Sir, it is submitted that agenda note has been generated by AEE. Further, the industry was visited by a <span style="background-image: initial; background-position: initial; background-size: initial; background-repeat: initial; background-attachment: initial; background-origin: initial; background-clip: initial;">team of officers of the Board comprising of SEE ZP-1, EE RO Patiala, AEEs of RO Patiala and JSO of the Board on 13.03.2023 constituted vide Board's letter no. 18 dated 09.03.2023 in light of directions of The Punjab Vidhan Sabha Committee on River Ghaggar and Budha Nallah and found that :- i)      The sugar division is not in operation since long and is lying in non-operational condition. ii)     The liquor production unit of the distillery division is not in operation for the last more than three years and only bottling of liquor in PET bottles was being done. iii)    No bypass arrangement for discharging any effluent or pipeline was found inside the industry leading to the nearest drain. iv)   No trade effluent is being generated from the bottling unit. v)    Only domestic effluent is being discharged onto land for plantation after septic tank. Accordingly, the said Committee recommended as under:- i)          The industry shall obtain revised consents to operate under the Water Act, 1974 and the Air Act, 1981 for its operational activity i.e. for bottling of liquor/ethanol after repair of effluent treatment plant/ air pollution control device along with its liquor production machinery. ii)         The industry shall not undertake washing of glass bottles and generate any effluent unless until it makes proper arrangements to treat the same or make the ETP functional. iii)        The industry shall treat the effluent generated from its bottle wash and discharge the treated effluent onto land for plantation within its premises. iv)       Post wheat harvesting season, the industry shall replace the top soil near the bio-compost area (where brownish colour water has been found) with good earth and dispose off the existing soil scientifically. v)        The semi aqueous effluent found stored in the leachate collection tank near bio-compost yard shall be disposed off in a scientific manner and the industry shall ensure that no effluent is stored in this leachate collection tank. <span style="font-family: Tahoma, sans-serif; background-image: initial; background-position: initial; background-size: initial; background-repeat: initial; background-attachment: initial; background-origin: initial; background-clip: initial;">Meanwhile, the industry applied for renewal of consents to operate under the Water Act, 1974 and the Air Act, 1981, however the same were returned on the request of the industry as it was doing only bottling of liquor. <span style="font-family: Tahoma, sans-serif; background-image: initial; background-position: initial; background-size: initial; background-repeat: initial; background-attachment: initial; background-origin: initial; background-clip: initial;">Now, the industry has again applied for renewal of these consents. However, the industry has not been communicated of the violations observed during the visit of the above Committee. <span style="font-family: Tahoma, sans-serif; background-image: initial; background-position: initial; background-size: initial; background-repeat: initial; background-attachment: initial; background-origin: initial; background-clip: initial;">In view of above facts, it is recommended that SCN for refusal of CTOs under the Water Act, 1974 and the Air Act, 1981 may be issued to the industry along with personal hearing before Hon’ble Chairman of the Board. <span style="font-family: Tahoma, sans-serif; background-image: initial; background-position: initial; background-size: initial; background-repeat: initial; background-attachment: initial; background-origin: initial; background-clip: initial;">Copy of the report of the above Committee is attached for reference please.
