<p class="MsoNormal" style="text-align: justify;"><span style="font-family: 'Calibri','sans-serif'; mso-fareast-font-family: Calibri; mso-bidi-font-family: Arial;"><span style="mso-spacerun: yes;"> </span>As per agenda note, the industry has applied for renewal of consent to operate under Water Act, 1974 for manufacturing of Finished Leather @ 9000 Kgs/day by using wet blue leather through OCMMS.<span style="mso-spacerun: yes;"> </span>Regional Office has reported that the industry has installed 1 PP drum of size 10X10 for leather dyeing. The industry is now only carrying out dyeing process in its premises. The industry has provided water meter at outlet leading to CETP drain & as per record, the industry has consumed 6575 KL of fresh water in the premises since 01.01.2023 and has discharged 6136 KL into the CETP drain</span> which <span style="font-family: 'Calibri','sans-serif'; mso-fareast-font-family: Calibri; mso-bidi-font-family: Arial;">seems to be inconsonance. The industry is complying with provisions of Water Act, 1974.<span style="mso-spacerun: yes;"> </span></span></p>
<p class="MsoNormal" style="text-align: justify;"><span style="font-family: 'Calibri','sans-serif'; mso-fareast-font-family: Calibri; mso-bidi-font-family: Arial;"><span style="mso-spacerun: yes;"> </span>In view of report of RO, it is recommended that:- </span></p>
<p class="MsoNormal" style="text-align: justify;"><span style="font-family: 'Calibri','sans-serif'; mso-fareast-font-family: Calibri; mso-bidi-font-family: Arial;">1.<span style="mso-spacerun: yes;"> </span>Consent to operate under Water Act, 1974 may be granted to the industry upto 31.03.24 with usual conditions and special conditions that: -</span></p>
<p class="MsoListParagraphCxSpFirst" style="margin-left: 2cm; text-indent: -38.25pt; text-align: justify;"><!-- [if !supportLists]--><span style="mso-fareast-font-family: Arial; color: black;"><span style="mso-list: Ignore;">(1)<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-family: 'Calibri','sans-serif'; mso-fareast-font-family: Calibri; mso-bidi-font-family: Arial;">The industry shall not discharge trade effluent more than 125 KLD into drain leading to Common Effluent Treatment Plant (CETP) at Leather Complex, Jalandhar.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin-left: 2cm; text-indent: -38.25pt; text-align: justify;"><!-- [if !supportLists]--><span style="mso-fareast-font-family: Arial; color: black;"><span style="mso-list: Ignore;">(2)<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-family: 'Calibri','sans-serif'; mso-fareast-font-family: Calibri; mso-bidi-font-family: Arial;">The industry shall operate the pre-treatment plant and chrome recovery unit regularly and efficiently all the time to achieve the prescribed Primary Effluent Treatment Plant (PETP) standards.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin-left: 2cm; text-indent: -38.25pt; text-align: justify;"><!-- [if !supportLists]--><span style="mso-fareast-font-family: Arial; color: black;"><span style="mso-list: Ignore;">(3)<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-family: 'Calibri','sans-serif'; mso-fareast-font-family: Calibri; mso-bidi-font-family: Arial;">The industry shall maintain the record regarding fresh water consumptions and discharge of trade effluent on daily basis.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin-left: 2cm; text-indent: -38.25pt; text-align: justify;"><!-- [if !supportLists]--><span style="mso-fareast-font-family: Arial; color: black;"><span style="mso-list: Ignore;">(4)<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-family: 'Calibri','sans-serif'; mso-fareast-font-family: Calibri; mso-bidi-font-family: Arial;"> The industry shall comply with the directions received from Hon’ble Punjab & Haryana High Court Chandigarh as well as Hon’ble NGT New Delhi in case of LPA no. 1924 of 2014 and application no. 08 of 2017. </span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin-left: 2cm; text-indent: -38.25pt; text-align: justify;"><!-- [if !supportLists]--><span style="mso-fareast-font-family: Arial; color: black;"><span style="mso-list: Ignore;">(5)<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-family: 'Calibri','sans-serif'; mso-fareast-font-family: Calibri; mso-bidi-font-family: Arial;">The industry shall not throw / burn or burry any solid wastes in open outside premises or in drain / water bodies.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin-left: 2cm; text-indent: -38.25pt; text-align: justify;"><!-- [if !supportLists]--><span style="mso-fareast-font-family: Arial; color: black;"><span style="mso-list: Ignore;">(6)<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-family: 'Calibri','sans-serif'; mso-fareast-font-family: Calibri; mso-bidi-font-family: Arial;">The industry shall promote use of alternatives of single use plastics (SUP) and awareness to discourage use of plastic.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin-left: 2cm; text-indent: -38.25pt; text-align: justify;"><!-- [if !supportLists]--><span style="mso-fareast-font-family: Arial; color: black;"><span style="mso-list: Ignore;">(7)<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-family: 'Calibri','sans-serif'; mso-fareast-font-family: Calibri; mso-bidi-font-family: Arial;">The industry shall ensure that there are no usages of single use plastic-thermocol disposable items such as water bottles / water pouches/water cups, plates, forks, spoons, straw etc. and single use decorating material made of plastic-thermocol or any other non-biodegradable material in the premises. </span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin-left: 2cm; text-indent: -38.25pt; text-align: justify;"><!-- [if !supportLists]--><span style="mso-fareast-font-family: Arial; color: black;"><span style="mso-list: Ignore;">(8)<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-family: 'Calibri','sans-serif'; mso-fareast-font-family: Calibri; mso-bidi-font-family: Arial;">The industry shall properly handle and manage the solid wastages as per the provisions of the Municipal Solid Waste Rules 2016 and ensure that the solid waste is segregated & disposed of in an environmentally sound manner. (Competency- SEE)</span></p>
<p class="MsoListParagraphCxSpLast" style="margin-left: 1cm; text-indent: -21.3pt; text-align: justify;"><!-- [if !supportLists]--><span style="font-family: 'Calibri','sans-serif'; mso-fareast-font-family: Calibri;"><span style="mso-list: Ignore;">2.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-family: 'Calibri','sans-serif'; mso-fareast-font-family: Calibri; mso-bidi-font-family: Arial;">Directions u/s 33-A of Water Act, 1974 may be issued for not to disconnect electric connection of industry upto 31.03.24.
