Now the HCF has applied for grant of renewal of consent to operate under the Water Act, 1974 for 25 bedded facility. The HCF has submitted requisite documents through OCMMS.&nbsp;Rs. 9,000/- vide R.No. 78/5240 dated 19.07.2019 under Air (Prevention &amp; Control of Pollution) Act, 1981 and consent fee for Rs. 9,000/- vide R.No. 77/5240 dated 19.07.2019 under Water (Prevention and Control of Pollution) Act, 1974, which is adequate upto 31.03.2028. </span></p> <p class="MsoNormal" style="mso-margin-top-alt: auto; mso-margin-bottom-alt: auto; text-align: justify; text-justify: inter-ideograph; line-height: 21.75pt; background: white;"><span style="font-size: 13.5pt; font-family: 'Segoe UI','sans-serif'; mso-fareast-font-family: 'Times New Roman'; color: black;">Further, as per Head Office order no. 601 dated 16.12.2021, the Competent Authority of the Board in partial modification to earlier Board&rsquo;s office order no. 468 dated 31-08-2021, has decided that HCFs up to 50 bed capacity which are discharging their liquid waste into public sewer and operating within MC limits of towns, where terminal sewage treatment plants (STPs) have been installed, shall be granted consents/authorization by Punjab Pollution Control Board (PPCB) without installation of individual ETPs, as an interim arrangement/measure, subject to the condition that HCF shall ensure to comply with the effluent standards as notified under Bio-medical Waste Management Rules, 2016 amended up to date and subsequent amendments if any.</span></p> <p class="MsoNormal" style="mso-margin-top-alt: auto; mso-margin-bottom-alt: auto; text-align: justify; text-justify: inter-ideograph; line-height: 21.75pt; background: white;"><span style="font-size: 13.5pt; font-family: 'Segoe UI','sans-serif'; mso-fareast-font-family: 'Times New Roman'; color: black;">&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Further, the competent authority of the Board has clarified vide no. HQ-3/EPA/2022/393-408 dated 06.06.2022 that bedded HCFs are required to comply with the standards prescribed under schedule-ll of the BMW Rules, 2016. In case, wastewater is discharged into a public sewer connected to the terminal STP, the bedded HCFs are required to meet general standards as notified under Environment (Protection) Act, 1986&nbsp;</span></p> <p class="MsoNormal" style="mso-margin-top-alt: auto; mso-margin-bottom-alt: auto; text-align: justify; text-justify: inter-ideograph; line-height: 21.75pt; background: white;"><span style="font-size: 13.5pt; font-family: 'Segoe UI','sans-serif'; mso-fareast-font-family: 'Times New Roman'; color: black;"><span style="mso-spacerun: yes;">&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; </span>Further, the HCF has also extended the validity of bank guarantee bearing no. 034GT02193580001 dated 24.12.2019 of amounting Rs. 50000/- upto 23.12.2025. </span></p> <p class="MsoNormal" style="mso-margin-top-alt: auto; mso-margin-bottom-alt: auto; text-align: justify; text-justify: inter-ideograph; line-height: 21.75pt; background: white;"><span style="font-size: 13.5pt; font-family: 'Segoe UI','sans-serif'; mso-fareast-font-family: 'Times New Roman'; color: black;">&nbsp;</span></p> <p class="MsoNormal" style="mso-margin-top-alt: auto; mso-margin-bottom-alt: auto; text-align: justify; text-justify: inter-ideograph; line-height: 21.75pt; background: white;"><span style="font-size: 13.5pt; font-family: 'Segoe UI','sans-serif'; mso-fareast-font-family: 'Times New Roman'; color: black;">The said HCF falls under the Jurisdiction of M.C Ludhiana, where terminal STP has already been installed. Further, the HCF has installed its own ETP-cum-STP as per application form. </span></p> <p class="MsoNormal" style="mso-margin-top-alt: auto; mso-margin-bottom-alt: auto; text-align: justify; text-justify: inter-ideograph; line-height: 21.75pt; background: white;"><span style="font-size: 13.5pt; font-family: 'Segoe UI','sans-serif'; mso-fareast-font-family: 'Times New Roman'; color: black;">&nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; Keeping above in view, it is recommended that consent to operate under the Water Act, 1974 may be granted to the HCF upto 31.03.2024 subject to suitable conditions and specific conditions as under: -</span></p> <p class="MsoNormal" style="mso-margin-top-alt: auto; mso-margin-bottom-alt: auto; text-align: justify; text-justify: inter-ideograph; line-height: 21.75pt; background: white;"><span style="font-size: 13.5pt; font-family: 'Segoe UI','sans-serif'; mso-fareast-font-family: 'Times New Roman'; color: black;">1. The HCF shall always meet the general effluent standards&nbsp;as notified under Environment (Protection) Act, 1986.&nbsp;</span></p> <p class="MsoNormal" style="mso-margin-top-alt: auto; mso-margin-bottom-alt: auto; text-align: justify; text-justify: inter-ideograph; line-height: 21.75pt; background: white;"><span style="font-size: 13.5pt; font-family: 'Segoe UI','sans-serif'; mso-fareast-font-family: 'Times New Roman'; color: black;">2. The HCF shall not increase the bed capacity without the prior permission of the Board.</span></p> <p class="MsoNormal" style="mso-margin-top-alt: auto; mso-margin-bottom-alt: auto; text-align: justify; text-justify: inter-ideograph; line-height: 21.75pt; background: white;"><span style="font-size: 13.5pt; font-family: 'Segoe UI','sans-serif'; mso-fareast-font-family: 'Times New Roman'; color: black;">3.
