<p class="MsoNormal" style="text-align: justify;"><span style="color: black; mso-themecolor: text1;">•The applicant has applied for obtaining consent to establish (NOC) of the Board from pollution angle under the provisions of the Water Act, 1974 and Air Act, 1981 for the manufacturing of Fortified rice @ 50 MTD by using raw material Broken Rice @ 49 MTD and IRON, FOLIC, ACID, VIT B12, VIT A Etc. @ 1 MTD and has deposited Rs. 4200/- as NOC fee vide UTR no. 130683963 dated 25.03.2023 against the assets of Rs. 94 lakhs, which is adequate for one year. </span></p>
<p class="MsoNormal" style="text-align: justify;"><span style="color: black; mso-themecolor: text1;">• The applicant has proposed to install a manufacturing of Fortified Rice unit in the revenue area of Village Gagowal, Talwandi Road Mansa<strong>.</strong></span></p>
<p class="MsoNormal" style="text-align: justify;"><span style="color: black; mso-themecolor: text1;">• The industry has got Change of Land Use from the Department of Town and Country Planning, Punjab, DTP, Mansa vide letter no. 82 dated 06.02.2023 in which they reveal that the site does not fall under any notified master plan / LPA, however, as per the draft LPA and surrounding area, the site may fall in the estimated industrial zone. As such the manufacturing of fortified rice is covered in Green category, such industry is permissible in this land use zone. Further, in the same letter condition has been imposed that in case during the finalization / approval of Master Plan of Sardulgarh, if the site falls in the non-confirming land use, then the PP will comply with the section 79 of the Punjab Regional and Town and Development Act, 1995.</span></p>
<p class="MsoNormal" style="text-align: justify;"><span style="color: black; mso-themecolor: text1;">• The industry has submitted a report from Tehsildar, Mansa vide dated 16.03.2023 the site falls more than 100 meters away from any residential area.</span></p>
<p class="MsoNormal" style="text-align: justify;"><span style="color: black; mso-themecolor: text1;">• The site of the industry was visited by AEE of this office on 04.04.2023 and it was observed that the applicant has started the civil work at site. The site falls more than 100 meters away from the lal lakir / phirni of the village, more than 100 meters away from any MC limit and there is no residential area or 15 pucca houses within 100-meter radius of the site. </span></p>
<p class="MsoNormal" style="text-align: justify;"><span style="color: black; mso-themecolor: text1;">As per the project report submitted by the project proponent, there is no such process from where trade effluent will generate and there is no such process from air emission will be generated. </span></p>
<p class="MsoNormal" style="text-align: justify;"><span style="color: black; mso-themecolor: text1;">The domestic effluent @ 0.8 KLD has been proposed to be discharged onto land for plantation after treatment in septic tank.</span></p>
<p class="MsoNormal" style="text-align: justify;"><span style="color: black; mso-themecolor: text1;">• Since, site falls more than 100 meters away from the lal lakir / phirni of the village, more than 100 meters away from any MC limit and there is no residential area or 15 pucca houses within 100-meter radius of the site. </span></p>
<p class="MsoNormal" style="text-align: justify;"><span style="color: black; mso-themecolor: text1;">There is no generation of trade effluent as well as air pollution from the proposed industry process.</span></p>
<p class="MsoNormal" style="text-align: justify;"><span style="color: black; mso-themecolor: text1;">It is, therefore, recommended that consent to establish (NOC) may be granted to the industry for the manufacturing of Fortified rice @ 50 MTD by using raw material Broken Rice @ 49 MTD and IRON, FOLIC, ACID, VIT B12, VIT A Etc. @ 1 MTD subject to the usual conditions alongwith the specific conditions that</span></p>
