CTOW/Renewal/LDH2/2018/7970723 dated 10.08.2018 which is valid upto 30.06.2023 and Air (Prevention &amp; Control of Pollution) Act, 1981 vide no. CTOA/Renewal/LDH2/2018/7970729 dated 10.08.2023 which is valid upto 30.06.2023 for <a name="_Hlk138281597"></a>Rice @ 52 TPD, Rice Bran @ 04 TPD, Khudi Phak @ 2.5 TPD &amp; Chilka @ 15 TPD by using Paddy @ 80 TPD as a raw material subject to certain terms and conditions mentioned therein.</span></p> <p class="MsoNormal" style="text-align: justify; text-indent: 70.9pt; line-height: 150%;"><span lang="EN-IN" style="font-family: 'Tahoma','sans-serif';">Now, the industry has applied for renewal of consent to operate under the provisions of the Water (Prevention &amp; Control of Pollution) Act, 1974 and Air (Prevention &amp; Control of Pollution) Act, 1981 for Rice @ 52 TPD, Rice Bran @ 04 TPD, Khudi Phak @ 2.5 TPD &amp; Chilka @ 15 TPD by using Paddy @ 80 TPD as a raw material alongwith requisite documents which may kindly be perused.</span></p> <p class="MsoNormal" style="text-align: justify; text-indent: 70.9pt; line-height: 150%;"><span lang="EN-IN" style="font-family: 'Tahoma','sans-serif';">The industry has deposited <a name="_Hlk138281721"></a>Rs. 29000/- vide R. No. 702225012 dated 20.06.2023 under Water (Prevention &amp; Control of Pollution) Act, 1974 and Rs. 29000/- vide R. No. 165484150 dated 20.06.2023 Air (Prevention &amp; Control of Pollution) Act, 1981. The fee deposited by the industry is adequate upto 30.06.2033 against the total cost of the industry Rs. 45.20 lacs as per latest CA certificate submitted by the industry.</span></p> <p class="MsoNormal" style="text-align: justify; text-indent: 70.9pt; line-height: 150%;"><span lang="EN-IN" style="font-family: 'Tahoma','sans-serif';">The industry has submitted compliance report of the conditions of the earlier granted consent to operate under the provisions of the Water (Prevention &amp; Control of Pollution) Act, 1974 and Air (Prevention &amp; Control of Pollution) Act, 1981.</span></p> <p class="MsoNormal" style="text-align: justify; text-indent: 70.9pt; line-height: 150%;"><span lang="EN-IN" style="font-family: 'Tahoma','sans-serif';">Further, as per circular no. CEE (HQ)/F.No./957/2016/59 dated 02/02/2016, the case for renewal of NOC/Consent to operate for Orange &amp; Green category industries is to be processed based on self-certification submitted by the industry to the effect that it is complying with the provisions of the Water (Prevention &amp; Control of Pollution) Act, 1974 &amp; the Air (Prevention &amp; Control of Pollution) Act, 1981, as such, the rice sheller unit covers under orange category.</span></p> <p class="MsoNormal" style="mso-margin-top-alt: auto; mso-margin-bottom-alt: auto; text-align: justify; line-height: normal; background: white;"><span lang="EN-IN" style="font-family: 'Tahoma','sans-serif';"><span style="mso-tab-count: 2;">&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; </span>The industry falls in orange category and the competency to decide the case lies with Environmental Engineer.&nbsp;</span></p> <p class="MsoNormal" style="mso-margin-top-alt: auto; mso-margin-bottom-alt: auto; line-height: normal; background: white;"><span lang="EN-IN" style="font-family: 'Tahoma','sans-serif';">&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Keeping in view of above, it is recommended that the consent to operate under Water (Prevention &amp; Control of Pollution) Act, 1974 and Air (Prevention &amp; Control of Pollution) Act 1981 applied by the industry may be auto renewed upto 30.09.2032, with usual conditions and special conditions that:-</span></p> <p class="MsoNormal" style="mso-margin-top-alt: auto; mso-margin-bottom-alt: auto; margin-left: 27.0pt; text-indent: -27.0pt; line-height: 18.0pt; background: white;"><span lang="EN-IN" style="font-family: 'Tahoma','sans-serif';">1.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;The industry shall get its stack emission sampling done by the Board&rsquo;s lab for its rice sheller within 15 days of start of coming paddy season, 2023 and shall submit operational schedule before the start of coming season.</span></p> <p class="MsoNormal" style="mso-margin-top-alt: auto; mso-margin-bottom-alt: auto; margin-left: 27.0pt; text-indent: -27.0pt; line-height: 18.0pt; background: white;"><span lang="EN-IN" style="font-family: 'Tahoma','sans-serif';">2.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;The rice sheller shall continue to abide by the new code of practice notified by Govt. Notification no. 10/48/2004-STE (4) /932 dated. 15/10/2013.</span></p> <p class="MsoNormal" style="mso-margin-top-alt: auto; mso-margin-bottom-alt: auto; margin-left: 39.0pt; text-indent: -16.5pt; line-height: 18.0pt; background: white;"><span lang="EN-IN" style="font-family: 'Tahoma','sans-serif';">i)&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;All the processing sheds be covered and have minimum ventilation as per the recommendations of Director of Factories.</span></p> <p class="MsoNormal" style="mso-margin-top-alt: auto; mso-margin-bottom-alt: auto; margin-left: 39.0pt; text-indent: -16.5pt; line-height: 18.0pt; background: white;"><span lang="EN-IN" style="font-family: 'Tahoma','sans-serif';">ii)&nbsp;&nbsp;&nbsp;&nbsp;The industry should plant thick plantation of spreading crown varieties of evergreen trees all along the boundary wall of the rice Sheller.</span></p> <p class="MsoNormal" style="mso-margin-top-alt: auto; mso-margin-bottom-alt: auto; margin-left: 39.0pt; text-indent: -16.5pt; line-height: 18.0pt; background: white;"><span lang="EN-IN" style="font-family: 'Tahoma','sans-serif';">iii)&nbsp;&nbsp;All dust emitting points should be properly hooded and dust extracted to a common point. At this exhaust point, dust coming here will be passed through a dust control system and air will be emitted through a stack of height 3 meters above the roof of the building.</span></p> <p class="MsoNormal" style="mso-margin-top-alt: auto; mso-margin-bottom-alt: auto; margin-left: 39.0pt; text-indent: -16.5pt; line-height: 18.0pt; background: white;"><span lang="EN-IN" style="font-family: 'Tahoma','sans-serif';">iv)&nbsp;&nbsp;The industry shall not be located in High Tension Transmission Zone of Punjab State Power Corporation Limited.</span></p> <p class="MsoNormal" style="mso-margin-top-alt: auto; mso-margin-bottom-alt: auto; margin-left: 39.0pt; text-indent: -16.5pt; line-height: 18.0pt; background: white;"><span lang="EN-IN" style="font-family: 'Tahoma','sans-serif';">v)&nbsp;&nbsp;&nbsp;&nbsp;The management and handling of rice husk in the rice shelling units should be done as under:</span></p> <p class="MsoNormal" style="mso-margin-top-alt: auto; mso-margin-bottom-alt: auto; text-indent: -27.0pt; line-height: 18.0pt; background: white;"><span lang="EN-IN" style="font-family: 'Tahoma','sans-serif';">a)&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;All the rice shelling units shall provide paved/brick roads/cement concrete roads/metaled roads inside their premises for movement of vehicles, so as to prevent the generation of dust.</span></p> <p class="MsoNormal" style="mso-margin-top-alt: auto; mso-margin-bottom-alt: auto; text-indent: -27.0pt; line-height: 18.0pt; background: white;"><span lang="EN-IN" style="font-family: 'Tahoma','sans-serif';">b)&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;The industry shall provide proper rice husk storage facilities inside the factory premises and the height of brick wall in front of the discharge point of rice husk area should be at least 10' high or 3.5' higher than the discharge point of the rice husk pipe (whichever is more) and the length of aforesaid brick wall should be at least 35' on each side of the rice husk discharge pipe.</span></p> <p class="MsoNormal" style="mso-margin-top-alt: auto; mso-margin-bottom-alt: auto; text-indent: -27.0pt; line-height: 18.0pt; background: white;"><span lang="EN-IN" style="font-family: 'Tahoma','sans-serif';">c)&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;The industry shall provide a layer of wind screen of mild steel or some other similar material of at least 5'height above the brick wall. The wind screen system should have a porosity of ~30% to lower the wind velocities, thus reducing the amount of airborne particulate from storage, handling and loading / unloading areas of rice husk.</span></p> <p class="MsoNormal" style="mso-margin-top-alt: auto; mso-margin-bottom-alt: auto; text-indent: -27.0pt; line-height: 18.0pt; background: white;"><span lang="EN-IN" style="font-family: 'Tahoma','sans-serif';">d)&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;The minimum diameter at the outlet of discharge pipe of rice husk be kept as 15'' which can be maintained by extending the existing discharge pipe with the help of a conical shaped pipe of at least 3' length.</span></p> <p class="MsoNormal" style="mso-margin-top-alt: auto; mso-margin-bottom-alt: auto; text-indent: -27.0pt; line-height: 18.0pt; background: white;"><span lang="EN-IN" style="font-family: 'Tahoma','sans-serif';">e)&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Wherever the height of rice husk is 3' or more, the industry shall cover the heap of husk with HDPE warp knitted fabric completely, except the area near the discharge pipe. The HDPE warp knitted fabric be made of 100% virgin high density polymer of at least 70 gm/m2 weight having 40-45 hole/inch2 to prevent wind blowing of stored husk.</span></p> <p class="MsoNormal" style="mso-margin-top-alt: auto; mso-margin-bottom-alt: auto; text-indent: -27.0pt; line-height: 18.0pt; background: white;"><span lang="EN-IN" style="font-family: 'Tahoma','sans-serif';">f)&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;During transportation of rice husk through vehicles, it shall be covered from all sides with tarpaulin to prevent blowing of husk by winds.</span></p> <p class="MsoNormal" style="mso-margin-top-alt: auto; mso-margin-bottom-alt: auto; margin-left: .25in; text-indent: -.25in; line-height: 18.0pt; background: white;"><span lang="EN-IN" style="font-family: 'Tahoma','sans-serif';">3.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;The industry shall not install mechanical drier in any case in its premises without the written permission of the Board and this consent is valid for dry rice shelling unit without mechanical drier.</span></p> <p class="MsoNormal" style="mso-margin-top-alt: auto; mso-margin-bottom-alt: auto; margin-left: .25in; text-indent: -.25in; line-height: 18.0pt; background: white;"><span lang="EN-IN" style="font-family: 'Tahoma','sans-serif';">4.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;he rice sheller shall put in place all the hoods, ducting&rsquo;s &amp; enclosures and other components of the APCD well before commissioning of the unit for the upcoming paddy shelling season and report the compliance in the regard to the Board prior to commissioning of the unit.</span></p> <p class="MsoNormal" style="mso-margin-top-alt: auto; mso-margin-bottom-alt: auto; margin-left: .25in; text-indent: -.25in; line-height: 18.0pt; background: white;"><span lang="EN-IN" style="font-family: 'Tahoma','sans-serif';">5.&nbsp;&nbsp;&nbsp;&nbsp;The industry shall comply with CGWA guidelines.</span></p> <p class="MsoNormal" style="mso-margin-top-alt: auto; mso-margin-bottom-alt: auto; margin-left: .25in; text-indent: -.25in; line-height: 18.0pt; background: white;"><span lang="EN-IN" style="font-family: 'Tahoma','sans-serif';">6.&nbsp;&nbsp;&nbsp;&nbsp;The industry will amend its APCD as per amendment (if any) in policy of the Board</span></p> <p class="MsoNormal" style="mso-margin-top-alt: auto; mso-margin-bottom-alt: auto; margin-left: .25in; text-indent: -.25in; line-height: 18.0pt; background: white;"><span lang="EN-IN" style="font-family: 'Tahoma','sans-serif';">7.&nbsp;&nbsp;&nbsp;&nbsp;The industry shall not generate and discharge any kind of trade effluent and shall discharge only domestic effluent onto land for plantation after passing through septic tank.</span></p> <p class="MsoNormal" style="mso-margin-top-alt: auto; mso-margin-bottom-alt: auto; margin-left: .25in; text-indent: -.25in; line-height: 18.0pt; background: white;"><span lang="EN-IN" style="font-family: 'Tahoma','sans-serif';">8.&nbsp;&nbsp;&nbsp;&nbsp;The industry shall keep the APCD in good running conditions at all the times and shall also operate the same properly and effectively so as to achieve the standards prescribed by the Board.</span></p> <p class="MsoNormal" style="mso-margin-top-alt: auto; mso-margin-bottom-alt: auto; margin-left: .25in; text-indent: -.25in; line-height: 18.0pt; background: white;"><span lang="EN-IN" style="font-family: 'Tahoma','sans-serif';">9.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;The industry shall dispose of the dust contained by APCD in an environmentally sound manner.</span></p> <p class="MsoNormal" style="mso-margin-top-alt: auto; mso-margin-bottom-alt: auto; margin-left: .25in; text-align: justify; text-indent: -.25in; line-height: 18.0pt; background: white;"><span lang="EN-IN" style="font-family: 'Tahoma','sans-serif';">10.&nbsp;&nbsp;&nbsp;The industry shall make plantation in the open area, where the same is feasible, to contribute to increase in the green cover and shall inform the Board in this regard before commissioning of the unit before next shelling season.</span></p> <p class="MsoNormal" style="mso-margin-top-alt: auto; mso-margin-bottom-alt: auto; margin-left: .25in; text-align: justify; text-indent: -.25in; line-height: 18.0pt; background: white;"><span lang="EN-IN" style="font-family: 'Tahoma','sans-serif';">11.&nbsp;&nbsp;&nbsp;&nbsp;The industry shall comply with the stack emissions standards as laid down by the Board and as amended from time to time by the Board/MoEF and shall be bound to upgrade/replace the APCD to achieve such revised standards.</span></p> <p class="MsoNormal" style="mso-margin-top-alt: auto; mso-margin-bottom-alt: auto; margin-left: .25in; text-align: justify; text-indent: -.25in; line-height: 18.0pt; background: white;"><span lang="EN-IN" style="font-family: 'Tahoma','sans-serif';">12.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;The industry shall inform the Board in writing as and when any change is occurred in the Partnership Deed / Proprietorship / Memorandum of Article of Association, especially with regard to the name and address of the Partner / Proprietor / Director / Subscriber etc, and in any case the industry fails to do so and later on it comes to the notice of the Board that there is any change in Partnership Deed / Proprietorship / Memorandum of Article of Association, action as deem fit under the provision of said Act shall be taken.</span></p> <p class="MsoNormal" style="line-height: 150%;"><strong><span lang="EN-IN" style="font-family: 'Tahoma','sans-serif';">Competency: Environmental Engineer (R0), as per policy of the Board dated 30.04.2013</span></strong></p>
