It is submitted that earlier the industry under the name and style of M/s Shri Durga Rice Mills (previously Name M/s Dashmesh Rice Mills), Vill: Kadgill, Jandiala Road, Tarn Taran was granted Consent to Operate under Water (Prevention & Control of Pollution) Act, 1974 vide No. CTOW/Fresh/TRT/2019/10192293 dated 10/06/2019 and consent to operate under Air (Prevention & Control of Pollution) Act, 1981 vide No. CTOA/Fresh/TRT/2019/10191402dated 10/06/2019 which is valid up to 30/06/2024 for manufacturing of Steam/Parboiled/Raw Rice @36Metric Tonnes/Day with conditions mentioned therein. Now the firm under the name and style of M/s A.K Rice Industries, Vill: Kadgill, Jandiala Road, Tarn Taran has applied for obtaining varied consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981, for manufacturing of Steam/Parboiled/Raw Rice @36 Metric Tonnes/Day (for same production capacity and same site as that of M/s Shri Durga Rice Mills (previously Name M/s Dashmesh Rice Mills), Vill: Kadgill, Jandiala Road, Tarn Taran) Detail of the case are as under:- 1.    The project proponent has submitted sale deed cum registry bearing e- stamp certificate no. IN-PB24190066798069U dated 12.09.2022 wherein land area of 18 Kanal 13 marlas in the revenue estate of Vill. Kadgil, Tehsil and Distt. Tarn Taran, where the rice sheller unit alongwith machinery has been sold by M/s Shri Durga Rice Mills through Sh. Jatin Gupta to Sh. Sanjay Sethi (Partner in  M/s A.K Rice Industries). 2.    The project proponent has submitted partnership deed dated 12.04.2022, wherein Sh. Ashok Sethi, Sanjay Sethi and Sh. Jatin Sethi are the partners in M/s A.K Rice Industries. 3.    The industry has deposited Rs. 27000/- vide UTR No. N125232446116948 dated 05.05.2023 as consent fee under Water Act, 1974 and Rs. 27000/- vide UTR No. N125232446099679 dated 05.05.2023 as consent fee under Air Act, 1981, which it is adequate upto 30/09/2025 under both acts against the fixed assets of the industry of Rs. 275 Lacs as on 12.09.2022. 4.    The industry has submitted an undertaking (from partner Sh. Sanjay Sethi) which is reproduced as under:- a)    We have purchased the existing rice sheller/steamed /parboiled plant previously names as M/s Shri Durga Rice Mills, Vill: Kadgill, Jandiala Road, Tarn Taran. b)   We have purchased the existing land, building, plant & machinery of M/s Shri Durga Rice Mills and will operate the plant with same fixed assets for similar production capacity as of M/s Shri Durga Rice Mills. c)    That there has been no change in the land area, building, plant & machinery of our unit in comparison to that of M/s Shri Durga Rice Mills. d)   That we will operate M/s A.K Rice Industries, Village Kadgil, Distt Tarn Taran with same land, plant and machinery and building for same production capacity as that of M/s Shri Durga Rice Mills. e)    That it is requested to kindly grants u consent to operate under the Water Act, 1974 and Air Act, 1981 to M/s A.K Rice Industries for same production capacity as that of M/s Shri Durga Rice Mills.           The industry was visited by undersigned on 16.05.2023 and it was observed as under:- <ol style="margin-top: 0in; text-align: justify;" start="1" type="1"> <li class="MsoNormal" style="text-align: justify; mso-list: l1 level1 lfo1;">The industry was not in operation as it has closed its operation for the current paddy season. </li> <li class="MsoNormal" style="text-align: justify; mso-list: l1 level1 lfo1;">The industry has one number existing boiler of capacity 4TPH (FBC) with Trema Cyclone as APCD. The industry has also 3 number existing driers, one number saila/steam unit and one number shelling unit. </li> <li class="MsoNormal" style="text-align: justify; mso-list: l1 level1 lfo1;">Cyclones have been installed separately on driers as well as shelling units with stack of adequate height and proper sampling arrangements. </li> <li class="MsoNormal" style="text-align: justify; mso-list: l1 level1 lfo1;">The industry was in the process of overhauling the ETP plant</li> <li class="MsoNormal" style="text-align: justify; mso-list: l1 level1 lfo1;">The industry has installed ETP for treatment of effluent generated from the parboiled section during its operation and same was inline. </li> <li class="MsoNormal" style="text-align: justify; mso-list: l1 level1 lfo1;">The industry has installed flow meter at the outlet of ETP.</li> <li class="MsoNormal" style="text-align: justify; mso-list: l1 level1 lfo1;">The industry has provided plantation area in an area of about 06 kanals adjoining to its premises and same was found in good condition. </li> </ol> There has been no change in the land, building and plant and machinery of industry as that from previous owned firm M/s Shri Durga Rice Mills The industry is complying with the in the provisions of Water Act, 1974 and Air Act, 1981 as well as with the code of practice framed by the Board for rice sellers. The competency to decide the case lies with Environmental Engineer, Regional Office, Amritsar. In view of the above, may if approved, the consent to operate under the Air (Prevention & Control of Pollution) Act, 1981 and the Water (Prevention & Control of Pollution) Act, 1974 be granted to the industry up to 30/09/2025 with new name and style of M/s A.K Rice Industries, Village Kadgil, Distt Tarn Taran  for production of Steam/Parboiled/Raw Rice @36Metric Tonnes/Day usual terms and conditions and special condition that:- 1.    The industry will priory intimate this office regarding the operation of parboiled section so that effluent sampling of the unit can be carried out. 2.    The industry will stabilized its effluent treatment plant before the commissioning of parboiled section. 3.    The industry shall get its emission samples analyzed from board lab within period of 01 month after its re-commissioning in the paddy season. 4.    The industry shall not make any expansion within the unit without prior permission of the Board. <span style="font-size: 12.0pt; line-height: 115%; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Calibri; mso-fareast-theme-font: minor-latin; background: white; mso-ansi-language: EN-IN; mso-fareast-language: EN-US; mso-bidi-language: AR-SA;">The industry shall comply with all the guidelines issued by PPCB/CPCB issued from time to time.
