Respected Sir, kindly peruse the agenda note prepared by Regional Office Mohali, wherein, it is submitted that the subject cited establishment is a Indian-made foreign liquor (IMFL) manufacturing unit and was earlier granted ‘consent to operate’ under the Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Renewal/SAS/2023/20046686 dated 24/01/2023 and under the Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Renewal/SAS/2023/20407509 dated 24/01/2023, both having validity upto 23/07/2023, for production of IMFL @ 7000 cases/day by using GNS @ 18.239 MTD, CAB/SCOTCH @ 6.188 MTD & CARAMEL @ 0.027 MTD as raw material, subject to certain condition mentioned therein.  Now, the industry has applied for renewal ‘Consent to Operate’ under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981, for production of IMFL @ 7000 cases/day by using GNS @ 18.239 MTD, CAB/SCOTCH @ 6.188 MTD & CARAMEL @ 0.027 MTD as raw material. Further, as per record, the industry was given personal hearing by the Chief Environmental Engineer (P) of the Board on 10.01.2023. After hearing the representative of the industry and officers of the Board, the Chief Environmental Engineer (P) of the Board decided as under   1.  The industry shall operate its ETP, regularly and efficiently so as to achieve the effluent standards as prescribed by the Board. 2.  The industry shall deposit a bank guarantee of Rs. 2.0 lakhs (valid for one year) in the O/o Environmental Engineer, Regional Office, SAS Nagar within 07 days as an assurance to properly operate ETP and achieve the prescribed effluent standards and compliance with the environmental laws. 3.  The renewal of ‘consent to operate’ applied under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 be granted initially for a period of six months which will be extended after the receipt of the detailed report from Environmental Engineer, Regional Office, SAS Nagar 4.   The Environmental Engineer, Regional Office, SAS Nagar shall visit the industry after 15 days to monitor the ETP, verify the mode of disposal, verify the status plantation area as per Karnal Technology, verify the statements of the industry, verify the compliance of environmental laws and send his report/recommendations accordingly. Now, the RO, Mohali has reported that as per decision no. 02 of the hearing, the industry has deposited a Bank Guarantee amounting to Rs. 02 lakhs  vide no. PEBNDH251572 dated 31.01.2023, which is valid upto 31.01.2025. Further, regarding the verification of ETP of the industry, the site of the industry was visited by AEE of RO, Mohali on 23.03.2023 and on 12.06.2023 and during visit, the ETP and plantation area provided by the industry were found in order. Accordingly, the RO has recommended to renew the consents grants under the Water Act, 1974 and under the Air Act, 1981.   In view of above note and recommendations sent by Regional Office Mohali, May if approved, the consents granted under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 be further renewed upto 30.09.2027 subject to suitable conditions. *Competency- Worthy Chief Environmental Engineer
