<p class="MsoNormal" style="margin-bottom: 0.0001pt; line-height: 150%; text-align: justify;"><span style="font-family: Tahoma, 'sans-serif';">Notice to issue directions u/s 33-A of the Water Act, 1974 & u/s 31-A of Air Act, 1981 and for violation of provisions of <span style="background: white;">Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016 was issued to the industry with an opportunity of personal hearing<strong> </strong></span></span><span lang="EN-IN" style="font-family: Tahoma, 'sans-serif';">on 04.05.2023 before the Chief Environmental Engineer (B) of the Board, due to following violations.</span></p>
<p class="MsoListParagraphCxSpFirst" style="margin: 0in 0in 0.0001pt 27pt; text-indent: -0.25in; line-height: 150%; text-align: justify;"><span lang="EN-IN" style="font-family: Tahoma, 'sans-serif';">1.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span lang="EN-IN" style="font-family: Tahoma, 'sans-serif';">No media was found developed in the aeration tank of the ETP. No flow meter provided at the inlet/outlet of the ETP.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin-left: 27pt; text-indent: -0.25in; line-height: 150%; text-align: justify;"><span lang="EN-IN" style="font-family: Tahoma, 'sans-serif';">2.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span lang="EN-IN" style="font-family: Tahoma, 'sans-serif';">The treated effluent is reused back into the autoclave through flexible pipe which was found disconnected.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin-left: 27pt; text-indent: -0.25in; line-height: 150%; text-align: justify;"><span lang="EN-IN" style="font-family: Tahoma, 'sans-serif';">3.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span lang="EN-IN" style="font-family: Tahoma, 'sans-serif';">Covered enclosure not provided for storage of fuel ash.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin-left: 27pt; text-indent: -0.25in; line-height: 150%; text-align: justify;"><span lang="EN-IN"><span style="font-family: Tahoma, sans-serif;">4.</span><span style="font-family: Times New Roman; font-size: xx-small;"> </span></span><span lang="EN-IN" style="font-family: Tahoma, 'sans-serif';">Domestic effluent discharged into soakage pit.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin-left: 27pt; text-indent: -0.25in; line-height: 150%; text-align: justify;"><span lang="EN-IN" style="font-family: Tahoma, 'sans-serif';">5.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span lang="EN-IN" style="font-family: Tahoma, 'sans-serif';">DG set provided without canopy and in adequate stack height.</span></p>
<p class="MsoListParagraphCxSpLast" style="margin-left: 27pt; text-indent: -0.25in; line-height: 150%; text-align: justify;"><span lang="EN-IN" style="font-family: Tahoma, 'sans-serif';">6.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span lang="EN-IN" style="font-family: Tahoma, 'sans-serif';">The sludge generated from the process was not stored in the dedicated hazardous waste storage room and no agreement executed for lifting of the hazardous waste generated from the process.</span></p>
<p class="MsoNormal" style="line-height: 150%; text-align: justify;"><span style="font-family: Tahoma, 'sans-serif';"> During hearing, the Chief Environmental Engineer (B) decided that the <span style="background: white;">Environmental Engineer, Regional Office, Faridkot shall visit the industry personally to verify the submission of the representative of the industry and process the application applied for obtaining consent to operate under the Water Act, 1974 & Air Act, 1981 as well authorization under the Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016 on merit.</span></span></p>
<p class="MsoNormal" style="line-height: 150%; text-align: justify;"><span style="font-family: Tahoma, 'sans-serif';"> The visiting officer has reported that the industry was visited on 25.05.2023 and reported that the industry was not in operation due power cut. Permanent pipeline provided to reuse the treated waste water back into autoclave. Flow meter provided at the outlet of the ETP. Enclosure provided for storage of fuel ash. Domestic effluent is treated in septic tank for disposal of onto land for plantation. DG set provided with canopy and adequate stack height. Dedicated hazardous waste storage room provided for storage of hazardous waste and agreement executed with the authorized agency for lifting of the same. Authorization applied under Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016. Pointwise compliance submitted w.r.t. the SOPs prescribed by the Board vide office memo no. 65 dated 11.03.2022 and no violation reported in the matter.</span></p>
<p class="MsoNormal" style="margin-bottom: 0.0001pt; line-height: 150%; text-align: justify;"><span style="font-family: Tahoma, 'sans-serif';">In view of above, if approved, consents to operate under the Water Act, 1974 & the Air Act, 1981 may be granted to the industry for operation of rubber reclamation unit to manufacture re-claimed rubber @ 17800 MT/year using waste tyre scrap @ 18000 MT/year, for a period upto 30.06.2026, subject to the following special conditions that:- </span></p>
<p class="MsoListParagraphCxSpFirst" style="margin: 0in 0in 0.0001pt 31.5pt; text-indent: -22.5pt; line-height: 150%; text-align: justify;"><span style="font-family: Tahoma, 'sans-serif';">1.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span style="font-family: Tahoma, 'sans-serif';">The industry shall purchase the raw material i.e. waste rubber tyres from the local vendors and shall obtain prior permission/license from the Board for import of waste rubber tyres, if it intends so in future. </span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin: 0in 0in 0.0001pt 31.5pt; text-indent: -22.5pt; line-height: 150%; text-align: justify;"><span style="font-family: Tahoma, 'sans-serif';">2.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span style="font-family: Tahoma, 'sans-serif';">The industry shall always comply with the Standard Operating Procedure as prescribed by the Board vide office memorandum no. 65 dated 11.03.2022 for such type of units.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin: 0in 0in 0.0001pt 31.5pt; text-indent: -22.5pt; line-height: 150%; text-align: justify;"><span style="font-family: Tahoma, 'sans-serif';">3.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span style="font-family: Tahoma, 'sans-serif';">The industry shall get the site CLU transferred to the name of M/s Sun reclaims Pvt. Ltd. within 02 months.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin: 0in 0in 0.0001pt 31.5pt; text-indent: -22.5pt; line-height: 150%; text-align: justify;"><span style="font-family: Tahoma, 'sans-serif';">4.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span style="font-family: Tahoma, 'sans-serif';">The industry shall operate the effluent treatment plant as well as air pollution control devices in efficient manner and shall maintain proper record of their operation, after commissioning of the unit. </span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin: 0in 0in 0.0001pt 31.5pt; text-indent: -22.5pt; line-height: 150%; text-align: justify;"><span style="font-family: Tahoma, 'sans-serif';">5.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span style="font-family: Tahoma, 'sans-serif';">The industry shall maintain proper record of the waste water generation /treatment shall submit the same to the Regional Office on monthly basis to ascertain the adequacy of ETP and is bound to increase the plantation area as per requirement.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin: 0in 0in 0.0001pt 31.5pt; text-indent: -22.5pt; line-height: 150%; text-align: justify;"><span style="font-family: Tahoma, sans-serif;">6.</span><span style="font-family: Times New Roman; font-size: xx-small;"> </span><span style="font-family: Tahoma, 'sans-serif';">The industry shall get its effluent/emission samples analyzed from Board’s lab/Board’s approved lab within one month of its commissioning.</span></p>
<p class="MsoListParagraphCxSpLast" style="margin: 0in 0in 0.0001pt 31.5pt; text-indent: -22.5pt; line-height: 150%; text-align: justify;"><span style="font-family: Tahoma, 'sans-serif';">7.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span style="font-family: Tahoma, 'sans-serif';">The industry shall provide proper insulation in the building shed, to arrest the noise/ nuisance due to operation of cutters/grinders, within permissible limits. </span></p>
