<p style="text-align: justify;">The matter was discussed with Er. Rajiv Gupta and Er. Parveen Saluja. Er. Parveen Saluja submitted that NGT order in this regard has been sent to ROs/ZOs, process it accordingly. </p>
<p style="text-align: justify;">It is submitted that the NGT vide its order in OA no. 287/2020 has passed order dated 03.06.2021, the NGT has not given any relief from exemption of EC for manufacturing of formaldehyde. Further CPCB letter dated 18.06.2021 has directed for compliance of NGT orders dated 03.06.2021 in OA no. 298/2020 that manufacturing formaldehyde and its different resins (including melamine formaldehyde, urea formaldehyde and phenol formaldehyde) without requisite EC.</p>
<p style="text-align: justify;">Further, the interim order of NGT in OA no. 298/2020 dated 21.12.2021 as the relevant part of the order is as under:-</p>
<p style="text-align: justify;">15) It is made that all units manufacturing formaldehyde and its different resins (including melamine formaldehyde, urea formaldehyde and phenol formaldehyde) without requisite EC as per EIA Notification dated 14.09.2006 will be governed by the requirement of such EC. Respective State PCBs may take further action in accordance with law, subject to any contra order of Hon’ble Supreme Court.</p>
<p style="text-align: justify;">The glue manufacturing is basically includes melamine formaldehyde, urea formaldehyde and phenol formaldehyde. The industry has not obtained EC as per the record of this office.</p>
<p style="text-align: justify;">In view of above, it is recommended that consents application of the industry be refused and separate action under the provisions of Environmental Law be initiated against the unit.</p>
