It is submitted that the project proponent was earlier granted consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Varied/SAS/2022/18186778 dated 28/06/2022 and under the Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Varied/SAS/2022/18186764 dated 28/06/2022 both were valid upto 31/03/2023,  for the Girl's Hostel (G+10) @1Nmber/Year Academic Block 1& 2 (G+4) @1Nmber/Year Sports and Dining (G+2) @1Nmber/Year Utility Block (G+1) @1Nmber/Year Library (G) @1Nmber/Year and having 370 no. Students (360 no. hostlers & 10 no. day scholars), 125 no. faculty and 50 no. visitors, subject to suitable conditions and additional conditions that: 1.    The project proponent shall get its layout plans approved from the Competent Authority within 02 months and submit a copy of the same to the Board within 07 days thereafter. 2.    The project proponent shall get permission from GMADA for disposal of inert solid waste at the dumping site of GMADA, within 15 days and submit a copy of the same to the Board within 05 days thereafter. 3.    The project proponent shall utilize maximum quantity of treated wastewater for plantation within premises and flushing purpose within the campus and shall discharge only excess quantity of treated effluent (if any), into GMADA sewer. 4.    The promoter company shall obtain permission from PWRDA for abstraction of ground water (if required) and shall comply with the guidelines issued by it from time to time. 5.    The adequacy and efficacy of the STP will be the entire responsibility of the promoter. 6.    The project proponent shall maintain the proper record of the readings of the flow meters provided at the outlet of the STP, line carrying treated wastewater for plantation, flushing and into GMADA sewer, at all times. 7.    The promoter shall not discharge the effluent into any drain/choe/nallah/river/inland surface water under any circumstances in any case. 8.    The promoter company shall comply with the provisions of Solid Waste Management Rules, 2016. 9. The Consent is being issued to the project proponent based upon the undertakings/documents/ information submitted by it alongwith the online application form. The Board would be at liberty to take penal action against the industry/project proponent and its responsible/ concerned person(s) in case information/document is detected as incorrect/false/misleading at any point of time. 10   In case the promoter fails to comply with the provisions of the Water (Prevention & Control of Pollution) Act, 1974, Air (Prevention & Control of Pollution) Act, 1981, Environment (Protection) Act, 1986 and/or any other environmental law applicable to the project and Rules, Circulars & Directions issued by the Board from time to time, action as deemed fit shall be taken against the promoter. Thereafter, the project site was visited by the AEE of this office on 07/01/2023 and observed that the project proponent has provided flexible pipe line from the manhole of the domestic sewer attached with the motor and effluent sample was collected from the outlet of STP and results were found beyond the permissible limit. Therefore, a Show Cause Notice for revocation of consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 was issued to the project proponent vide no. 1243 dated 22/02/2023 (E-Noting No. 20851100). Now, the project proponent has submitted the point wise reply of SHOW CAUSE NOTICE vide dated 06/03/2023. Copy of the same is enclosed herewith. Now, the project proponent has applied for renewal consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 for Girls Hostel @ 1 Number/Year, Academic Block one and two @ 1 Number/Year, Sports and Dining (G+2) @ 1 Number/Year, Library @ 1 Number/Year, Utility Block (G+1) @ 1 Number/Year, alongwith requisite documents and fees. The project proponent has submitted its CA certificate mentioning the cost of the project of Rs. 378.23 crore as on 28/02/2023. The project proponent has deposited Rs. 3,60,500/- vide online R. no. 511166539 dated 24/03/2023 under the Water (Prevention & Control of Pollution) Act, 1974 and Rs. 3,60,500/- vide online R. no. 903767114 dated 24/03/2023 under the Air (Prevention & Control of Pollution) Act, 1981. The consent fee deposited by the industry is adequate upto 31/03/2024, under both the Acts. The project proponent has submitted letter of sewer connection from GMADA vide Memo no. 1016 dated 12/04/2022. The project proponent has submitted a letter from Municipal Corporation vide no. 1016 dated 31.12.2022, wherein it has mentioned that the campus falls outside the Municipal Corporation limits, so it cannot be allowed to dump waste at the dump site. The effluent sample from outlet of the STP was carried out by this office on 10/04/2023 and sent to Board’s laboratory for analysis. As per the analysis report, the concentration of the all the parameters were found within the permissible limit. The results are reproduced as under: pH- 7.6, TSS mg/l – 34, BOD mg/l – 22, O&G mg/l - BDL The project proponent has submitted its effluent sample report got analyzed by M/s Eco Paryavaran Laboratories & Consultants Pvt. Ltd. dated 01/10/2022, which is reproduced as under: Outlet of STP: pH – 7.56 (Prescribed Standard – 6.5-9.0) TSS mg/l – 27 (Prescribed standard – 100) Ammonia mg/l – 6.6 (Prescribed standard – 50) BOD mg/l – 16 (Prescribed standard – 30) COD mg/l – 40 (Prescribed standard – 250) F.Coli MPN/100 ml  - 809 (Prescribed standard – <1000) Phosphate mg/l – 0.97 (Prescribed standard – 5.0) Total Nitrogen mg/l – 8.8 (Prescribed standard – --)   The project proponent has submitted its six month compliance report and compliance report of consent conditions earlier granted to it under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981. The site of the project was visited by AEE of this office on 10/04/2023 and during visit it was observed that: 1.       The institution has completed entire structure of academic Block A1, A2, A3, A4, configuration of A1, A2, A3 is G+4 storied building and A4 is only G+1. 2.       The institute has also completed structure work of library on ground floor as separate block. 3.       The institution has also completed structure work of 01 hostel building upto G+10 storied building. Total 400 rooms are in hostel building block. The remaining 02 block of hostel building only foundation work was going on. 4.       The institution has also completed B+G+2 storied building of dinning & sports block. The finishing work partially completed and remaining is going on. 5.       The institution has installed STP of capacity 50 KLD, for the treatment of waste water generation from the campus. This treated effluent is discharge into green area (i.e. about 50 acre which is confirmed by representative of project). 6.       The institution has installed 02 DG set of capacity 500 KVA and 810 KVA, both are equipped with canopy and stack of adequate height. 7.       The institution has installed one mechanical composter for the treatment of wet solid waste. 8.       The fresh water supply given by GMADA. 9.       The institution is maintaining the record of treated effluent and as per the record, average 35 KLD effluent treated on daily basis and same is being utilized onto land for irrigation. 10.   The representative of the project informed that they have applied for obtaining layout plan in the office of GMADA, which is under process. 11.   The project proponent has removed the flexible pipe observed during the previous visit.   Keeping in view of the above, it is recommended that: A. Consent to operate under the  Air (Prevention & Control of Pollution) Act, 1981 may be renewed for another six months, subject to suitable and additional following special conditions that: 1.    The project proponent shall get its layout plans approved from the Competent Authority within 02 months and submit a copy of the same in this office. 2.    The project proponent shall get permission from GMADA for disposal of inert solid waste at the dumping site of GMADA, at the earliest. 3.    The project proponent shall utilize maximum quantity of treated wastewater for plantation within premises and flushing purpose within the campus and shall discharge only excess quantity of treated effluent (if any), into GMADA sewer. 4.    The promoter company shall obtain permission from PWRDA for abstraction of ground water (if required) and shall comply with the guidelines issued by it from time to time. 5.    The project proponent shall maintain the proper record of the readings of the flow meters provided at the outlet of the STP, line carrying treated wastewater for plantation, flushing and into GMADA sewer, at all times. 7.    The promoter shall not discharge the effluent into any drain/choe/nallah/river/inland surface water under any circumstances in any case. 8.    The Consent is being issued to the project proponent based upon the undertakings/documents/ information submitted by it alongwith the online application form.
