File Note: <p style="text-align: justify;">The agenda note and report / recommendations of RO, may kindly be perused.</p> <p style="text-align: justify;">It is intimated that the industry is a small scale orange category and&nbsp;the industry was earlier granted&nbsp;consent to operate under Water Act, 1974 and Air Act, 1981,&nbsp;which were expired on 30.09.2022 for the production of&nbsp;garment washing (washing of cloth) @ 3500 numbers/day with&nbsp;discharge of trade effluent @ 150.0 KLD and domestic effluent @ 2.5 KLD into 15 MLD CETP,.</p> <p style="text-align: justify;">&nbsp;Now the industry has applied for renewal of consent to operate under Water Act, 1974 and Air Act, 1981 for the production of&nbsp;garment washing (washing of cloth) @ 3500 numbers/day with&nbsp;discharge of trade effluent @ 150.0 KLD and domestic effluent @ 2.5 KLD into 15 MLD CETP. The industry has deposited consent fee, which are adequate up to 30.09.2024 under both Acts.</p> <p style="text-align: justify;">The industry was visited by AEE of RO on 01.04.2023&nbsp;and observed that:-</p> <p style="text-align: justify;"><!-- [if !supportLists]-->1.&nbsp;&nbsp;&nbsp; <!--[endif]-->The industry was in operation during the visit and the same is engaged in the manufacturing and washing of garments.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->2.&nbsp;&nbsp;&nbsp; <!--[endif]-->The industry has installed 04 conventional garment washing machines of capacity 80 kg each and 04 automatic low liquor ratio washing machines of capacity 1 x 200kg, 1x 150kg and 2x80 kg inside the premises.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->3.&nbsp;&nbsp;&nbsp; <!--[endif]-->It is pertinent to mention here that, earlier the industry had installed 06 no conventional garment washing machines of capacity 80 Kg each and 02 automatic washing machines of capacity 200 Kg &amp; 150 Kg inside the premises. Hence, the industry has replaced 02 conventional washing machines with 02 automatic machines.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->4.&nbsp;&nbsp;&nbsp; <!--[endif]-->Earlier the industry was found discharging more effluent into the conveyance system of CETP during the month of July 2022 than the quantum of shares obtained as well as consented capacity. Accordingly, directions u/s 33-A of Water (Prevention &amp; Control of Pollution) Act, 1974 was issued to seal the additional machinery, which is contributing to the excess discharge vide no. 6196 dated 07.10.2022. In compliance of the directions, 01 conventional washing machine of capacity 80 kg was sealed during the visit on 02.11.2022. Now the industry has replaced the conventional sealed washing machine with the low liquor ratio automatic machine.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->5.&nbsp;&nbsp;&nbsp; <!--[endif]-->Alongwith the above mentioned directions, notice u/s 33-A of Water (Prevention &amp; Control of Pollution) Act, 1974 was also issued to the industry with an opportunity of personal hearing before the Chairman of the Board on 09.11.2022. The industry did not attended the hearing.&nbsp;&nbsp;</p> <p style="text-align: justify;"><!-- [if !supportLists]-->6.&nbsp;&nbsp;&nbsp; <!--[endif]-->The industry has made arrangement to discharge its trade effluent and domestic effluent into&nbsp;dedicates sewer line leading to CETP 15 MLD for final treatment.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->7.&nbsp;&nbsp;&nbsp; <!--[endif]-->The industry has installed digital flow meter along with SCADA system connected with the server of the CETP at the final outlet.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->8.&nbsp;&nbsp;&nbsp; <!--[endif]-->The record from the online SCADA system was checked and it was found that the average discharge of the industry during the month of November 2022, December, 2022, January 2023, February, 2023 and March, 2023 was found as&nbsp;&nbsp;209 KLD, 178 KLD, 175 KLD, 168 KLD &amp; 211 KLD respectively, which is higher than the quantum of shares obtained as well as consented capacity.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->9.&nbsp;&nbsp;&nbsp; <!--[endif]-->The industry has installed 01 wood fired baby boiler of capacity 800 Kcal/Hour with cyclone as APCD with adequate stack height.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->10. <!--[endif]-->The industry has also installed 2 DG sets of capacity 125 KVA &amp; 62 KVA with canopy and adequate stack height inside the premises.</p> <p style="text-align: justify;">In view of above, it is recommended that :-</p> <p style="text-align: justify;"><!-- [if !supportLists]-->1.&nbsp;&nbsp;&nbsp; <!--[endif]-->Directions u/s 33-A of Water (Prevention &amp; Control of Pollution) Act, 1974 may be confirmed to seal 01 conventional washing machine of the industry, which is causing excess discharge without giving any personal hearing.</p> <p style="text-align: justify;"><!-- [if !supportLists]-->2.&nbsp;&nbsp;&nbsp; <!--[endif]-->Separate notice u/s 33-A of Water (Prevention &amp; Control of Pollution) Act 1974 for closure of the industry alongwith show cause notice for refusal of consent to operate under Water (Prevention &amp; Control of Pollution) Act 1974 may be issued with an opportunity of personal hearing before the Competent Authority.</p> <p style="text-align: justify;">Competency :</p> <p style="text-align: justify;">Consent : SEE</p> <p style="text-align: justify;">Directions : Hon'ble Chairman of the Board</p>
