CTOW/Renewal/FGS/2021/17207961 dated 24/11/2021 and under the Air Act, 1981 vide no. CTOA/Renewal/FGS/2021/17207958 dated 24/11/2021, both valid upto 30/06/2022 for the manufacturing of MS Bars & Flats @ 100 MTD.</span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph; text-indent: 1.0in;"><span lang="EN-US" style="font-family: 'Bookman Old Style','serif'; color: black;">Now, the industry has applied for obtaining renewal of consent to operate under the Water Act, 1974 and Air Act, 1981 with requisite documents. The industry has deposited of </span><span lang="EN-US" style="font-family: 'Bookman Old Style','serif';">Rs. 14400/- vide UTR no. AXISP00310235599 dated 08/08/2022 and Rs. 37440/- vide UTR no. AXISP00384659150 dated 27/04/2023 <span style="color: black;">under Water Act, 1974 and </span>Rs. 14400/- vide UTR no. AXISP00310235600 dated 08/08/2022, Rs. 10800/- vide UTR no. AXISP00310235601 dated 08/08/2022 and Rs. 37440/- vide UTR no. AXISP00384659149 dated 27/04/2023 under Air Act, 1981 against the un-depreciated fixed assets of Rs. 2413.74 Lacs as on 28/02/2023 as per CA certificate dated 20/04/2023 which is adequate upto <strong style="mso-bidi-font-weight: normal;">31/12/2023</strong> as<span style="color: black;"> per Bo</span>ard's Office Order dated 29/10/2018 after deducting penalty fee 100 % of one year fee. There is no increase in pollution load as well as prod<span style="color: black;">uction capacity.</span></span></p>

The industry has submitted undertaking in writing regarding the above said compliance. </span></p>
<p class="MsoNormal" style="margin-bottom: 12.0pt; text-align: justify; text-justify: inter-ideograph; text-indent: 1.0in;"><span lang="EN-US" style="font-family: 'Bookman Old Style','serif'; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: 'Times New Roman'; mso-fareast-language: EN-IN;">In the meeting held under the Chairmanship of Shri Vijay Kumar Janju, Chief Secretary, Punjab with the representatives of rolling mills operating in Mandi Gobindgarh Area on 30/12/2022 at 12:00 noon regarding their conversion of fuel from Coal/Furnace Oil to PNG, it was unanimously decided that the rolling mills operating in Mandi Gobindgarh area may be granted relaxation for some time for converting from their conventional fuels to cleaner fuels and the Competent Authority of the Board may consider/ decide regarding extending the validity of the Consents to Operate till finalization of State Fuel Policy or 31/12/2023, whichever is earlier subject to suitable conditions.</span></p>

<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph; text-indent: 1.0in; tab-stops: 481.5pt; margin: .15pt 0in 12.0pt 0in;"><strong><span lang="EN-US" style="font-family: 'Bookman Old Style','serif';">"The Board shall continue to grant consent to establish/consent to operate to the industries with the advisory to obtain necessary clearance for abstraction of ground water from the Punjab Water Regulation and Development Authority (PWRDA). However, aforesaid clearance shall not be insisted upon by the Board at the time of grant of CTE/CTO to the industries."</span></strong></p>
<p class="MsoNormal" style="margin-bottom: 12.0pt; text-align: justify; text-justify: inter-ideograph; text-indent: 1.0in;"><span lang="EN-US" style="font-family: 'Bookman Old Style','serif'; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: Raavi;">It is submitted that the Govt. of India, Ministry of Jal Shakti, Deptt. of Water Resources RD&GR Central Ground Water Authority, New Delhi has issued directions u/s 5 of Environment (Protection) Act, 1986 vide letter no. CGWA-21/6/2020-CGWA-101 dated 06/04/2022 “that it shall be mandatory for the Project Proponent abstracting ground water to obtain NOC from CGWA or the concerned State/ UT Ground Water Authority as the case made be in the compliance condition in consent to operate and consent to establish issued by the State Pollution Control Board.” Accordingly, the Board vide letter no. 1955-57 dated 18/01/2023 has informed all the officers of the Board in continuation to earlier circular no. CEE(HQ)/2018/7956-84 dated 03/03/2018 and 768-97 dated 13/01/2021 to ensure the compliance of the said directions.</span></p>
<p class="MsoNormal" style="margin-bottom: 12.0pt; text-align: justify; text-justify: inter-ideograph; text-indent: 1.0in;"><span lang="EN-US" style="font-family: 'Bookman Old Style','serif'; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: Raavi;">PWRDA vide notification dated 27.01.2023 has exempted units from obtaining any permission of the authority, which are extracting not more than 300 cubic meters of ground water per month.</span></p>
<p class="MsoNormal" style="margin-bottom: 12.0pt; text-align: justify; text-justify: inter-ideograph; text-indent: 1.0in;"><span lang="EN-US" style="font-family: 'Bookman Old Style','serif'; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: Raavi;">In the subject cited case, the industry has mentioned ground water extraction @ 12 KLD. Considering 25 working days per month, ground water extraction will be 300 KL/month, which is not more than 300 KL/month.<span style="color: red;"> </span></span></p>

S.O. 3250(E) dated 20.07.2022 of MoEF&CC and obtain Environmental Clearance, failing which this 'consent to operate' shall stand revoked/cancelled automatically.</span></p>
