<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; line-height: 107%;"><span style="font-family: Tahoma, 'sans-serif';"> The industry was issued show-cause notice for violation of the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 alongwith opportunity of the personal hearing before the Senior Environmental Engineer on 10.11.2022 wherein it was decided that the industry shall apply for 'consent to operate' under both the Acts.</span></p>
<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; line-height: 107%;"><strong><span lang="EN-US" style="font-family: Tahoma, 'sans-serif';"> </span></strong><span lang="EN-US" style="font-family: Tahoma, 'sans-serif';">Now, t</span><span style="font-family: Tahoma, 'sans-serif';">he industry has applied for 'consent to operate' under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981. It has submitted the copy of dimensional drawing of Septic Tanks, Site Plan approved by the MC dated 22.03.2023, Location Plan, NOC of MC dated 18.01.2023, CA Certificate dated 10.12.2022, Authority Letter, Electricity Bill dated 16.11.2022, Location Certificate issued by MC dated 15.12.2022, STP status letter issued by MC dated 04.07.2022, Wastewater and emission analysis report of M/s Noida Testing Laboratories dated 21.01.2023, certificate of MC dated 22.03.2023 regarding existence of unit before June 1993, dimensional drawing of APCD, manufacturing process details, Land documents, feasibility report.</span></p>
<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; line-height: 107%;"><strong><span style="font-family: Tahoma, 'sans-serif';">Detail of Consent Fees: </span></strong></p>
<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; line-height: 107%;"><span style="font-family: Tahoma, 'sans-serif';">The industry has submitted CA Certificate dated 10.12.2022 for fixed assets of Rs. 19.13 lacs. It has deposited consent fees as under:</span></p>

<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; line-height: 107%;"><span style="font-family: Tahoma, 'sans-serif';">The consent fees is adequate under both the Acts upto 30.09.2024. The penalties and NOC regularisation fees are adequate. </span></p>
<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; line-height: 107%;"><span style="font-family: Tahoma, 'sans-serif';"> Accordingly, the industry was visited by your good self alongwith the undersigned on 24.04.2023 and contacted Sh. Gagandeep Singh, representative of industry. The detail of the case and the observations made during visit are as under: </span></p>

It is manufacturing Khoya / milk items (sweets) @ 135 Kg/day, Laddu @ 70 Kg/day and Namkeen @ 45 Kg/day from Milk @ 450 Kg/day, Sugar @ 150 Kg/day, Besan @ 40 Kg/day, Vanaspati Ghee @ 30 Kg/day, Wheat Flour @ 30 Kg/day. The industry is also consuming 2 KLD fresh water in various processes. </span></p>

Water meter is provided with the same and its reading was noted as 411.9 m<sup>3</sup>. The record of water consumption is maintained.</span></p>

It has installed cyclone as APCD with boiler having stack about 10 feet above roof level. Separate energy meter is installed with APCD and its reading is noted as 2.3 KWh. It is maintaining a record of APCD operation. </span></p>

The DG set is equipped with canopy and stack of about 10 feet height ARL. </span></p>

As per analysis report, the concentration of PM is 63.1 mg/Nm<sup>3</sup>. SO<sub>2</sub> – 38 mg/Nm<sup>3</sup> and NO<sub>2</sub> as 29 mg/Nm<sup>3</sup>. </span></p>
<p class="MsoListParagraphCxSpLast" style="mso-add-space: auto; text-align: justify; text-indent: -.25in; line-height: 107%; mso-list: l0 level1 lfo1; margin: 0in 0in .0001pt .25in;"><!-- [if !supportLists]--><span style="font-family: Tahoma, 'sans-serif';">7.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-variant-alternates: normal; font-kerning: auto; font-optical-sizing: auto; font-feature-settings: normal; font-variation-settings: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><!--[endif]--><span style="font-family: Tahoma, 'sans-serif';">It has submitted the waste water analysis report of its septic <br />tank outlet and as per report the concentration of pollutants is pH – 8.27, TSS – 27 mg/l, TDS – 1023 mg/l, BOD – 18 mg/l, COD - 164 mg/l, O&G – 7 mg/l. As per analysis report, the concentration of various parameters is within permissible limits.</span></p>
<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; line-height: 107%;"><span style="font-family: Tahoma, 'sans-serif';"> The master plan of Balachaur is not yet notified. As per certificates issued by MC, Balachaur, it is located within MC limits and exists before establishment of Municipal Council i.e. June 1993. The MC has also issued NOC to the unit and has approved its site plan. </span></p>
<p><span style="font-size: 11pt; line-height: 115%; font-family: Tahoma, 'sans-serif';"> As per policy of the Board, no NOC can be granted to the Orange / Red Category of the industries within MC limits. However, in view of analysis reports, existence of the unit before establishment of MC, NOCs issued and site map approved by the MC, if approved, the case may be forwarded to the Competent Authority for consideration / necessary action please. </span><span style="font-size: 11.0pt; line-height: 115%; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Calibri; mso-fareast-theme-font: minor-latin; color: red; mso-ansi-language: EN-IN; mso-fareast-language: EN-US; mso-bidi-language: AR-SA;"> </span></p> |
