<h6><span lang="EN-US">RO has reported that earlier the industry was granted consent to operate under Water (Prevention & Control of Pollution) Act, 1974 </span><span lang="EN-US">and under Air (Prevention & Control of Pollution) Act, 1981 vide online reference no. CTOW/Varied/GRP/2019/9356575 dated 19/07/2019 & CTOA/Varied/GRP/2019/9356531 dated 09/05/2019 which were valid upto 31/03/2023 for the production of Processed Milk @50000Liter/day, Milk Powder @10Metric Tonnes/Day, Paneer @700Kgs/day, Ghee @5Metric Tonnes/Day, Lassi @8000Liter/day, Dahi @5000Kgs/day & Panjiri @4Metric Tonnes/Day from Raw Milk @100000Liter/day, ATTA @1800Kgs/day, BESAN @800Kgs/day, SUGAR @1200Kgs/day, MINERALS @40Kgs/day & VITAMINS @2Kgs/day as raw material.</span></h6>
<p><span lang="EN-US"> Earlier, the industry was visited by EE along with AEE on 20/11/2022 to verify compliance status of the industry and was observed as under:-</span></p>
<p><span lang="EN-US">1. </span><span lang="EN-US">The industry is a milk processing unit and was in operation. Industry was engaged in production of milk products.</span></p>
<p><span lang="EN-US">2. </span><span lang="EN-US">The industry has installed ETP to treat its effluent being generated from its process. ETP were in operation at the time of visit.</span></p>
<p><span lang="EN-US">3. </span><span lang="EN-US">The industry has installed flow meter at the outlet (EMF) of ETP. Reading of the same was noted i.e. 18 m3/Hr and total discharge i.e. 2795.7 m3. Record has maintained by industry.</span></p>
<p><span lang="EN-US">4. </span><span lang="EN-US">The industry has developed plantation area in approx. 12 Acres for discharging its treated effluent for plantation. The plantation area has developed with Karnal technology, wild grass observed in the plantation area.</span></p>
<p><span lang="EN-US">5. </span><span lang="EN-US">The samples of treated effluent were collected from the outlet of ETP during visit u/s 21 of the Water (Prevention & Control of Pollution) Act, 1974 and were sent to HO lab Patiala for analysis.</span></p>
<p><span lang="EN-US">6. </span><span lang="EN-US">The industry has installed 02 nos. boiler of capacity 01 TPH and 06 TPH in its premise and was using wood & rice husk as fuel at the time of visit. The boiler of 06 TPH is water tube boiler having FBD, which is attached with trima cyclone and wet scrubber as APCD attached with adequate stack height with sampling arrangement.</span></p>
<p><span lang="EN-US">7. </span><span lang="EN-US">The industry has provided a storage tank for storage of ash being generated from the boiler. Ash is being transported through conveyer for storage in storage tank.</span></p>
<p><span lang="EN-US">8. </span><span lang="EN-US">Representative informed that they have made an agreement with a private contractor for disposing of ash and is being disposing in an environmentally sound manner.</span></p>
<p><span lang="EN-US">9. </span><span lang="EN-US">Grey Smoke from stack was observed that at the time of visit.</span></p>
<p><span lang="EN-US">10. </span><span lang="EN-US">The industry is disposing its solid waste in open as observed during visit. Representative was guided to provide compost pits for disposing solid waste in an environmentally sound manner.</span></p>
<p><span lang="EN-US">11. </span><span lang="EN-US">During visit it observed that the industry has discarded its empty/used chemical containers in open. Representative was guided to dispose empty/used containers as per HMW guidelines.</span></p>
<p><span lang="EN-US">12. </span><span lang="EN-US">The industry has also stored its plastic waste in open. No Authorized recycler is attached with the industry for lifting its plastic waste.</span></p>
<p><span lang="EN-US">13. </span><span lang="EN-US">The industry was engaged in installing new refrigeration unit in the place of its old unit.</span></p>
<p><span lang="EN-US">14. </span><span lang="EN-US">The industry has not installed Environmental data Board at its entrance Gate.</span></p>
<p><span lang="EN-US">15. </span><span lang="EN-US">The industry has installed one no. DG set of capacity 750 KVA which is provided with canopy and adequate stack height.</span></p>
<p><span lang="EN-US">16. </span><span lang="EN-US">The industry has provided storage room for storage of HW cat 5.1 provided with lock & key arrangement and Danger sign. The industry has maintained record of HW cat 5.1. Photographs taken during visit are attached.</span></p>
<p><span lang="EN-US">The matter was sent to the Competent Authority of the Board with an opportunity of personal hearing to the industry.</span></p>
<p><span lang="EN-US"> Accordingly, show cause notice for revoking of authorization under Hazardous Waste (Management, Handling & Transboundary Movement) Rules, 2008 framed under Environment (Protection) Act, 1986 (20484191) with an opportunity of persona hearing before the Worthy Chairman of the Board on 03/02/2023 at Head Office, Patiala.</span></p>
<p><span lang="EN-US">After hearing the officers of the Board and representatives of industry, the Chairman of the Board decided as under:-</span></p>
<p><span lang="EN-US">1. </span><span lang="EN-US">The industry shall execute an agreement for disposal of hazardous waste of empty barrel to the authorized recycler approved by the Board and stored in an environmentally sound manner within 15-days.</span></p>
<p><span lang="EN-US">2. </span><span lang="EN-US">The industry shall maintain the records regarding storage and disposal of hazardous wastes of all categories, on daily basis.</span></p>
<p><span lang="EN-US">3. </span><span lang="EN-US">The industry shall apply for varied authorization under Hazardous & Other Wastes (Management and Transboundary Movement) Rules, 2016 through online system within 15-days.</span></p>
<p><span lang="EN-US">4. </span><span lang="EN-US">The project proponent shall properly handle and manage the solid wastages as per the provisions of the Municipal Solid Waste Rules 2016 and ensure that the solid waste is segregated & disposed of in an environmentally sound manner.</span></p>
<p><span lang="EN-US">5. </span><span lang="EN-US">The industry shall execute an agreement with the authorized recycler approved by the Board under Plastic Waste Management Rule, 2016.</span></p>
<p><span lang="EN-US">6. </span><span lang="EN-US">The Project Proponent shall develop the vermi-composting/composting to manage the bio-degradable solid wastes.</span></p>
<p><span lang="EN-US">7. </span><span lang="EN-US">The industry shall apply for renewal of consent to operate under Water (Prevention & Control of Pollution) Act 1974 and Air (Prevention & Control of Pollution) Act, 1981 and renewal of Authorization under Hazardous & Other Wastes (Management and Transboundary Movement) Rules, 2016.</span></p>
<p><span lang="EN-US">8. </span><span lang="EN-US">The Regional Office, Batala shall verify the status, process Consent applications as well as Authorization application on merit.</span></p>
<p><span lang="EN-US"> </span><span lang="EN-US">Now the industry has applied renewal consent to operate under Water (Prevention & Control of Pollution) Act, 1974 as amended in 1988 and Air (Prevention & Control of Pollution) Act, 1981 as amended in 1987 for the production of Processed Milk @ 50000 Liter/day, Milk Powder @ 10 MT/Day, Paneer @ 700 Kgs/day, Ghee @ 5 MT/Day, Lassi @ 8000 Liter/day, Dahi @ 5000 Kgs/day & Panjiri @ 4 MT/Day from Raw Milk @ 100000 Liter/day, Atta @ 1800 Kgs/day, Besan @ 800 Kgs/day, Sugar @ 1200 Kgs/day, Minerals @ 40 Kgs/day & Vitamins @ 2 Kgs/day as raw material.</span></p>
<p><span lang="EN-US">The industry has deposited Rs. 2,82,500/- vide online UTR No. SBINR52023032138698518 dated 21.03.2023 as air consent fee including Rs. 500/- as application fee and Rs. 3,38,400/- vide online UTR No. SBINR52023032138698510 dated 21/03/2023 as water consent fee including Rs. 56,400/- as NOC regularization fee, which are valid upto 31/03/2028 under both acts.</span></p>
<p><span lang="EN-US">The industry also submitted the compliance of the decisions of the personal hearing dated 03/02/2023 in writing.</span></p>
<p><span lang="EN-US"> The effluent samples collected during visit dated 20/11/2022 were sent to Head Office, Lab, Patiala for analysis and as per analysis report issued from Head Office, Lab, Patiala vide letter no. 25202-04 dated 30/11/2022 the parameters are within limit as per prescribed by the Board. Air emissions sample of the industry was also collected on 16/02/2023 and as per report issued from Zonal Lab, Jalandhar vide letter endst. no. 510-12 dated 27/02/2023 the parameters are within limit as per prescribed by the Board.</span></p>
<p><span lang="EN-US"> The industry was visited by EE along with AEE on 17.04.2023 and observed as under:-</span></p>
<p><span lang="EN-US">1. </span><span lang="EN-US">The industry was in operation and was engaged in process of milk processing.</span></p>
<p><span lang="EN-US">2. </span><span lang="EN-US">The industry has installed ETP to treat its effluent being generated from its process. ETP were in operation at the time of visit. The industry has installed flow meter at the outlet (EMF) of ETP. Reading of the same was noted i.e. 22.8 m3/Hr and total discharge i.e. 32206.8 m3. Record regarding operation of the ETP has maintained by industry. The industry has developed plantation area in approx. 12 Acres for discharging its treated effluent for plantation. The plantation area has developed with Karnal technology with well-developed tress. Sludge being generated from ETP found stored in sludge storage pits.</span></p>
<p><span lang="EN-US">3. </span><span lang="EN-US">The industry has installed 03 nos. boiler of capacity 01 TPH and 02 nos. of capacity 06 TPH each (one no. boiler of 6 TPH is not operational) in its premise and was using wood & rice husk as fuel at the time of visit. The boiler of 06 TPH is water tube boiler having FBD, which is attached with trima cyclone and wet scrubber as APCD attached with adequate stack height with sampling arrangement. The industry has provided a storage tank for storage of ash being generated from the boiler. Ash is being transported through conveyer for storage in storage tank. Representative informed that they have made an agreement with a private contractor for disposing of ash and is being disposing in an environmentally sound manner.</span></p>
<p><span lang="EN-US">4. </span><span lang="EN-US">The industry has provided environment data board at its entrance gate.</span></p>
<p><span lang="EN-US">5. </span><span lang="EN-US"> The industry has installed 01 no. DG set of capacity 750 KVA which has provided with canopy and adequate stack.</span></p>
<p><span lang="EN-US">Compliance of the decisions of the personal hearing dated 03/02/2023 was also verified during visit as under:-</span></p>
<p><span lang="EN-US">a. </span><span lang="EN-US">The industry has now provided common storage shed with partition for storage of HW Cat. 33.1 (empty barrels) and plastic waste generated. The industry has also provided separate storage room for storage of HW cat. 5.1. Storage facilities provided by the industry are impervious.</span></p>
<p><span lang="EN-US">b. </span><span lang="EN-US">During visit representative submitted a copy of agreement made with M/s Shiv Shanker Traders, Amritsar for disposal of HW Cat. 33.1 and also The industry also submitted document regarding engagement of M/s Nitya Plastic Udyog, Mathra, Uttar Pradesh for disposal/lifting of plastic waste.</span></p>
<p><span lang="EN-US">c. </span><span lang="EN-US">The industry has maintained record regarding storage and disposal of HW categories.</span></p>
<p><span lang="EN-US">d. </span><span lang="EN-US">The industry was in process to construct compost pits for disposal of solid waste. Representative of the industry informed that they are in touch with Guru Nanak Dev University, Amritsar for providing guidance to construct and maintain vermi-composting in there industry. Representative also submitted copies of emails in this regard shared with officials of Guru Nanak Dev University, Amritsar.</span></p>
<p><span lang="EN-US">e. </span><span lang="EN-US">The representative of the industry informed that they are in-process to apply for obtaining authorization under HWM Rules, 2016 for HW cat. 5.1 and 33.1.</span></p>
<p><span lang="EN-US"><span lang="EN-US"> The industry is complying with the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and under Air (Prevention & Control of Pollution) Act, 1981 as well as decisions of the personal hearing dated 03/02/2023.</span></span></p>
<p><span lang="EN-US"><span lang="EN-US">RO has recommended that </span></span>the consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and under Air (Prevention & Control of Pollution) Act, 1981 may be granted to the industry for a period upto 31/03/2028 for the production of Processed Milk @50000Liter/day, Milk Powder @10Metric Tonnes/Day, Paneer @700Kgs/day, Ghee @5Metric Tonnes/Day, Lassi @8000Liter/day, Dahi @5000Kgs/day & Panjiri @4Metric Tonnes/Day from Raw Milk @100000Liter/day, ATTA @1800Kgs/day, BESAN @800Kgs/day, SUGAR @1200Kgs/day, MINERALS @40Kgs/day & VITAMINS @2Kgs/day as raw material with suitable conditions.</p>
<p><span lang="EN-US">In view of the above, it is therefore, recommended that the consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and under Air (Prevention & Control of Pollution) Act, 1981 may be granted to the industry for a period upto 31/03/2028 for the production of Processed Milk @50000Liter/day, Milk Powder @10Metric Tonnes/Day, Paneer @700Kgs/day, Ghee @5Metric Tonnes/Day, Lassi @8000Liter/day, Dahi @5000Kgs/day & Panjiri @4Metric Tonnes/Day from Raw Milk @100000Liter/day, ATTA @1800Kgs/day, BESAN @800Kgs/day, SUGAR @1200Kgs/day, MINERALS @40Kgs/day & VITAMINS @2Kgs/day as raw material with suitable conditions. </span></p>
