<p><span lang="EN-US">RO has reported that the subject cited industry has obtained consent to operate under Air (Prevention & Control of Pollution) Act, 1981 from the Board for the production of Fermented Milk Products (Curd) @ 500 Kgs/Day, Standardised Pouch Milk @ 2000 Kgs/Day, Desi Ghee @ 1.9 Metric Tonnes/Day, Skimmed Milk Powder @ 2.8 Metric Tonnes/Day from Milk @ 48 KL/Day as raw material, which are valid upto 30.09.2024.</span></p>
<p><span lang="EN-US">The industry was visited by the Officer of this office on 28.04.2022 surprisingly to verify latest status of the industry and was observed that the industry was violating the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 and conditions of the consent granted under both acts. The status was forwarded to the Competent Authority to taking action against the industry.</span></p>
<p><span lang="EN-US">The SCN for violations of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 was issued to the industry vide Zonal Office letter no. 1962-63 dated 13/06/2022 within an opportunity of personal hearing before the SEE, Zonal Office, Amritsar on 28/06/2022 which was further postponed on 30/06/2022.</span></p>
<p><span lang="EN-US">After hearing the Officer of the Board, representative of the industry and facts on the record, the Senior Environmental Engineer decided that:-</span></p>
<p><span lang="EN-US">1. </span><span lang="EN-US">The industry shall appoint technical qualified for the operation and maintenance of ETP.</span></p>
<p><span lang="EN-US">2. </span><span lang="EN-US">The industry shall obtain the necessary permission from MC Fatehgarh Churian regarding disposal of treated waste water into MC sewer within three month.</span></p>
<p><span lang="EN-US">3. </span><span lang="EN-US">The industry shall apply for fresh consent to operate under Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981 for change in mode of disposal of treated effluent after three months.</span></p>
<p><span lang="EN-US">4. </span><span lang="EN-US">The EERO shall collect the water and air samples of the industry within 07-days and submit report along with recommendations accordingly.</span></p>
<p><span lang="EN-US">5. </span><span lang="EN-US">The industry shall till such time utilize the treated effluent onto land for irrigation purpose as per kernel technology.</span></p>
<p><span lang="EN-US">6. </span><span lang="EN-US">The industry shall use the fuel for which consent to operate under Air Act has been obtained and if found violations the boiler of the industry shall be sealed.</span></p>
<p><span lang="EN-US">In compliance of the decisions of the personal hearing the industry was re-visited by AEE of this office on 17/08/2022 it observed as under:-</span></p>
<p><span lang="EN-US">1. </span><span lang="EN-US">The industry was in operation and was engaged in production of milk products.</span></p>
<p><span lang="EN-US">2. </span><span lang="EN-US">Rice husk was lying in the premises of the industry for use as fuel in boiler.</span></p>
<p><span lang="EN-US">3. </span><span lang="EN-US">The industry started the operation of ETP at the time of visit and treated effluent was being discharged into MC, sewer. Effluent samples were collected from the outlet of ETP and sent to Zonal Lab, Jalandhar for analysis and as per report received vide zonal lab, Jalandhar letter endst. No. 2465-67 dated 05/09/2022 the industry was not meeting with the prescribed standards of the Board.</span></p>
<p><span lang="EN-US">Further, as per decisions of the personal hearing the industry was not submitted any permission obtained from MC regarding disposal of treated waste water into MC sewer. The industry had not applied fresh consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981.</span></p>
<p><span lang="EN-US">Accordingly, it was recommended to the Competent Authority to revoke the consent granted under Water (Prevention & Control of Pollution) Act, 1974 to the industry as the industry has already being directed through proceedings of the personal hearing issued vide Zonal Office, letter endst. no. 2288 dated 12/07/2022 for obtaining fresh consent to operate under Water (Prevention & Control of Pollution) Act, 1974 for change in mode of disposal of treated effluent. Consent to operate under Water (Prevention & Control of Pollution) Act, 1974 was revoked vide Zonal Office, letter no. 4016-17 dated 14/12/2022.</span></p>
<p><span lang="EN-US">In compliance of the decisions of the personal hearing dated 30/06/2022 the industry submitted copy of permission obtained from PWSSB, Sub Division, Batala issued vide letter 45 dated 20/01/2023 regarding disposal of treated water into MC sewer along with receipts of fee deposited to the Department in this regard. The industry also requested collect effluent and emission samples of the industry so that revised consent can be applied as per decisions of the personal hearing.</span></p>
<p><span lang="EN-US">The industry was re-visited by the Office of this office on 16/02/2023 to verify the latest status of the industry observed as under:-</span></p>
<p><span lang="EN-US">1. </span><span lang="EN-US">The industry was in operation and was engaged in production milk products.</span></p>
<p><span lang="EN-US">2. </span><span lang="EN-US">Boiler of capacity 5.0 TPH installed by the industry is provided with cyclone as APCD with adequate stack and same was not in operation. Another boiler of capacity 2.0 ton was in operation. Cyclone was provided as APCD along with adequate stack height. Emission samples were collected and were sent to Zonal Lab, Jalandhar for analysis. As per report received from Zonal Lab, Jalandhar vide endst. No. 504-06 dated 27/02/2023 the results of PM are within prescribed limit.</span></p>
<p><span lang="EN-US">Now, the industry has applied obtaining renewal consent to operate under Air (Prevention & control of Pollution) Act, 1981.</span></p>
<p><span lang="EN-US">The industry has deposited Rs. 25,200/- vide online UTR No. 157973789 dated 14/04/2023 under Air Act, 1981, which is adequate upto 30.09.2027.</span></p>
<p><span lang="EN-US">The industry was visited by the Officer of this office on 11/04/2023 in odd hours and observed as under:-</span></p>
<p><span lang="EN-US">1. </span><span lang="EN-US">The industry was in operation and was engaged in processing of milk and production of curd only.</span></p>
<p><span lang="EN-US">2. </span><span lang="EN-US">The industry has installed 02 nos. boilers, cyclone was provided as APCD along with adequate stack height with each boiler. Rice husk was in use as fuel.</span></p>
<p><span lang="EN-US">3. </span><span lang="EN-US">The ETP installed by the industry was in operation and treated effluent was being discharged into MC sewer after treatment.</span></p>
<p><span lang="EN-US">It is again intimated that air emissions samples of the industry were already collected on 16/02/2023 and were sent to Zonal Lab, Jalandhar for analysis. As per report received from Zonal Lab, Jalandhar vide endst. No. 504-06 dated 27/02/2023 the results of PM are within prescribed limit.</span></p>
<p><span lang="EN-US">The industry is complying with the provisions of the Air (Prevention & control of Pollution) Act, 1981.</span></p>
<p><span lang="EN-US">RO has recommended that </span>the consent to operate under Air (Prevention & control of Pollution) Act, 1981 for the production of Fermented Milk Products (Curd) @ 500 Kgs/Day, Standardised Pouch Milk @ 2000 Kgs/Day, Desi Ghee @ 1.9 Metric Tonnes/Day, Skimmed Milk Powder @ 2.8 Metric Tonnes/Day from Milk @ 48 KL/Day as raw material, may be granted to the industry for a period upto 30.9.2027 with suitable conditions.</p>
<p><span lang="EN-US">In view of above, it is recommended that the consent to operate under Air (Prevention & control of Pollution) Act, 1981 for the production of Fermented Milk Products (Curd) @ 500 Kgs/Day, Standardised Pouch Milk @ 2000 Kgs/Day, Desi Ghee @ 1.9 Metric Tonnes/Day, Skimmed Milk Powder @ 2.8 Metric Tonnes/Day from Milk @ 48 KL/Day as raw material, may be granted to the industry for a period upto 30.9.2027 with suitable conditions. </span></p>
