CTOW/Renewal/MOG/2020/12641456 and CTOA/Renewal/MOG/2020/12641428 dated 03.07.2020 for operation of rice sheller unit for production of raw rice @ 6 TPH with dryer alongwith sortex machine of capacity 4 TPH, for a period upto 30.09.2023, subject to the suitable conditions mentioned therein.</span></p>
<p class="MsoNormal" style="mso-margin-top-alt: auto; mso-margin-bottom-alt: auto; text-align: justify; line-height: 13.8pt; background: white;"><span style="font-size: 12.0pt; font-family: 'Arial','sans-serif'; mso-fareast-font-family: 'Times New Roman';"> Now the industry has applied for obtaining renewal of consents under the Water Act, 1974 and Air Act, 1981 through OCMMS for operation of rice sheller unit for production of raw rice @ 6 TPH with dryer, alongwith sortex machine of capacity 4 TPH for manufacturing of sorted rice. Details of the case are as under:</span></p>
<p class="MsoListParagraph" style="margin-left: 0in; text-align: justify; text-indent: -.25in; line-height: 13.8pt; mso-list: l1 level1 lfo2; background: white;"><!-- [if !supportLists]--><span style="font-family: 'Arial','sans-serif'; mso-fareast-font-family: Arial;"><span style="mso-list: Ignore;">1.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-family: 'Arial','sans-serif';">The industry has submitted CA certificate as on dated 31.01.2023 regarding its gross fixed assets of Rs. 97.51 lakhs. The industry has deposited Rs. 28,000/- vide UTR.no. SDL125035294 dated 04.03.2023 under the Water Act, 1974 and Rs. 28,000/- vide UTR.no. SDL125035487 dated 04.03.2023 under Water Act, 1974 and Air Act, 1981 respectively, which is adequate for a period up to 30.09.2028 under the both Acts adding the value of lease land deed. </span></p>
<p class="MsoListParagraph" style="margin-left: 0in; text-align: justify; text-indent: -.25in; line-height: 13.8pt; mso-list: l1 level1 lfo2; background: white;"><!-- [if !supportLists]--><span style="font-family: 'Arial','sans-serif'; mso-fareast-font-family: Arial;"><span style="mso-list: Ignore;">2.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-family: 'Arial','sans-serif';">The industry has submitted lease deed executed on 28.02.2023 @ Rs. 15,000 per annum with validity upto 6 years. <span style="mso-spacerun: yes;"> </span></span></p>
<p class="MsoNormal" style="mso-margin-top-alt: auto; mso-margin-bottom-alt: auto; text-align: justify; text-indent: 63.0pt; line-height: 13.8pt; background: white;"><span style="font-size: 12.0pt; font-family: 'Arial','sans-serif'; mso-fareast-font-family: 'Times New Roman';">The industry was visited by undersigned (AEE) on 27.03.2023 and it was observed as under:-</span></p>

<p class="MsoListParagraph" style="margin-left: 31.5pt; text-align: justify; text-indent: -31.5pt; line-height: 13.8pt; mso-list: l0 level1 lfo1; background: white;"><!-- [if !supportLists]--><span style="font-family: 'Arial','sans-serif'; mso-fareast-font-family: Arial;"><span style="mso-list: Ignore;">•<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-family: 'Arial','sans-serif';">The industry has installed cyclone as APCD with shelling section single line pneumatic as well as with the paddy pre-cleaner of drier section, separately, to contain the process emissions and the same were in operationable condition with all dust emitting points connected to the APCDs. The industry has installed sortex machine in its premises. </span></p>
<p class="MsoListParagraph" style="margin-left: 31.5pt; text-align: justify; text-indent: -31.5pt; line-height: 13.8pt; mso-list: l0 level1 lfo1; background: white;"><!-- [if !supportLists]--><span style="font-family: 'Arial','sans-serif'; mso-fareast-font-family: Arial;"><span style="mso-list: Ignore;">•<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-family: 'Arial','sans-serif';">The industry has provided stack of adequate height with the APCDs with provisions to facilitate emissions sampling. </span></p>
<p class="MsoListParagraph" style="margin-left: 31.5pt; text-align: justify; text-indent: -31.5pt; line-height: 13.8pt; mso-list: l0 level1 lfo1; background: white;"><!-- [if !supportLists]--><span style="font-family: 'Arial','sans-serif'; mso-fareast-font-family: Arial;"><span style="mso-list: Ignore;">•<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-family: 'Arial','sans-serif';">The industry has provided brick wall of adequate length & 10 feet height in front of the husk discharge / storage area and has also provided mesh wire of 5' height above the said wall in compliance to code of practice prescribed by the Govt. vide order dt. 15.10.2013. </span></p>
<p class="MsoListParagraph" style="margin-left: 31.5pt; text-align: justify; text-indent: -31.5pt; line-height: 13.8pt; mso-list: l0 level1 lfo1; background: white;"><!-- [if !supportLists]--><span style="font-family: 'Arial','sans-serif'; mso-fareast-font-family: Arial;"><span style="mso-list: Ignore;">•<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-family: 'Arial','sans-serif';">The industry has provided conical pipe of length 3 feet having diameter varied from 10 Inches to 12 Inches at the mouth of the rice husk discharge pipe outside the processing shed. </span></p>

<p class="MsoListParagraph" style="text-align: justify; text-indent: 1.5in; line-height: 13.8pt; background: white;"><span style="font-family: 'Arial','sans-serif';">The industry is complying with the provisions of the Water Act, 1974 & Air Act, 1981 as well as code of practice prescribed by the Govt. vide order dt. 15.10.2013.</span></p>

<p class="MsoNormal" style="mso-margin-top-alt: auto; mso-margin-bottom-alt: auto; text-align: justify; text-indent: 63.0pt; line-height: 13.8pt; background: white;"><span style="font-size: 12.0pt; font-family: 'Arial','sans-serif'; mso-fareast-font-family: 'Times New Roman';">Keeping in view of the above may if approved:</span></p>
<p class="MsoNormal" style="mso-margin-top-alt: auto; mso-margin-bottom-alt: auto; text-align: justify; line-height: normal; background: white;"><span style="font-size: 12.0pt; font-family: 'Arial','sans-serif'; mso-fareast-font-family: 'Times New Roman';">Renewal of consent to operate under the Water Act, 1974 and Air Act, 1981 may be granted to the industry up to 30.09.2028 for operation of rice sheller unit for production of raw rice @ 6 TPH with dryer alongwith sortex machine of capacity 4 TPH for manufacturing of sorted rice, subject to the suitable conditions and following specific condition:</span></p>
<p class="MsoNormal" style="mso-margin-top-alt: auto; mso-margin-bottom-alt: auto; margin-left: .25in; text-align: justify; text-indent: -.25in; line-height: normal; background: white;"><span style="font-size: 12.0pt; font-family: 'Arial','sans-serif'; mso-fareast-font-family: 'Times New Roman';">1.</span><span style="font-size: 12.0pt; font-family: 'Times New Roman','serif'; mso-fareast-font-family: 'Times New Roman';"> </span><span style="font-size: 12.0pt; font-family: 'Arial','sans-serif'; mso-fareast-font-family: 'Times New Roman';">This consent is granted to the industry subject to the submission of analysis report of emission samples collected and analyzed by the Boards lab viz-a-viz achievement of the prescribed emission standards applicable to rice shellers. The industry shall submit analysis report of emission sample analyzed from the Board’s lab to this office, in the upcoming paddy season 2023-24.</span></p>
<p class="MsoNormal" style="mso-margin-top-alt: auto; mso-margin-bottom-alt: auto; margin-left: .25in; text-align: justify; text-indent: -.25in; line-height: normal; background: white;"><span style="font-size: 12.0pt; font-family: 'Arial','sans-serif'; mso-fareast-font-family: 'Times New Roman';">3.</span><span style="font-size: 12.0pt; font-family: 'Times New Roman','serif'; mso-fareast-font-family: 'Times New Roman';"> </span><span style="font-size: 12.0pt; font-family: 'Arial','sans-serif'; mso-fareast-font-family: 'Times New Roman';">The industry will always comply with the guidelines issued by Deptt. of Science Technology & Environment Govt. of Punjab vide Order No. 10/48/2004-STE (4)/932 dated 15.10.2013.</span></p>
<p class="MsoNormal" style="mso-margin-top-alt: auto; mso-margin-bottom-alt: auto; margin-left: .25in; text-align: justify; text-indent: -.25in; line-height: normal; background: white;"><span style="font-size: 12.0pt; font-family: 'Arial','sans-serif'; mso-fareast-font-family: 'Times New Roman';">4.</span><span style="font-size: 12.0pt; font-family: 'Times New Roman','serif'; mso-fareast-font-family: 'Times New Roman';"> </span><span style="font-size: 12.0pt; font-family: 'Arial','sans-serif'; mso-fareast-font-family: 'Times New Roman';">The industry is bound to upgrade / replace its existing APCD as and when asked by the Board.</span></p>
<p class="MsoNormal" style="mso-margin-top-alt: auto; mso-margin-bottom-alt: auto; margin-left: .25in; text-align: justify; text-indent: -.25in; line-height: normal; background: white;"><span style="font-size: 12.0pt; font-family: 'Arial','sans-serif'; mso-fareast-font-family: 'Times New Roman';">5.</span><span style="font-size: 12.0pt; font-family: 'Times New Roman','serif'; mso-fareast-font-family: 'Times New Roman';"> </span><span style="font-size: 12.0pt; font-family: 'Arial','sans-serif'; mso-fareast-font-family: 'Times New Roman';">In case the industry plans to install any DG set within its premises, it shall install acoustic enclosure on the same as per the guidelines prescribed by the Board.</span></p>
