It has submitted copy of authority letter, list of directors, compliance report of previous consents, balance sheet, CA Certificate, permission for extraction of ground water @ 6000 m<sup>3</sup>/day issued by Punjab Water Regulation and Development Authority vide dated 30.09.2021. </span></p>
<p class="MsoNormal" style="text-align: justify; line-height: normal;"><strong><span style="mso-bidi-font-family: Tahoma;">Consent Fees detail:</span></strong></p>
<p class="MsoNormal" style="text-align: justify; line-height: normal;"><span style="mso-bidi-font-family: Tahoma;">The industry has submitted the CA Certificate of fixed assets of Rs. 164.79 Cr as on 31.03.2022. It has already deposited consent fees adequate upto 31.03.2027 under both Acts.<span style="mso-spacerun: yes;"> </span></span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: .5in; line-height: normal;"><span style="mso-bidi-font-family: Tahoma;">The industry was visited by the undersigned on 09.03.2023 and 11.04.2023 and on 18.04.2023 alongwith your good self and contacted Sh. H R Bhardwaj, VP Admin and Sh. Neeraj Mehta, GM R&D of the industry. The detail of the industry and observations made during visits are as under:</span></p>

<p class="MsoNormal" style="margin-top: 12.0pt; text-align: justify;"><strong><span style="mso-bidi-font-family: Tahoma;">Water Pollution & its Control:</span></strong></p>
<p class="MsoListParagraph" style="text-align: justify; text-indent: -.25in; mso-list: l5 level1 lfo2; margin: 0in 0in 5.0pt .25in;"><!-- [if !supportLists]--><span style="font-size: 11.0pt; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">1.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 11.0pt; font-family: 'Tahoma','sans-serif';">The industry has installed 12 no. of tubewells for abstraction of ground water out of which 5 are defunct and 7 are active. Out of active 7 tubewells, one is under maintenance. These tubewells are provided with water meters and readings are noted as 29225 m<sup>3</sup>, 43643 m<sup>3</sup>, 29670 m<sup>3</sup>, 28275 m<sup>3</sup>, 52480 m<sup>3</sup>, 62586 m<sup>3</sup>. The industry is also receiving canal water @ 2 cusec. As per record maintained by the industry, for the period from 01.03.2023 to 11.04.2023 it has abstracted 1,72,374 m<sup>3 </sup>groundwater and has received 29,262 m<sup>3</sup> of canal water. As such it has obtained total fresh water @ 4801 m<sup>3</sup> / day. </span></p>
<p class="MsoListParagraph" style="margin-left: .25in; text-align: justify; text-indent: -.25in; mso-list: l5 level1 lfo2;"><!-- [if !supportLists]--><span style="font-size: 11.0pt; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">2.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 11.0pt; font-family: 'Tahoma','sans-serif';">It has installed ETP-cum-STP for treatment of wastewater generated and same was in operation during visit. Its components are – Bar screen ‣ Equalization tank ‣ Primary Clarifier – 1 (receives wet wash wastewater) ‣ Aeration -1 ‣ Secondary Clarifier ‣ Aeration -2 (receives Domestic Effluent) ‣ Secondary Clarifier -2 ‣ Settling Tank ‣ Outlet. </span></p>
<p class="MsoListParagraph" style="margin-left: .25in; text-align: justify; text-indent: -.25in; mso-list: l5 level1 lfo2;"><!-- [if !supportLists]--><span style="font-size: 11.0pt; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">3.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 11.0pt; font-family: 'Tahoma','sans-serif';">The record of ETP Operation is maintained and as per record it is treating wastewater @ 4640 m<sup>3</sup>/day. </span></p>
<p class="MsoListParagraph" style="margin-left: .25in; text-align: justify; text-indent: -.25in; mso-list: l5 level1 lfo2;"><!-- [if !supportLists]--><span style="font-size: 11.0pt; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">4.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 11.0pt; font-family: 'Tahoma','sans-serif';">The water meters are provided for makeup water in both the cooling towers and it is intimated that about 750 m<sup>3</sup>/day freshwater is used as for makeup purpose.</span></p>
<p class="MsoListParagraph" style="margin-left: .25in; text-align: justify; text-indent: -.25in; mso-list: l5 level1 lfo2;"><!-- [if !supportLists]--><span style="font-size: 11.0pt; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">5.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 11.0pt; font-family: 'Tahoma','sans-serif';">The perusal of freshwater reception, consumption and wastewater treated, indicates that the water balance is not appropriate. It reveals that the industry is having source of freshwater other than it has recorded or intimated. </span></p>
<p class="MsoListParagraph" style="margin-left: .25in; text-align: justify; text-indent: -.25in; mso-list: l5 level1 lfo2;"><!-- [if !supportLists]--><span style="font-size: 11.0pt; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">6.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 11.0pt; font-family: 'Tahoma','sans-serif';">The wastewater sample from the outlet of ETP-cum-STP was collected on 20.03.2023 and as per analysis results, the concentration of various parameters is: pH – 7.2, TSS – 34 mg/l, TDS – 1781 mg/l, COD – 187 mg/l, BOD – 26 mg/l, O&G – BDL, MLSS – 1720 mg/l, MLVSS – 1240 mg/l. As per results, the concentration of various parameters is within permissible limits. The AOX could not be got analysed as the apparatus at Laboratory in Thapar University, Patiala was informed to be out of order. </span></p>
<p class="MsoListParagraph" style="margin-left: .25in; text-align: justify; text-indent: -.25in; mso-list: l5 level1 lfo2;"><!-- [if !supportLists]--><span style="font-size: 11.0pt; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">7.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 11.0pt; font-family: 'Tahoma','sans-serif';">OCEMS is installed at the final outlet of the ETO-cum-STP for parameters pH, TSS, COD, BOD and Temperature. </span></p>
<p class="MsoListParagraph" style="margin-left: .25in; text-align: justify; text-indent: -.25in; mso-list: l5 level1 lfo2;"><!-- [if !supportLists]--><span style="font-size: 11.0pt; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">8.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 11.0pt; font-family: 'Tahoma','sans-serif';">It has installed one piezometer inside the industry and 2 piezometers outside the industry in the plantation area.</span></p>
<p class="MsoListParagraph" style="margin-left: .25in; text-align: justify; text-indent: -.25in; mso-list: l5 level1 lfo2;"><!-- [if !supportLists]--><span style="font-size: 11.0pt; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">9.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 11.0pt; font-family: 'Tahoma','sans-serif';">The treated wastewater is used for plantation or irrigation purpose. It has about 20.5 acre of land under plantation within the premises. It has intimated that about 83 acres of land is also provided outside the industry for plantation for utilization of treated wastewater. Beside that about 100 acres of crop land is being irrigated with treated wastewater. Pipeline network is provided for distribution of treated wastewater. The area under plantation was checked in the Village Banah and observed that the plantation is developed as per Karnal Technology and is located on both sides of the natural water drain. However, during visit, the natural water drain found dry. The plantation across the Bist – Doab canal was also checked and seen that the plantation is developed as per Karnal Technology and no outlet seen discharged into river Sutlej. </span></p>
<p class="MsoListParagraph" style="text-align: justify;"><strong><span style="font-size: 11.0pt; font-family: 'Tahoma','sans-serif';">Air Pollution & its Control:</span></strong></p>
<p class="MsoListParagraph" style="margin-left: .25in; text-align: justify; text-indent: -.25in; mso-list: l4 level1 lfo3;"><!-- [if !supportLists]--><span style="font-size: 11.0pt; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">1.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 11.0pt; font-family: 'Tahoma','sans-serif';">The captive power plant of capacity 7.5 MWh is installed. The boiler steam is used to run this plant. </span></p>
<p class="MsoListParagraph" style="margin-left: .25in; text-align: justify; text-indent: -.25in; mso-list: l4 level1 lfo3;"><!-- [if !supportLists]--><span style="font-size: 11.0pt; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">2.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 11.0pt; font-family: 'Tahoma','sans-serif';">It has installed boilers of capacities 45 TPH, 14.5 TPH and 14 TPH. </span></p>
<p class="MsoListParagraph" style="margin-left: .25in; text-align: justify; text-indent: -.25in; mso-list: l4 level1 lfo3;"><!-- [if !supportLists]--><span style="font-size: 11.0pt; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">3.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 11.0pt; font-family: 'Tahoma','sans-serif';">The boiler of capacity 45 TPH is using Rice Husk @ 240 TPD as fuel and equipped with ESP as APCD. During visit dated 09.03.2023, the boiler was in operation and emission sample was collected. As per emission analysis report, the concentration of PM in the emission is 127 mg/Nm<sup>3</sup>, which is within permissible limits. However, the stack provided with the ESP is not having safe sampling arrangements. </span></p>
<p class="MsoListParagraph" style="margin-left: .25in; text-align: justify; text-indent: -.25in; mso-list: l4 level1 lfo3;"><!-- [if !supportLists]--><span style="font-size: 11.0pt; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">4.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 11.0pt; font-family: 'Tahoma','sans-serif';">The ESP is not provided with separate energy meter. </span></p>
<p class="MsoListParagraph" style="margin-left: .25in; text-align: justify; text-indent: -.25in; mso-list: l4 level1 lfo3;"><!-- [if !supportLists]--><span style="font-size: 11.0pt; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">5.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 11.0pt; font-family: 'Tahoma','sans-serif';">The OCEMS is installed at the outlet of the ESP of boiler of capacity 45 TPH. There is no record of upper or lower limits set point, interval for which reading is taken by the system, probe cleaning frequency of the OCEMS. The probe cleaning blower was out of order. The calibration of the system is not carried out since it has been installed. The display of the OCEMS reading is at distance of about 425 m.<span style="mso-spacerun: yes;"> </span></span></p>
<p class="MsoListParagraph" style="margin-left: .25in; text-align: justify; text-indent: -.25in; mso-list: l4 level1 lfo3;"><!-- [if !supportLists]--><span style="font-size: 11.0pt; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">6.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 11.0pt; font-family: 'Tahoma','sans-serif';">The boilers of the capacity 14.5 and 14 TPH capacities are provided with individual multi-cyclones followed by wet scrubber as APCD. These boilers are having common stack. During visit dated 11.04.2023, both the boilers found in operation. CONTINUOUS BLACK SMOKE was being emitted from the common stack. The multi-cyclones were found discharging ash at their bottoms which was observed being emitted at high quantum causing high pollution in its surrounding. No ash collection system is fixed at the bottom of APCD. The boiler area is full of high volumes of ash layers and heaps on the floor causing high pollution during vehicle movement. The overall condition of the boiler area is very bad. Separate energy meters are not provided with the APCDs. No record of the boiler operation is maintained.<span style="mso-spacerun: yes;"> </span></span></p>
<p class="MsoListParagraph" style="margin-left: .25in; text-align: justify; text-indent: -.25in; mso-list: l4 level1 lfo3;"><!-- [if !supportLists]--><span style="font-size: 11.0pt; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">7.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 11.0pt; font-family: 'Tahoma','sans-serif';">No OCEMS is installed with the stacks of boilers of capacities 14 TPH and 14.5 TPH. </span></p>
<p class="MsoListParagraph" style="margin-left: .25in; text-align: justify; text-indent: -.25in; mso-list: l4 level1 lfo3;"><!-- [if !supportLists]--><span style="font-size: 11.0pt; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">8.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 11.0pt; font-family: 'Tahoma','sans-serif';">The rice husk is fed to the boilers with the help of conveyors. There is dry screener for removal of dust from the rice husk which was in operation. It is not having any emission control system and is emitting lot of dust emission during operation. </span></p>
<p class="MsoListParagraph" style="margin-left: .25in; text-align: justify; text-indent: -.25in; mso-list: l4 level1 lfo3;"><!-- [if !supportLists]--><span style="font-size: 11.0pt; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">9.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 11.0pt; font-family: 'Tahoma','sans-serif';">The majority of rice husk storage is without any shed and cover.<span style="mso-spacerun: yes;"> </span></span></p>
<p class="MsoListParagraph" style="margin-left: .25in; text-align: justify; text-indent: -.25in; mso-list: l4 level1 lfo3;"><!-- [if !supportLists]--><span style="font-size: 11.0pt; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">10.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 11.0pt; font-family: 'Tahoma','sans-serif';">There are 2 number of Fluidized Bed Reactors of capacities 80 MTD (old) and 120 MTD (new) for recovery of Black Liquor. Out of these, one is operated at a time. The black liquor is fed @ 9 m<sup>3</sup>/hr in both the FBRs. The fluidized bed consists of Sodium Carbonate pellets which are fluidized with the hot air and flue gas. The fluidized bed is first pre-heated upto 600<sup>0</sup>C with the help of burning of diesel @ 120 lt/hr for 8 hours. Afterwards, the bed temperature is maintained between 600 and 620<sup>0</sup>C. The black liquor is sprayed from the top of the FBR through nozzle. The flue gas alongwith hot air passes through the cyclone from where it is passed through a wet scrubber having submerged head for inlet gases. The black liquor is recirculated in the wet scrubber. No record of wet scrubber and cyclone operation is maintained.</span></p>
<p class="MsoListParagraph" style="margin-left: .25in; text-align: justify; text-indent: -.25in; mso-list: l4 level1 lfo3;"><!-- [if !supportLists]--><span style="font-size: 11.0pt; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">11.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 11.0pt; font-family: 'Tahoma','sans-serif';">The industry has installed MEE of 8 effects with recovery units. Out of 8 effects, 6 are operated and 2 remains standby for cleaning purpose.<span style="mso-spacerun: yes;"> </span></span></p>
