CTOA/Renewal/PTA/2019/10444753 dated 09/07/2019, valid upto 30/09/2023 for manufacturing of Rice (without drier) @ 2.0 TPH by processing of Paddy @ 3.0 TPH subject to conditions mentioned therein. <span style="mso-spacerun: yes;"> </span></span></p>
<p class="MsoNormal" style="margin-bottom: 6.0pt; text-align: justify; text-indent: 63.0pt; line-height: 150%; mso-layout-grid-align: none; text-autospace: none;"><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Bookman Old Style','serif';">Now, the industry has applied for renewal of consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 & under the Air (Prevention and Control of Pollution) Act, 1981 for manufacturing of Rice (without drier) @ 2.0 TPH by processing of Paddy @ 3.0 TPH alongwith Rice Husk @ 10.56 T/day, Rice Bran @ 1.75 T/day, Puck @ 2.20 T/day (byproduct) under orange category along with requisite documents.</span></p>
<p class="MsoNormal" style="margin-bottom: 6.0pt; text-align: justify; text-indent: 63.0pt; line-height: 150%; mso-layout-grid-align: none; text-autospace: none;"><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Bookman Old Style','serif';">The previous consent fee deposited by the industry was adequate upto 30.06.2024 against the fixed assets of Rs. 60.81 lakh as on 25.06.2019 as per CA certificate. Now, the industry has deposited Rs. 18000/- vide Receipt No. 488169180 dated 15.06.2023 as consent fee on account of Water (Prevention and Control of Pollution) Act, 1974 and Rs. 18000/- vide Receipt No. 858498480 dated 15.06.2023 as consent fee on account of Air (Prevention and Control of Pollution) Act, 1981, which is adequate upto 30.06.2029 against the fixed assets of Rs. 67.34 lakh as per CA certificate dated 25.03.2023 submitted by the industry. The industry has also deposited Rs. 1100.0/- vide Receipt No. 858498480 dated 15.06.2023 as NOC regularization fee and provided details of the increase in the cost of fixed assets. </span></p>
<p class="MsoNormal" style="margin-bottom: 6.0pt; text-align: justify; text-indent: 1.0in; line-height: 150%; mso-layout-grid-align: none; text-autospace: none;"><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Bookman Old Style','serif';">The industry has submitted stack emission sampling report analyzed by Noida Testing Laboratories (NABL Approved Laboratory) on 18.02.2023. As per the report, the concentration of particulate matter is 288.7 mg/Nm3 (shelling section), which are within the permissible limits as prescribed by the Board. </span></p>
<p class="MsoNormal" style="margin-bottom: 6.0pt; text-align: justify; text-indent: 1.0in; line-height: 150%; mso-layout-grid-align: none; text-autospace: none;"><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Bookman Old Style','serif';">The Board vide office order no. 443 dated 09.08.2021 has decided in suppression of Board’s office order no. SEE(HQ)/F.No. 957/2016/59 dated 02.02.2016 has decided to extend the facility for auto generated renewal to all categories of small scale industries/projects without inspection/physical verification of the environmental parameters at the time of submission of such applications.</span></p>
<p class="MsoNormal" style="margin-bottom: 6.0pt; text-align: justify; text-indent: 1.0in; line-height: 150%; mso-layout-grid-align: none; text-autospace: none;"><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Bookman Old Style','serif';">The industry has submitted an undertaking to the effect that it is complying with the consents conditions under Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention and Control of Pollution) Act, 1981 granted to it.</span></p>
<p class="MsoNormal" style="margin-bottom: 6.0pt; text-align: justify; text-indent: 1.0in; line-height: 150%; mso-layout-grid-align: none; text-autospace: none;"><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Bookman Old Style','serif';">It is submitted that the Govt. of India, Ministry of Jal Shakti, Deptt. of Water Resources RD&GR Central Ground Water Authority, New Delhi has issued directions u/s 5 of Environment (Protection) Act, 1986 vide letter no. CGWA-21/6/2020-CGWA-101 dated 06/04/2022 “that it shall be mandatory for the Project Proponent abstracting ground water to obtain NOC from CGWA or the concerned State/ UT Ground Water Authority as the case made be in the compliance condition in consent to operate and consent to establish issued by the State Pollution Control Board.” </span></p>
<p class="MsoNormal" style="margin-bottom: 6.0pt; text-align: justify; text-indent: 1.0in; line-height: 150%; mso-layout-grid-align: none; text-autospace: none;"><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Bookman Old Style','serif';">Accordingly, the Board vide letter no. 1955-57 dated 18/01/2023 has informed all the officers of the Board in continuation to earlier circular no. CEE(HQ)/2018/7956-84 dated 03/03/2018 and 768-97 dated 13/01/2021 to ensure the compliance of the said directions.</span></p>
<p class="MsoNormal" style="margin-bottom: 6.0pt; text-align: justify; text-indent: 1.0in; line-height: 150%; mso-layout-grid-align: none; text-autospace: none;"><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Bookman Old Style','serif';">PWRDA vide notification dated 27.01.2023 has exempted units from obtaining any permission of the authority, which are extracting not more than 300 cubic meters of ground water per month.</span></p>
<p class="MsoNormal" style="margin-bottom: 6.0pt; text-align: justify; text-indent: 1.0in; line-height: 150%; mso-layout-grid-align: none; text-autospace: none;"><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Bookman Old Style','serif';">In the subject cited case, the industry has mentioned ground water extraction @ 1 KLD. Considering 30 working days per month (during season), ground water extraction will be 30 KL/month, which is less than 300 KL/month. </span></p>
<p class="MsoNormal" style="margin-bottom: 6.0pt; text-align: justify; text-indent: 1.0in; line-height: 150%; mso-layout-grid-align: none; text-autospace: none;"><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Bookman Old Style','serif';">Keeping above in view, if approved, consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and under the Air (Prevention and Control of Pollution) Act, 1981 may be renewed upto 30.09.2028 for manufacturing of Rice (without drier) @ 2.0 TPH by processing of Paddy @ 3.0 TPH alongwith Rice Husk @ 10.56 T/day, Rice Bran @ 1.75 T/day, Puck @ 2.20 T/day (byproduct) under orange category subject to certain condition and following additional conditions that: </span></p>
