(without drier) by processing of Paddy @ 3.0 T/hr. along with Rice Bran @ 0.10 T/hr. Phuck @ 0.15 T/hr. and Rice Husk @ 0.66 T/hr. (by-product) and discharge of domestic effluent @ 1.5 KLD onto land for plantation after passing through septic tank under orange category subject to conditions mentioned therein.</span></p>
<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; text-justify: inter-ideograph; text-indent: 72.0pt; line-height: normal;"><span style="font-family: 'Tahoma','sans-serif';">Now, the industry has <strong>applied for varied Consent to Operate</strong> under the Water (Prevention and Control of Pollution) Act, 1974 and the Air (Prevention and Control of Pollution) Act, 1981 </span><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: 'Times New Roman'; color: black; mso-themecolor: text1;">for the <strong>manufacturing of Rice (Dry) @ 2.0 T/hr. (without drier)</strong> by processing of Paddy @ 3.0 T/hr. along with installation of new silky machine and discharge of domestic effluent @ 1.5 KLD onto land for plantation after passing through septic tank, under orange category </span><span style="font-family: 'Tahoma','sans-serif';">alongwith requisite documents.</span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph; text-indent: 72.0pt;"><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: 'Times New Roman'; color: black; mso-themecolor: text1;">The industry has deposited online <strong>Rs. 42,000/- vide online receipt no. </strong></span><strong><span style="font-family: 'Tahoma','sans-serif';">506658590 dated 06.06.2023</span></strong><span style="font-family: 'Tahoma','sans-serif';"> </span><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: 'Times New Roman'; color: black; mso-themecolor: text1;">under the Water Act, 1974 and <strong>Rs. 42,000/- consent fee Rs. 1100/- NOC regularization fee + 500/- application form fee</strong> vide online receipt no. 798461627 dated 06.06.2023 under the Air Act, 1981, which is adequate upto </span><strong><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: 'Times New Roman';">30.09.2028</span></strong><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: 'Times New Roman'; color: black; mso-themecolor: text1;"> against the fixed assets of <strong>Rs. 133.11 lakh</strong> as on 30/04/2023 as</span><span style="font-family: 'Tahoma','sans-serif';">per CA certificate dated 30.05.2023 submitted by the industry.</span></p>
<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; text-justify: inter-ideograph; text-indent: 72.0pt; line-height: normal;"><span style="font-family: 'Tahoma','sans-serif';">The industry has submitted compliance report of consent conditions earlier granted to it under the Water (Prevention and Control of Pollution) Act, 1974 and the Air (Prevention and Control of Pollution) Act, 1981. </span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;"><strong style="mso-bidi-font-weight: normal;"><u><span style="font-size: 1.0pt; line-height: 115%; font-family: 'Tahoma','sans-serif';"><span style="text-decoration: none;"> </span></span></u></strong><span style="font-family: Tahoma, 'sans-serif';">The industry has also submitted stack emissions </span><strong style="font-family: Tahoma, 'sans-serif';">sampling reports and analyzed by NABL Approved Laboratory (Noida Testing Laboratories) on 27.02.023. </strong><span style="font-family: Tahoma, 'sans-serif';">As per the report, the concentration of particulate matter is 313 mg/Nm3 (shelling section) which are within the permissible limits as prescribed by the Board.</span></p>
<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; text-justify: inter-ideograph; text-indent: 72.0pt; line-height: normal;"><span style="font-family: Tahoma, 'sans-serif'; text-indent: 72pt;">The industry was visited by undersigned of this office on </span><strong style="font-family: Tahoma, 'sans-serif'; text-indent: 72pt;">28.06.2023</strong><span style="font-family: Tahoma, 'sans-serif'; text-indent: 72pt;"> and Sh. Kulwinder Singh, proprietor of the industry was contacted at site. During visit, it was observed as under:</span></p>

<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; text-justify: inter-ideograph; text-indent: 72.0pt; line-height: normal; mso-layout-grid-align: none; text-autospace: none;"><span style="font-family: 'Tahoma','sans-serif';">The industry is complying with the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981.</span></p>
<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; text-justify: inter-ideograph; text-indent: 72.0pt; line-height: normal; mso-layout-grid-align: none; text-autospace: none;"><span style="font-family: 'Tahoma','sans-serif';">Keeping above in view, it is recommended that variedConsent to Operate under the Water (Prevention and Control of Pollution) Act, 1974 and the Air (Prevention and Control of Pollution) Act, 1981 may be granted to the industry upto <strong>30.09.2028 </strong></span><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: 'Times New Roman'; color: black; mso-themecolor: text1;">for the manufacturing of Rice (Dry) @ 2.0 T/hr. (without drier) by processing of Paddy @ 3.0 T/hr. along with Rice Bran @ 0.10 T/hr. Phuck @ 0.15 T/hr. and Rice Husk @ 0.66 T/hr. (by-product) and discharge of domestic effluent @ 1.5 KLD onto land for plantation after passing through septic tank, under orange category</span><span style="font-family: 'Tahoma','sans-serif';">under Orange Category subject to certain condition and following additional conditions that: </span></p>

Notification no. 10/48/2004-STE (4) /932 dated. 15/10/2013. </span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin-bottom: .0001pt; mso-add-space: auto; text-align: justify; text-justify: inter-ideograph; text-indent: -18.0pt; mso-list: l0 level1 lfo3;"><!-- [if !supportLists]--><span lang="EN-IN" style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">i)<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span lang="EN-IN" style="font-family: 'Tahoma','sans-serif';">All the processing sheds be covered and have minimum ventilation as per the recommendations of Director of Factories. </span></p>

<p class="MsoListParagraphCxSpMiddle" style="margin-bottom: .0001pt; mso-add-space: auto; text-align: justify; text-justify: inter-ideograph; text-indent: -18.0pt; mso-list: l0 level1 lfo3;"><!-- [if !supportLists]--><span lang="EN-IN" style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">iii)<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span lang="EN-IN" style="font-family: 'Tahoma','sans-serif';">All dust emitting points should be properly hooded and dust extracted to a common point. At this exhaust point, dust coming here will be passed through a dust control system and air will be emitted through a stack of height 3 meters above the roof of the building. </span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin-bottom: .0001pt; mso-add-space: auto; text-align: justify; text-justify: inter-ideograph; text-indent: -18.0pt; mso-list: l0 level1 lfo3;"><!-- [if !supportLists]--><span lang="EN-IN" style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">iv)<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span lang="EN-IN" style="font-family: 'Tahoma','sans-serif';">The industry shall not be located in High Tension Transmission Zone of Punjab State Power Corporation Limited. </span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin-bottom: .0001pt; mso-add-space: auto; text-align: justify; text-justify: inter-ideograph; text-indent: -18.0pt; mso-list: l0 level1 lfo3;"><!-- [if !supportLists]--><span lang="EN-IN" style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">v)<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span lang="EN-IN" style="font-family: 'Tahoma','sans-serif';">The management and handling of rice husk in the rice shelling units should be done as under: </span></p>
<p class="MsoListParagraphCxSpMiddle" style="mso-add-space: auto; text-align: justify; text-justify: inter-ideograph; text-indent: -18.0pt; mso-list: l2 level1 lfo4; margin: 0cm 0cm .0001pt 54.0pt;"><!-- [if !supportLists]--><span lang="EN-IN" style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">a)<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span lang="EN-IN" style="font-family: 'Tahoma','sans-serif';">All the rice shelling units shall provide paved / brick roads / cement concrete roads/ metaled roads inside their premises for movement of vehicles, so as to prevent the generation of dust. </span></p>
<p class="MsoListParagraphCxSpMiddle" style="mso-add-space: auto; text-align: justify; text-justify: inter-ideograph; text-indent: -18.0pt; mso-list: l2 level1 lfo4; margin: 0cm 0cm .0001pt 54.0pt;"><!-- [if !supportLists]--><span lang="EN-IN" style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">b)<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span lang="EN-IN" style="font-family: 'Tahoma','sans-serif';">The industry shall provide proper rice husk storage facilities inside the factory premises and the height of brick wall in front of the discharge point of rice husk area should be at least 10' high or 3.5' higher than the discharge point of the rice husk pipe (whichever is more) and the length of aforesaid brick wall should be at least 35' on each side of the rice husk discharge pipe. </span></p>
<p class="MsoListParagraphCxSpMiddle" style="mso-add-space: auto; text-align: justify; text-justify: inter-ideograph; text-indent: -18.0pt; mso-list: l2 level1 lfo4; margin: 0cm 0cm .0001pt 54.0pt;"><!-- [if !supportLists]--><span lang="EN-IN" style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">c)<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span lang="EN-IN" style="font-family: 'Tahoma','sans-serif';">The industry shall provide a layer of wind screen of mild steel or some other similar material of at least 5'height above the brick wall. The wind screen system should have a porosity of ~30% to lower the wind velocities, thus reducing the amount of airborne particulate from storage, handling and loading / unloading areas of rice husk. </span></p>
<p class="MsoListParagraphCxSpMiddle" style="mso-add-space: auto; text-align: justify; text-justify: inter-ideograph; text-indent: -18.0pt; mso-list: l2 level1 lfo4; margin: 0cm 0cm .0001pt 54.0pt;"><!-- [if !supportLists]--><span lang="EN-IN" style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">d)<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span lang="EN-IN" style="font-family: 'Tahoma','sans-serif';">The minimum diameter at the outlet of discharge pipe of rice husk be kept as 15'' which can be maintained by extending the existing discharge pipe with the help of a conical shaped pipe of at least 3' length. </span></p>
<p class="MsoListParagraphCxSpMiddle" style="mso-add-space: auto; text-align: justify; text-justify: inter-ideograph; text-indent: -18.0pt; mso-list: l2 level1 lfo4; margin: 0cm 0cm .0001pt 54.0pt;"><!-- [if !supportLists]--><span lang="EN-IN" style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">e)<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span lang="EN-IN" style="font-family: 'Tahoma','sans-serif';">Wherever the height of rice husk is 3' or more, the industry shall cover the heap of husk with HDPE warp knitted fabric completely, except the area near the discharge pipe. The HDPE warp knitted fabric be made of 100% virgin high density polymer of at least 70 gm/m2 weight having 40-45 hole/inch2 to prevent wind blowing of stored husk. </span></p>
<p class="MsoListParagraphCxSpMiddle" style="mso-add-space: auto; text-align: justify; text-justify: inter-ideograph; text-indent: -18.0pt; mso-list: l2 level1 lfo4; margin: 0cm 0cm .0001pt 54.0pt;"><!-- [if !supportLists]--><span lang="EN-IN" style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">f)<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span lang="EN-IN" style="font-family: 'Tahoma','sans-serif';">During transportation of rice husk through vehicles, it shall be covered from all sides with tarpaulin to prevent blowing of husk by winds.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="mso-add-space: auto; text-align: justify; text-justify: inter-ideograph; text-indent: -18.0pt; mso-list: l3 level1 lfo2; margin: 0cm 0cm .0001pt 27.0pt;"><!-- [if !supportLists]--><span lang="EN-IN" style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">3.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span lang="EN-IN" style="font-family: 'Tahoma','sans-serif';">The rice sheller shall put in place all the hoods, ductings& enclosures and other components of the APCD well before commissioning of the unit for the upcoming paddy shelling season and report the compliance in the regard to the Board prior to commissioning of the unit.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="mso-add-space: auto; text-align: justify; text-justify: inter-ideograph; text-indent: -18.0pt; mso-list: l3 level1 lfo2; margin: 0cm 0cm .0001pt 27.0pt;"><!-- [if !supportLists]--><span lang="EN-IN" style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">4.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span lang="EN-IN" style="font-family: 'Tahoma','sans-serif';">The industry will amend its APCD as per amendment (if any) in policy of the Board</span></p>
<p class="MsoListParagraphCxSpMiddle" style="mso-add-space: auto; text-align: justify; text-justify: inter-ideograph; text-indent: -18.0pt; mso-list: l3 level1 lfo2; mso-layout-grid-align: none; text-autospace: none; margin: 0cm 0cm .0001pt 27.0pt;"><!-- [if !supportLists]--><span lang="EN-IN" style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">5.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span lang="EN-IN" style="font-family: 'Tahoma','sans-serif';">The industry shall not generate and discharge any kind of trade effluent and shall discharge only domestic effluent onto land for plantation after passing through septic tank.</span></p>

<p class="MsoListParagraphCxSpMiddle" style="mso-add-space: auto; text-align: justify; text-justify: inter-ideograph; text-indent: -18.0pt; mso-list: l3 level1 lfo2; margin: 0cm 0cm .0001pt 27.0pt;"><!-- [if !supportLists]--><span lang="EN-IN" style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">8.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span lang="EN-IN" style="font-family: 'Tahoma','sans-serif';">The industry shall make plantation in the open area, where the same is feasible, to contribute to increase in the green cover and shall inform the Board in this regard before commissioning of the unit before next shelling season. </span></p>
<p class="MsoListParagraphCxSpMiddle" style="mso-add-space: auto; text-align: justify; text-justify: inter-ideograph; text-indent: -18.0pt; mso-list: l3 level1 lfo2; margin: 0cm 0cm .0001pt 27.0pt;"><!-- [if !supportLists]--><span lang="EN-IN" style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">9.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span lang="EN-IN" style="font-family: 'Tahoma','sans-serif';">The industry shall comply with the stack emissions standards as laid down by the Board and as amended from time to time by the Board/MoEF and shall be bound to upgrade/replace the APCD to achieve such revised standards.</span></p>
<p class="MsoListParagraphCxSpLast" style="mso-add-space: auto; text-align: justify; text-justify: inter-ideograph; text-indent: -18.0pt; line-height: normal; mso-list: l3 level1 lfo2; margin: 0cm 0cm .0001pt 27.0pt;"><!-- [if !supportLists]--><span lang="EN-IN" style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">10.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span lang="EN-IN" style="font-family: 'Tahoma','sans-serif';">The industry shall inform the Board in writing as and when any change is occurred in the Partnership Deed / Proprietorship / Memorandum of Article of Association, especially with regard to the name and address of the Partner / Proprietor / Director / Subscriber etc, and in any case the industry fails to do so and later on it comes to the notice of the Board that there is any change in Partnership Deed / Proprietorship / Memorandum of Article of Association, action as deem fit under the provision of said Act shall be taken.</span></p>
