<p class="MsoNormal" style="text-align: justify;"><span style="font-size: 12.0pt; line-height: 115%; font-family: 'Tahoma','sans-serif';">The industry was granted consent to establish/NOC vide no. </span>CTE/Fresh/MKS/2022/19254946 <span style="font-size: 12.0pt; line-height: 115%; font-family: 'Tahoma','sans-serif';">dated 15.07.2022 for establishment of rice sheller unit of capacity 2 TPH of Raw rice /Sorted Rice with dryer valid upto 14.07.2023, subject to the conditions mentioned therein.</span></p>
<p class="MsoNormal" style="text-align: justify;"><span style="font-size: 12.0pt; line-height: 115%; font-family: 'Tahoma','sans-serif';"><span style="mso-spacerun: yes;"> </span>Now the industry has applied for fresh consent to operate under Water Act, 1974 & Air Act, 1981 through OCMMS for operation of rice sheller unit of capacity 2 TPH of Raw rice /Sorted Rice with Dryer under the Orange category as per the prevailing policy. The detail of the case is as under: -</span></p>
<p class="MsoNormal" style="text-align: justify;"><span style="font-size: 12.0pt; line-height: 115%; font-family: 'Tahoma','sans-serif';">The industry has submitted copy of electricity bill as date of commission proof and as per electricity bill, the date of commissioning is 18.08.2022. Thus, the consent fee is applicable w.e.f. August, 2022.</span></p>
<p class="MsoNormal" style="text-align: justify;"><span style="font-size: 12.0pt; line-height: 115%; font-family: 'Tahoma','sans-serif';">The industry has deposited consent fee of Rs. 42000/- vide R.No. BARBW23126147261</span> dated 06.05.2023 under Water Act, 1974 & consent fee of Rs. 42000/- vide R.No. BARBW23126147624 dated 06.05.2023 under Air Act, 1981, which is adequate upto 30.09.2026 after deduction of penalty fee, against fixed assets of Rs. 150.40 lacs as per the CA Certificate dated 02.05.2023.</p>
<p class="MsoNormal" style="text-align: justify;"><span style="font-size: 12.0pt; line-height: 115%; font-family: 'Tahoma','sans-serif';">The industry has submitted the drawing of APCD’s installed with shelling section & paddy cleaner of the dryer section.</span></p>
<p class="MsoNormal" style="text-align: justify;"><span style="font-size: 12.0pt; line-height: 115%; font-family: 'Tahoma','sans-serif';">The industry has submitted the copy of approved building plan signed by the Architect approved under Factory Act, 1948.</span></p>
<p class="MsoNormal" style="text-align: justify;"><span style="font-size: 12.0pt; line-height: 115%; font-family: 'Tahoma','sans-serif';">The industry was visited by the undersigned on 09.05.2023 and it was observed as under –</span></p>
<p class="MsoNormal" style="text-align: justify;"><span style="font-size: 12.0pt; line-height: 115%; font-family: 'Tahoma','sans-serif';">The industry was not in operation, however, rice sheller was put in operation for shelling paddy for the season 2022-23.</span></p>
<p class="MsoNormal" style="text-align: justify;"><span style="font-size: 12.0pt; line-height: 115%; font-family: 'Tahoma','sans-serif';">The industry has installed cyclones as APCDs with shelling section and paddy cleaner of dryer section, separately to contain the process emissions and the same were in line/ in operation with all dust emitting points connected to the APCDs.</span></p>
<p class="MsoNormal" style="text-align: justify;"><span style="font-size: 12.0pt; line-height: 115%; font-family: 'Tahoma','sans-serif';">The industry has provided adequate stack height with both APCD's and provisions to facilitate emission sampling.</span></p>
<p class="MsoNormal" style="text-align: justify;"><span style="font-size: 12.0pt; line-height: 115%; font-family: 'Tahoma','sans-serif';">The industry has provided brick wall of 10' height with adequate length and further wind screen of 5' height has been provided on the said wall.</span></p>
<p class="MsoNormal" style="text-align: justify;"><span style="font-size: 12.0pt; line-height: 115%; font-family: 'Tahoma','sans-serif';">The industry has planted sapling along its boundary wall.</span></p>
<p class="MsoNormal" style="text-align: justify;"><span style="font-size: 12.0pt; line-height: 115%; font-family: 'Tahoma','sans-serif';"> </span></p>
<p class="MsoNormal" style="text-align: justify;"><span style="font-size: 12.0pt; line-height: 115%; font-family: 'Tahoma','sans-serif';">The industry has provided septic tank for treatment of domestic effluent and provision has been made to discharge the treated effluent onto land for plantation area.</span></p>
<p class="MsoNormal" style="text-align: justify;"><span style="font-size: 12.0pt; line-height: 115%; font-family: 'Tahoma','sans-serif';">The industry has provided brick paved on movement area of the vehicles. </span></p>
<p class="MsoNormal" style="text-align: justify;"><span style="font-size: 12.0pt; line-height: 115%; font-family: 'Tahoma','sans-serif';">The industry is complying with the provisions of the Water Act, 1974 & Air Act, 1981 as well as code of practice prescribed by the Govt. vide order dt. 15.10.2013.</span></p>
<p class="MsoNormal" style="text-align: justify;"><span style="font-size: 12.0pt; line-height: 115%; font-family: 'Tahoma','sans-serif';"><span style="mso-spacerun: yes;"> </span>Keeping in view of above, it is recommended that the fresh consent to operate under Water Act, 1974 & Air Act, 1981 may be granted to the industry for operation of rice Sheller unit to produce Raw rice / Sorted rice @ 2 TPH with dryer up to 30.09.2026, subject to the suitable conditions.</span></p> |
