CTOW/Renewal/SGR/2021/16783945 dated 28/09/2021 and under the Air Act, 1981 vide no. CTOA/Renewal/SGR/2021/16783844 dated 28/09/2021, both valid upto 30/09/2025 for manufacturing of Sorted Raw rice (without dryer) @ 1.0 TPH by processing of Paddy @ 1.5 TPH as raw material, with certain conditions mentioned therein.</span></p>
<p class="MsoNormal" style="mso-margin-top-alt: auto; margin-bottom: 8.0pt; text-align: justify; text-indent: 72.0pt; mso-line-height-alt: 10.7pt; background: white;"><span lang="EN-US" style="font-size: 12.0pt; font-family: 'Tahoma',sans-serif; mso-fareast-font-family: 'Times New Roman'; color: black; mso-themecolor: text1; background: white; mso-bidi-language: PA;">It is submitted that the rice sheller was also granted Consent to Establish for expansion in the unit under the Water Act, 1974 and the Air Act, 1981 vide no. CTE/Exp/SGR/2022/18809088 dated 08/06/2022 valid upto 07/06/2023 for manufacturing of Sorted raw rice (With dryer) @ 2.0 TPH by processing of Paddy @ 3.0 TPH as raw material, with certain conditions mentioned therein.</span></p>
<p class="MsoNormal" style="mso-margin-top-alt: auto; margin-bottom: 8.0pt; text-align: justify; text-indent: 72.0pt; mso-line-height-alt: 10.7pt; background: white;"><span lang="EN-US" style="font-size: 12.0pt; font-family: 'Tahoma',sans-serif; mso-fareast-font-family: 'Times New Roman'; color: black; mso-themecolor: text1; background: white; mso-bidi-language: PA;">Now, the industry has applied for varied consent to operate under Water Act, 1974 and the Air Act, 1981 for production of Sorted raw rice (With dryer) @ 2.0 TPH by processing of Paddy @ 3.0 TPH as raw material. The rice sheller has submitted compliance report of the conditions of the consent earlier granted to it under the Water Act, 1974 and the Air Act, 1981. The industry has submitted feasibility report and completion certificate regarding installation of cyclone separator as APCD with Dryer Section from M/s EMS Engineers & Consultants, Patiala.</span></p>
<p class="MsoNormal" style="mso-margin-top-alt: auto; margin-bottom: 8.0pt; text-align: justify; text-indent: 72.0pt; mso-line-height-alt: 10.7pt; background: white;"><span lang="EN-US" style="font-size: 12.0pt; font-family: 'Tahoma',sans-serif; mso-fareast-font-family: 'Times New Roman'; color: black; mso-themecolor: text1; background: white; mso-bidi-language: PA;">The industry has also deposited Rs. 26,000/- deposited through online vide R. No. 158176136 dated 18/05/2023 under Water Act, 1974 and Rs. 26,500/- deposited through online vide R. No. 599822022 dated 18/05/2023 and under the Air Act, 1981 against the value of assets of Rs. 65.94 lacs as per CA certificate dated 24/04/2023. The fee is adequate upto 20.09.2027.</span></p>
<p class="MsoNormal" style="mso-margin-top-alt: auto; margin-bottom: 8.0pt; text-align: justify; text-indent: 72.0pt; mso-line-height-alt: 10.7pt; background: white;"><span lang="EN-US" style="font-size: 12.0pt; font-family: 'Tahoma',sans-serif; mso-fareast-font-family: 'Times New Roman'; color: black; mso-themecolor: text1; background: white; mso-bidi-language: PA;">The industry has submitted certificate issued by DTP, Sangrur vide no. 665 DTP(S)/LPM-141 dated 10/05/2022, which states that the industry i.e. Shiv Kirpa Rice & General Mills, Village Gonspura, Malerkotla having Kahata no. 190 Min (1-4), 191 Min (1-11), 342/189 Min (1-5), 339/188 (2-10), 341/189 (4-10) total measuring land 11 bighe is located in the Industrial Area of Notified Master Plan, Malerkotla. </span></p>

<p class="MsoNormal" style="mso-margin-top-alt: auto; margin-bottom: 8.0pt; text-align: justify; text-indent: 72.0pt; mso-line-height-alt: 10.7pt; background: white;"><span lang="EN-US" style="font-size: 12.0pt; font-family: 'Tahoma',sans-serif; mso-fareast-font-family: 'Times New Roman'; color: black; mso-themecolor: text1; background: white; mso-bidi-language: PA;">The industry is complying with the code of practice notified by the Govt. of Punjab, Department of Science, Technology & Environment vide notification no 10/48/2004-STE-(4) / 932 dated. 15/10/2013.</span></p>
<p class="MsoNormal" style="mso-margin-top-alt: auto; margin-bottom: 8.0pt; text-align: justify; text-indent: 72.0pt; mso-line-height-alt: 10.7pt; background: white;"><span lang="EN-US" style="font-size: 12.0pt; font-family: 'Tahoma',sans-serif; mso-fareast-font-family: 'Times New Roman'; color: black; mso-themecolor: text1; background: white; mso-bidi-language: PA;">The competency for grant of consents to the rice shellers with dryer lies with the Environmental Engineer of the Regional Office.</span></p>
<p class="MsoNormal" style="mso-margin-top-alt: auto; margin-bottom: 8.0pt; text-align: justify; text-indent: 72.0pt; mso-line-height-alt: 10.7pt; background: white;"><span lang="EN-US" style="font-size: 12.0pt; font-family: 'Tahoma',sans-serif; mso-fareast-font-family: 'Times New Roman'; color: black; mso-themecolor: text1; background: white; mso-bidi-language: PA;">Keeping in view of above, it is recommended that varied consent to operate (CTO) under Water Act, 1974 and Air Act, 1981 may be granted up to 30.09.2027 for the production of Sorted Raw Rice (with dryer) @ 2.0 TPH by processing of Paddy @ 3.0 TPH, subject to the suitable conditions as per policy of the Board and a special conditions that the industry shall get its APCD monitored from Board’s lab & shall submit analysis report to the Board within two month, after commissioning of the unit in the coming season.</span></p> |
