<p>RO has reported that earlier, the industry was granted consent to operate under Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Renewal/ASR/2020/12985764 dated 25/09/2020, which is valid up to 30/06/2025. The industry has also obtained consent to operate under Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Renewal/ASR/2016/4479723 dated 04/11/2016, which was expired on 30/06/2021 for manufacturing Man Made Fabrics @ 5,000 Kgs/day & Finished Knitted Fabrics @ 10,000 Kgs/day by using Grey Fabrics @ 5,000 Kgs/day, Grey Knitted Fabrics @10,000 Kgs/day, Dyes @ 250 Kgs/day & Chemicals @ 150 Kgs/day.</p>
<p> Now, the industry has applied for obtaining renewal of consent to operate under Water (Prevention & Control of Pollution) Act, 1974. The industry has submitted a receipt (offline receipt) issued by Head Office of Rs. 1,08,000/- bearing R.No. 72/5541 dated 28/03/2023 as consent to operate fee under Water (Prevention & Control of Pollution) Act, 1974 and also submitted online fee Rs. 65300/- vide UTR/Ref. No. N115232430626426 dated 25/04/2023 (including penalty of Rs. 43200 under Water Act, 1974 & Rs. 500/- as an application form fee), which is valid up to 30/06/2027 under Water (Prevention & Control of Pollution) Act, 1974.</p>
<p> The industry has submitted CA Certificate, Compliance of the previous granted consent, permission to discharge treatment trade effluent into Nag Drain issued by Irrigation Department, Chandigarh vide Memo no. 2/86/12-IW(1)/810253/1 dated 02/08/2016, copy of effluent analysis report issued by Zonal Lab, Jalandhar vide no. 3131-33 dated 12/11/2021.</p>
<p> The industry was visited by officer of this office on 03/05/2023 and observed as under:-</p>
<p>1. The industry is engaged in a process of dyeing, digital printing and finishing of fabric and was in operation at the time of visit.</p>
<p>2. The ETP installed by the industry was also in operation. The discharge of the same is into Nag drain.</p>
<p>3. The industry has provided EMF at the outlet of ETP.</p>
<p>4. The industry is maintaining record of operation of ETP.</p>
<p>5. The industry has installed one no. pet coke fired boiler of steam generating capacity 3 TPH and same is provided with trima cyclone followed by double stage alkaline scrubber.</p>
<p>6. The industry has installed one no. pet coke fired thermopac of capacity 2000 U and same is provided with multicyclone followed by double stage alkaline wet scrubber.</p>
<p>7. During visit the thermopac of capacity 2000 U was only in operation.</p>
<p>8. Above mentioned boiler and thermopac are connected with common stack.</p>
<p>9. The industry has also installed one no. thermopac of capacity 1500 U but the same is not in use.</p>
<p>10. The industry has installed online SO2 meter to monitor the concentration of SO2 in flue gas.</p>
<p>11. The industry has also installed pH meter to monitor the pH value of scrubbing water into double stage alkaline wet scrubber.</p>
<p>12. The industry has installed 2 no. DG sets of capacity 500 KVA and 380 KVA and both of them are provided with canopy.</p>
<p> Further, the representative of the industry told that Ministry of MICRO, SMALL AND MEDIUM ENTERPRISES (MSME) has published in the Gazette of India, Extraordinary vide notification no. S.O. 2119(E) dated 26/06/2020 in 1. (ii) “a small enterprise, where the investment in plant and machinery or equipment does not exceed ten crore rupees and turnover does not exceed fifty crore rupees” and claimed that his industry having cost of plant & machinery less than 10 crores and falls in small scale.</p>
<p> It is further intimated that the industry is complying with the conditions of consents granted earlier under Water Act, 1974 and Air Act, 1981. </p>
<p>RO has recommended that the consent to operate under Water (Prevention & Control of Pollution) Act, 1974 may be granted to the industry up to 30/06/2027 with suitable terms & conditions along with special condition that the industry will get analyzed its effluent/emission samples from Board’s Lab within 02 months.</p>
<p> Keeping in view of above, may if approved, the consent to operate under Water (Prevention & Control of Pollution) Act, 1974 may be granted to the industry up to 30/06/2027 with suitable terms & conditions along with special condition that the industry will get analyzed its effluent/emission samples from Board’s Lab within 02 months.</p>
