CTOW/Varied/LDH3/2022/20462347 dated 06.12.2022, which valid upto 05.03.2023 for production of Dyeing of Acrylic Fancy Yarn/ Cloth @ 3000 Kgs/day with discharge of trade effluent @ 391.6 KLD and domestic effluent @ 2.0 KLD into conveyance system of CETP 50 MLD with conditions mentioned therein.</span></p>

The industry is advised to re-apply consent to operate under the Water Act, 1974 & the Air Act, 1981 as per actual production and discharge quantities, within 07 days positively.</span></span></p>

As per the data the total production of the industry will be Dyeing of Polyester Fabric @ 4200 Kgs/day, Dyeing of Acrylic Yarn @ 3420 Kgs/day and Dyeing of Garment @ 600 kgs/day and effluent generation will be around 393.3 KLD from its entire machinery in 24 Hours. The production detail and effluent detail given by the industry has been checked and now found in order.</span></p>
<p class="MsoNormal" style="margin: 0in; margin-bottom: .0001pt; text-align: justify; text-indent: -28.35pt; line-height: 150%; mso-list: l4 level1 lfo2;"><!-- [if !supportLists]--><span lang="EN-IN" style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">F)<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span lang="EN-IN" style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif';">The industry had already deposited consent fee of Rs. 11,000/- vide UTR No. SDL116658002 dated 09.11.2022 under Water Act, 1974. The consent fee deposited by industry is adequate upto 31.10.2029 under Water Act, 1974.</span></p>

<li class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; line-height: 150%; mso-list: l1 level1 lfo1;"><span lang="EN-IN" style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; mso-bidi-font-weight: bold;">The industry has installed 08 cabinet dyeing machines (90 kg X 3, 60 kg X 5), 03 soft flow machines (02 X 200 Kg, 01 X 300 kg), 01 Garment Washing machines & 01 garment sample machine & 01 cabinet sample machine in its premises. Earlier, all the sealed dyeing machinery was de-sealed on 17.10.2022 as per the directions of the Competent Authority of the Board as the discharge calculated by GNE was found within the allotted shares of CETP to the industry. </span></li>
</ol>
<p class="MsoListParagraphCxSpFirst" style="text-align: justify; text-indent: -.25in; line-height: 150%; mso-list: l1 level1 lfo1;"><!-- [if !supportLists]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">3.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-weight: bold;">The study on effluent generation has been done by the Guru Nanak Dev Engineering College (GNE) and as per report it has total effluent generation as 393.6 KLD from its total 06 chambers of soft flow machines & 08 cabinet machines. However, the industry has granted 400 KLD shares on 22.07.2022 of CETP, hence the discharge of the industry is within the share allotted to it.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="text-align: justify; text-indent: -.25in; line-height: 150%; mso-list: l1 level1 lfo1;"><!-- [if !supportLists]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">4.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; mso-bidi-font-weight: bold;">Presently the minimum value between the effluent generation as per GNE report and CETP share allotted to the industry is being considered by the Competent Authority for grant of consent as already approved in such cases. Accordingly, the industry presently has applied for trade effluent & domestic effluent discharge @ 393.6 KLD into CETP. </span></p>
<p class="MsoListParagraphCxSpMiddle" style="text-align: justify; text-indent: -.25in; line-height: 150%; mso-list: l1 level1 lfo1;"><!-- [if !supportLists]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">5.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; mso-bidi-font-weight: bold;">The industry has also provided the arrangements for reusing its cooling water and steam condensate. </span></p>
<p class="MsoListParagraphCxSpMiddle" style="text-align: justify; text-indent: -.25in; line-height: 150%; mso-list: l1 level1 lfo1;"><!-- [if !supportLists]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">6.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-weight: bold;">The industry is connected with the conveyance system of CETP 50 MLD, Tajpur Road, Ludhiana for discharge its effluent. The industry has provided the flow meter at its final outlet leading to CETP. The industry has also provided the flow meter at inlet water supply.</span></p>
<p class="MsoListParagraphCxSpLast" style="text-align: justify; text-indent: -.25in; line-height: 150%; mso-list: l1 level1 lfo1;"><!-- [if !supportLists]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">7.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-weight: bold;">Further, some units have made the complaint regarding in judicial allotment of the shares by the PDA, Tajpur Road, Ludhiana, which is under process at Board and at Govt. Level. </span></p>

<p class="MsoNormal" style="text-align: justify; text-indent: -.25in; line-height: 150%; mso-list: l0 level1 lfo4; margin: 0in 0in .0001pt .5in;"><!-- [if !supportLists]--><span style="mso-fareast-font-family: Calibri; mso-bidi-font-family: Calibri; letter-spacing: -.05pt; mso-ansi-language: EN-US; mso-bidi-font-weight: bold;"><span style="mso-list: Ignore;">(i)<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; mso-ansi-language: EN-US;">The industry shall make the necessary arrangements to achieve the effluent standards as per the inlet designed parameters of the CETP.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: -.25in; line-height: 150%; mso-list: l0 level1 lfo4; margin: 0in 0in .0001pt .5in;"><!-- [if !supportLists]--><span style="mso-fareast-font-family: Calibri; mso-bidi-font-family: Calibri; letter-spacing: -.05pt; mso-ansi-language: EN-US; mso-bidi-font-weight: bold;"><span style="mso-list: Ignore;">(ii)<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; mso-ansi-language: EN-US;">The industry shall stop discharging its effluent in case due to any reason the CETP is not operational or dedicated conveyance system is overflowing.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: -.25in; line-height: 150%; mso-list: l0 level1 lfo4; margin: 0in 0in .0001pt .5in;"><!-- [if !supportLists]--><span style="mso-fareast-font-family: Calibri; mso-bidi-font-family: Calibri; letter-spacing: -.05pt; mso-ansi-language: EN-US; mso-bidi-font-weight: bold;"><span style="mso-list: Ignore;">(iii)<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; mso-ansi-language: EN-US;">The industry shall maintain the record of flow meter installed at outlet leading to CETP.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: -.25in; line-height: 150%; mso-list: l0 level1 lfo4; margin: 0in 0in .0001pt .5in;"><!-- [if !supportLists]--><span style="mso-fareast-font-family: Calibri; mso-bidi-font-family: Calibri; letter-spacing: -.05pt; mso-ansi-language: EN-US; mso-bidi-font-weight: bold;"><span style="mso-list: Ignore;">(iv)<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; mso-ansi-language: EN-US;">The industry shall not generate/discharge trade & domestic effluent more than 393.6 KLD without obtaining prior permission of the Board & will discharge its trade & domestic effluent only into the conveyance system of CETP 50 MLD through single outlet.</span></p>
