CTOA/Renewal/PTA/2022/19778046 dated 01/10/2022, valid upto 30/09/2023 for manufacture of Rice @ 1.0 T/hr by using Paddy @ 1.5 T/hr (without drier) subject to conditions mentioned therein. </span></p> <p class="MsoNormal" style="mso-margin-top-alt: auto; margin-bottom: 6.0pt; text-align: justify; line-height: 12.9pt; background: white;"><span style="font-family: 'Calibri',sans-serif; mso-ascii-theme-font: minor-latin; mso-hansi-theme-font: minor-latin; mso-bidi-theme-font: minor-latin; color: black;">Now, the industry has applied for renewal of consent to operate under the Air (Prevention and Control of Pollution) Act, 1981 for manufacturing of Rice @ 1.0 T/hr by using Paddy @ 1.5 T/hr (without drier) under orange category along with requisite documents. </span></p> <p class="MsoNormal" style="mso-margin-top-alt: auto; margin-bottom: 6.0pt; text-align: justify; line-height: 12.9pt; background: white;"><span style="font-family: 'Calibri',sans-serif; mso-ascii-theme-font: minor-latin; mso-hansi-theme-font: minor-latin; mso-bidi-theme-font: minor-latin; color: black;">The industry had already deposited Rs. 9000/- vide UTR. No. SDL112452270 dated 08.09.2022 on account of consent fee under the Air Act, 1981, which is adequate upto 30.09.2027 against the fixed assets of Rs. 24.27 lakh as on 15.04.2023 as per CA certificate by the industry</span><span style="font-family: 'Calibri',sans-serif; mso-ascii-theme-font: minor-latin; mso-hansi-theme-font: minor-latin; mso-bidi-theme-font: minor-latin; color: #5d5d5d; background: white;">. </span></p> <p class="MsoNormal" style="mso-margin-top-alt: auto; margin-bottom: 6.0pt; text-align: justify; line-height: 12.9pt; background: white; font-variant-ligatures: normal; font-variant-caps: normal; orphans: 2; widows: 2; -webkit-text-stroke-width: 0px; text-decoration-thickness: initial; text-decoration-style: initial; text-decoration-color: initial; word-spacing: 0px;"><span style="font-family: 'Calibri',sans-serif; mso-ascii-theme-font: minor-latin; mso-hansi-theme-font: minor-latin; mso-bidi-theme-font: minor-latin; color: black;">The industry has also submitted stack emissions sampling reports and analyzed by NABL Approved Laboratory (Noida Testing Laboratories) on 17.01.2023. As per the report, the concentration of particulate matter is 293.8</span><span style="font-family: 'Calibri',sans-serif; mso-ascii-theme-font: minor-latin; mso-hansi-theme-font: minor-latin; mso-bidi-theme-font: minor-latin; color: #5d5d5d;">&nbsp;mg/Nm<sup>3</sup>&nbsp;(shelling section),</span><span style="font-family: 'Calibri',sans-serif; mso-ascii-theme-font: minor-latin; mso-hansi-theme-font: minor-latin; mso-bidi-theme-font: minor-latin; color: black;">&nbsp;which is within the permissible limits as prescribed by the Board</span><span style="font-family: 'Calibri',sans-serif; mso-ascii-theme-font: minor-latin; mso-hansi-theme-font: minor-latin; mso-bidi-theme-font: minor-latin; color: #5d5d5d;">.</span></p> <p class="MsoNormal" style="mso-margin-top-alt: auto; margin-bottom: 6.0pt; text-align: justify; line-height: 18.0pt; background: white;"><span lang="EN-US" style="font-family: 'Calibri',sans-serif; mso-ascii-theme-font: minor-latin; mso-fareast-font-family: Calibri; mso-fareast-theme-font: minor-latin; mso-hansi-theme-font: minor-latin; mso-bidi-theme-font: minor-latin; mso-ansi-language: EN-US; mso-fareast-language: EN-US; mso-bidi-language: AR-SA;">The industry has submitted compliance report of consents conditions under the Water Act, 1974 and the Air Act, 1981 earlier granted to it.</span></p> <p class="MsoNormal" style="mso-margin-top-alt: auto; margin-bottom: 6.0pt; text-align: justify; line-height: 18.0pt; background: white;"><span style="font-family: 'Calibri',sans-serif; mso-ascii-theme-font: minor-latin; mso-hansi-theme-font: minor-latin; mso-bidi-theme-font: minor-latin;">Standards to be followed by Rice Shellers as per item no. 4 of Proceedings of the 4thCore-Committee meeting (2018) taken by the Chairman of the Board on 31.10.2018 in the Committee Room, Head office, Patiala, it was decided that the Board will raise a clarification to CPCB on e-samiksha portal as to whether the sitting guidelines for Rice Shellers had been considered while finalizing/ prescribing stringent emission standards in notification dated 16.03.2012. The relevant text is as under; "It is intimated that the Govt. of Punjab, Department of Science, Technology &amp; Environment vide notification no. 10/48/2004-STE(4)/932 dated 15.10.2013 has prescribed standards for discharge of emissions from rice mills and saila plants as 750mg/Nm3, whereas Ministry of Environment &amp; Forest, New Delhi vide notification dated 16.03.2012 has prescribed amended emission standards of 150 mg/Nm3 (SPM) for rice mills having capacity upto 3 TPH and 100 mg/Nm3 (SPM) for rice mills having capacity more than 3 TPH. The Board has constituted a committee to suggest the modifications/up gradations to be made in the existing Air Pollution Control Device to achieve the prescribed standards in light of the MoEF notification dated 16.03.2012. The committee has submitted the report with the various conclusions. The report submitted by the committee has been has been discussed in the Core Committee of the Board held on 31.10.2018 and observed that Department of Science, Technology and Environment while issuing notification no. 10/48/2004-STE(4)/932 dated 15.10.2013 has prescribed stringent sitting guidelines for setting up of rice shellers and saila plants, whereas there is no reference of such sitting guidelines prescribed by the Ministry of Environment &amp; Forest in the notification dated 16.03.2012. By virtue of the sitting guidelines, the rice shellers/ saila plants in State of Punjab are to be established either in Industrial Zone or away from Abadies/ MC limits /City Areas. The Board had then raised a clarification to CPCB on e-samiksha portal on 28/12/2018 as to whether the sitting guidelines had been considered while finalizing/prescribing the stringent emission standards in notification dated 16.3.2012. The reply from CPCB/ Head Office, Patiala is still awaited in the matter. As per modified directions issued by CPCB u/s 18(1) (b) of the Water (Prevention &amp; Control of Pollution) Act, 1974 and the Air (Prevention &amp; Control of Pollution) Act, 1981 regarding harmonization of classification of industrial sectors under red, orange, green, white categories vide its letter dated 07.03.2016 along with the "Final documents on revised classification of industrial sectors under red, orange, green &amp; white categories" which also includes the consent period for which the consents are to be granted to red, orange &amp; green category industries for five years, ten years &amp; 15 years respectively. The Board vide its letter no. 9982-1003 dated 27.03.2018 has requested this office to strictly follow consent validity criteria as mentioned in the modified directions issued by CPCB u/s 18(1) (b) of the Water (Prevention &amp; Control of Pollution) Act, 1974 and the Air (Prevention &amp; Control of Pollution) Act, 1981.</span></p> <p class="MsoNormal" style="mso-margin-top-alt: auto; margin-bottom: 6.0pt; text-align: justify; line-height: 18.0pt; background: white;"><span style="font-family: 'Calibri',sans-serif; mso-ascii-theme-font: minor-latin; mso-hansi-theme-font: minor-latin; mso-bidi-theme-font: minor-latin;">The Board vide office order no. 443 dated 09.08.2021 has decided in suppression of Board&rsquo;s office order no. SEE(HQ)/F.No. 957/2016/59 dated 02.02.2016 has decided to extend the facility for auto generated renewal to all categories of small scale industries/projects without inspection/physical verification of the environmental parameters at the time of submission of such applications.</span></p> <p class="MsoNormal" style="mso-margin-top-alt: auto; margin-bottom: 6.0pt; text-align: justify; line-height: 18.0pt; background: white;"><span style="font-family: 'Calibri',sans-serif; mso-ascii-theme-font: minor-latin; mso-hansi-theme-font: minor-latin; mso-bidi-theme-font: minor-latin;">The industry is complying with the consents conditions under the Water Act, 1974 and the Air Act, 1981 granted to it.</span></p> <p class="MsoNormal" style="mso-margin-top-alt: auto; margin-bottom: 3.0pt; text-align: justify; line-height: 18.0pt; background: white;"><span style="font-family: 'Calibri',sans-serif; mso-ascii-theme-font: minor-latin; mso-hansi-theme-font: minor-latin; mso-bidi-theme-font: minor-latin; color: black; background: white;">Keeping above in view, it is recommended that consent to operate under the Air (Prevention and Control of Pollution) Act, 1981 granted to the industry may be renewed upto 30.09.2027 for manufacturing of Rice @ </span><span style="font-family: 'Calibri',sans-serif; mso-ascii-theme-font: minor-latin; mso-hansi-theme-font: minor-latin; mso-bidi-theme-font: minor-latin; color: black;">1.0 T/hr by using Paddy @ 1.5 T/hr<span style="background: white;"> (without drier) under orange category subject to certain condition and special condition mentioned in the original consent letter.</span></span></p>
