The industry was granted varied consent to operate under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Varied/SAS/2022/17922649 dated 16.04.2022 which was valid upto 30.09.2022 and the Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Varied/SAS/2022/17922355 dated 16.04.2022 which was valid upto 30.09.2022 for manufacturing of Yarn @ 58 MTD by using Cotton Waste @ 58 MTD, Polyester Fiber @ 29 MTD subject to certain terms and conditions mentioned therein. Thereafter, the project proponent was granted Consent to Operate under the Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Renewal/SAS/2023/20571804 dated 12.02.2023, valid till 11.08.2023 for manufacturing of manufacturing of Yarn @ 58 MTD by using Waste Cotton @ 40 MTD and Polyester /Acrylic fiber/wool fiber and other manmade fiber @ 20 MTD as a raw material. However, the renewal of Consent to Operate applied under Water (Prevention & Control of Pollution) Act, 1974, was refused vide no. CTOW/Renewal/SAS/2023/20571826 dated 13.03.2023 due to violations observed during visit as under: <span style="font-size: 12.0pt; line-height: 115%; font-family: 'Cambria','serif'; mso-ascii-theme-font: major-latin; mso-fareast-font-family: Cambria; mso-fareast-theme-font: major-latin; mso-hansi-theme-font: major-latin; mso-bidi-font-family: Cambria; mso-bidi-theme-font: major-latin;">1.                 The industry has established 50 no. quarters for 200 labours and 20 no. quarters for 50 staff members within its premises. The industry has installed STP for the treatment of wastewater generated from the toilets of the quarters. STP was in operation during visit and sample was collected from outlet of STP . and the results are beyond the prescribed limits of the Board. No water meter & energy meter was provided with STP. No record of operation of STP is being maintained. The industry has provided a byepass near the collection tank from where untreated wastewater was being disposed off along with treated water onto land for plantation developed by industry outside its premises at the distance of 100-150 mtr.. The plantation area was also visited and it was observed that the around 1 acre area was developed as per Karnal Technology. <span style="font-size: 12.0pt; line-height: 115%; font-family: 'Cambria','serif'; mso-ascii-theme-font: major-latin; mso-fareast-font-family: Cambria; mso-fareast-theme-font: major-latin; mso-hansi-theme-font: major-latin; mso-bidi-font-family: Cambria; mso-bidi-theme-font: major-latin;">2.                 The industry has provided a canteen within its premises for the preparation of food for the staff & labour and wastewater from washing of utensils was found spilled outside the premises leading to network connected with plantation area.  <span style="font-size: 12.0pt; line-height: 115%; font-family: 'Cambria','serif'; mso-ascii-theme-font: major-latin; mso-fareast-font-family: Cambria; mso-fareast-theme-font: major-latin; mso-hansi-theme-font: major-latin; mso-bidi-font-family: Cambria; mso-bidi-theme-font: major-latin;">3.                 The industry has installed septic tank of size 4 m x 10 m x 3.5 m for the treatment of wastewater generated from the toilets of the office and the representative informed that the same was cleared through tankers. Now, the project proponent has applied renewal of Consent to Operate under the Air (Prevention & Control of Pollution) Act, 1981 f or manufacturing of manufacturing of Yarn @ 58 MTD by using Waste Cotton @ 40 MTD and Polyester /Acrylic fiber/wool fiber and other manmade fiber @ 20 MTD as a raw material along with requisite documents. The project proponent has submitted CA Certificate with the value of fixed assets of Rs. 92.04 crore on 31.03.2023. The project proponent has deposited Rs. 420500/- vide UTR No. HDFCR52022092397803514 dated 23.09.2022 under Air (Prevention & Control of Pollution) Act, 1981 & Rs. 36000/- vide UTR No. N340222234780449 dated 06.12.2022 under Air (Prevention & Control of Pollution) Act, 1981 as late fee as well as NOC regularization fee. The total fee deposited by the industry is adequate upto 31.12.2027 under Air (Prevention & Control of Pollution) Act, 1981. The project proponent has submitted compliance report of the previous Consent to Operate under the Air (Prevention & Control of Pollution) Act, 1981 granted to it. The site of the industry was visited by officer of the Board on 18.04.2023 and contacted Sh. Satish Sharma, Engineer Head (7087103920). During the visit, it was observed as under: <p class="MsoListParagraphCxSpFirst" style="mso-add-space: auto; text-align: justify; text-justify: inter-ideograph; text-indent: -21.75pt; line-height: 18.0pt; mso-list: l1 level1 lfo1; background: white; margin: 0cm -2.3pt 6.0pt 26.25pt;">1.         The industry is a cotton spinning unit and same was in operation. <p class="MsoListParagraphCxSpMiddle" style="mso-add-space: auto; text-align: justify; text-justify: inter-ideograph; text-indent: -21.75pt; line-height: 18.0pt; mso-list: l1 level1 lfo1; background: white; margin: 0cm -2.3pt 6.0pt 26.25pt;">2.         The industry is using cut pieces of cotton T-shirt and polyester to manufacture blended yarn. <p class="MsoListParagraphCxSpMiddle" style="mso-add-space: auto; text-align: justify; text-justify: inter-ideograph; text-indent: -21.75pt; line-height: 18.0pt; mso-list: l1 level1 lfo1; background: white; margin: 0cm -2.3pt 6.0pt 26.25pt;">3.         The industry has installed 2 no. cutter, 2 no. Regeneration Fibre Machine, 4 no. MBO machine, 14 card machine, 6 drop rim machine, 15 no. open end machine. The industry has provided cyclone followed by fabric filter with the RGF machine & Cyclone with the Card machine and Open end machine. <p class="MsoListParagraphCxSpMiddle" style="mso-add-space: auto; text-align: justify; text-justify: inter-ideograph; text-indent: -21.75pt; line-height: 18.0pt; mso-list: l1 level1 lfo1; background: white; margin: 0cm -2.3pt 6.0pt 26.25pt;">4.         The industry has installed 02 no. DG set of capacity 1010 KVA which is equipped with canopy and stack of adequate height. <p class="MsoListParagraphCxSpMiddle" style="mso-add-space: auto; text-align: justify; text-justify: inter-ideograph; text-indent: -21.75pt; line-height: 18.0pt; mso-list: l1 level1 lfo1; background: white; margin: 0cm -2.3pt 6.0pt 26.25pt;">5.         The industry has established 50 no. quarters for 200 labours and 20 no. quarters for 50 staff members within its premises. The industry has installed STP for the treatment of wastewater generated from the toilets of the quarters. STP was in operation during visit and sample was collected from outlet of STP and sent for analysis to HO Lab. The industry has provided water meter at the outlet of STP and reading was 434.94 m3 and reading of energy meter was 5747.4 kwh. The industry is now maintaining record of operation of STP wef 21.03.2023 and as per record 12 KLD waste-water is being treated and disposed off in an area of 1 acre developed as per karnal technology outside the premises and the mode of conveyance of water is through fixed underground pipeline. The industry has removed byepass near the collection tank from where untreated wastewater was earlier being disposed off. <p class="MsoListParagraphCxSpMiddle" style="mso-add-space: auto; text-align: justify; text-justify: inter-ideograph; text-indent: -21.75pt; line-height: 18.0pt; mso-list: l1 level1 lfo1; background: white; margin: 0cm -2.3pt 6.0pt 26.25pt;">6.         The industry has provided a canteen within its premises for the preparation of food for the staff & labour and wastewater from washing of utensils is passed through a collection tank having screen leading to network connected with plantation area. The representative was advised to treat the effluent of kitchen in the STP by laying line till that.   <p class="MsoListParagraphCxSpMiddle" style="mso-add-space: auto; text-align: justify; text-justify: inter-ideograph; text-indent: -21.75pt; line-height: 18.0pt; mso-list: l1 level1 lfo1; background: white; margin: 0cm -2.3pt 6.0pt 26.25pt;">7.         The industry has now connected the office toilet with the STP and is no longer using the septic tank. <p class="MsoListParagraphCxSpLast" style="mso-add-space: auto; text-align: justify; text-justify: inter-ideograph; text-indent: -21.75pt; line-height: 18.0pt; mso-list: l1 level1 lfo1; background: white; margin: 0cm -2.3pt 6.0pt 26.25pt;">8.         The industry has provided environmental data board at the entrance of the premises. In view of above, it is recommended that ‘consent to operate’ under the Air (Prevention & Control of Pollution) Act, 1981 may be granted till 31.12.2027 with the same conditions as mentioned in previous Consent to Operate under Air Act, 1981 vide no. CTOA/Fresh/SAS/2020/11677651 dated 31/12/2019. *Competency – Chief Environmental Engineer
