 18/05/2022 and under the Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Renewal/LDHKH/2022/18521151 dated 18/05/2022 both valid upto 31/12/2022 for 9 beds only. The Hospital has also obtained authorization under the Bio-Medical Waste Management Rules, 2016 vide no. BMW/Renewal/LDHKH/2018/7687986 dated 12/06/2018 valid upto 31/05/2023. </span></p>
<p class="MsoNormal" style="margin-top: 12.0pt; text-align: justify; text-indent: 1.0in;"><span lang="EN-US" style="font-family: 'Bookman Old Style','serif'; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: 'Times New Roman'; mso-ansi-language: EN-US; mso-bidi-language: AR-SA;">Now, the HCE has applied for renewal of ‘consent to operate’ under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 alongwith requisite documents and fees. The consent fee deposited by the Hospital (Rs. 6000/- each under the said Acts) is adequate <strong>upto 31/12/2028</strong> for 10 bedded hospital (in accordance to the notification vide no. 688 dated 02/03/2017 vide which the consent fee to be deposited by the HCF is as per its bed capacity) after deducting penalty charges 25 % of one year fee.</span></p>
<p class="MsoNormal" style="margin-top: 12.0pt; text-align: justify; text-indent: 1.0in;"><span lang="EN-US" style="font-family: 'Bookman Old Style','serif'; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: 'Times New Roman'; mso-ansi-language: EN-US; mso-bidi-language: AR-SA;">The HCF has submitted an undertaking which is reproduced as under:</span></p>
<p class="MsoNormal" style="margin-top: 12.0pt; text-align: justify; text-indent: 1.0in;"><em><span lang="EN-US" style="font-family: 'Bookman Old Style','serif'; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: 'Times New Roman'; mso-ansi-language: EN-US; mso-bidi-language: AR-SA;">"We hereby undertake that we will get the effluent samples from the outlet analyzed within 2 months."</span></em></p>
<p class="MsoNormal" style="margin-top: 12.0pt; text-align: justify; text-indent: 1.0in;"><span lang="EN-US" style="font-family: 'Bookman Old Style','serif'; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: 'Times New Roman'; mso-ansi-language: EN-US; mso-bidi-language: AR-SA;">The HCF has already entered into an agreement with by M/s Medicare Environmental Management Pvt. Ltd., Opps. Central Jail, Tajpur Road, Ludhiana for collection, transportation, treatment and disposal of bio-medical waste generated by it. The agreement is valid upto 31/03/2027.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 1.0in;"><span lang="EN-US" style="font-family: 'Bookman Old Style','serif'; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: 'Times New Roman'; mso-ansi-language: EN-US; mso-bidi-language: AR-SA;">Accordingly, the hospital was visited by the undersigned on <strong>17/04/2023</strong> and contacted Dr. Sarabjit Singh (Owner) at site. During visit, it was observed as under:</span></p>

OT and has made arrangement for treatment of liquid waste generated from it with 1% sodium hypochlorite solution. The HCF falls within MC limits of Khanna and its outlet is connected with MC sewer. The sewer is connected with terminal STP of 29 MLD at Vill. Bahomajra and is in operation.</span></p>

<p class="MsoListParagraphCxSpLast" style="margin-left: .25in; mso-add-space: auto; text-align: justify; text-indent: -.25in; mso-list: l0 level1 lfo2;"><!-- [if !supportLists]--><span lang="EN-US" style="font-family: 'Bookman Old Style','serif'; mso-fareast-font-family: 'Bookman Old Style'; mso-bidi-font-family: 'Bookman Old Style'; mso-ansi-language: EN-US; mso-bidi-language: AR-SA;"><span style="mso-list: Ignore;">5.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span lang="EN-US" style="font-family: 'Bookman Old Style','serif'; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: 'Times New Roman'; mso-ansi-language: EN-US; mso-bidi-language: AR-SA;">The HCE was found segregating its Bio-medical waste as per the Bio-Medical Waste Management Rules, 2016 and maintaining record of the same. The HCE is complying with the provisions of the Water (Prevention & Control of Pollution) Act, 1974. The HCF is also complying with provisions of Bio-Medical Waste Management Rules, 2016.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 1.0in;"><span lang="EN-US" style="font-family: 'Bookman Old Style','serif'; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: 'Times New Roman'; mso-ansi-language: EN-US; mso-bidi-language: AR-SA;">It is intimated that Board has issued partial modification to earlier Board’s order no. 468 dated 31.08.2021, vide its office order no. 601 dated 16.12.2021 has decided that the HCF upto 50 beds which are discharging there liquid waste into public sewer and operating within MC limits of towns, where terminal sewage treatment plant have been installed, shall be granted consents/ authorization by Punjab Pollution Control Board without installation of individual ETPs, as an interim arrangements/ measures, subject to condition that the HCF shall ensure to comply with the effluent standards as notified under Bio-medical Waste Management Rules, 2016, amended upto date and subsequent amendments if any. However, no specific period mentioned in the said orders.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 1.0in;"><span lang="EN-US" style="font-family: 'Bookman Old Style','serif'; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: 'Times New Roman'; mso-ansi-language: EN-US; mso-bidi-language: AR-SA;">Keeping in view of above mentioned facts, if approved, the authorization may be granted <strong>upto 31/12/2023</strong> with the usual conditions and the following specific condition:</span></p>
