<p class="MsoNormal" style="text-align: justify;">It is submitted that the Competent Authority has issued following observations:</p>
<p class="MsoNormal" style="text-align: justify;">“Has it qualified criteria for permanent restoration? Further, flow meter mentioned to be out of order be made functional before processing again.”</p>
<p class="MsoNormal" style="text-align: justify;">In compliance to the above the PP was raised clarification regarding installation of the water meter dated 10.7.2023.</p>
<p class="MsoNormal" style="text-align: justify;">The PP in regards to the above letter has submitted an undertaking stating as under-</p>
<p class="MsoNormal" style="text-align: justify;">"<span lang="PA" style="font-family: 'Raavi',sans-serif; mso-ascii-font-family: Calibri; mso-ascii-theme-font: minor-latin; mso-hansi-font-family: Calibri; mso-hansi-theme-font: minor-latin; mso-bidi-language: PA;">ਉਕਤ ਹਵਾਲੇ ਅਧੀਨ ਮੈਨੂੰ ਆਪ ਜੀ ਦੇ ਦਫਤਰ ਵੱਲੋਂ ਇੱਕ ਪੱਤਰ ਪ੍ਰਾਪਤ ਹੋਇਆ ਹੈ ਜਿਸ ਵਿੱਚ ਆਪ ਜੀ ਵੱਲੋਂ ਸਾਨੂੰ ਸਿਲਵਰ ਓਕਸ ਟਾਉਨਸ਼ਿਪ – ਕਲੋਨੀ ਸਿਲਵਰ ਓਕਸ ਹੋਮਸ ਸਬੰਧੀ ਇੱਕ </span>5<span lang="PA" style="font-family: 'Raavi',sans-serif; mso-ascii-font-family: Calibri; mso-ascii-theme-font: minor-latin; mso-hansi-font-family: Calibri; mso-hansi-theme-font: minor-latin; mso-bidi-language: PA;"> ਲੱਖ ਰੁਪਏ ਦੀ ਬੈਂਕ ਗਾਰੰਟੀ ਜਮ੍ਹਾਂ ਕਰਵਾਉਣ ਲਈ ਲਿਖਿਆ ਗਿਆ ਹੈ। ਮੈਂ ਆਪ ਜੀ ਨੂੰ ਬੇਨਤੀ ਸਹਿਤ ਇਹ ਦੱਸਣਾ ਚਾਹੁੰਦਾ ਹਾਂ ਕਿ ਇਸ ਟਾਉਨਸ਼ਿਪ ਦੀ ਦੇਖ-ਰੇਖ ਹੁਣ ਇੱਥੋਂ ਦੀ ਬਣੀ ਰੈਜਿਡੈਂਟਸ ਵੈਲਫੇਅਰ ਐਸੋਸੀਏਸ਼ਨ ਵੱਲੋਂ ਆਪਣੇ ਤੌਰ ਤੇ ਹੀ ਕੀਤੀ ਜਾਂਦੀ ਹੈ। ਮੈਂ ਇਸ ਐਸੋਸੀਏਸ਼ਨ ਦਾ ਪ੍ਰਧਾਨ ਹੋਣ ਦੇ ਨਾਤੇ ਆਪ ਜੀ ਨੂੰ ਇਹ ਦੱਸਣਾ ਚਾਹੁੰਦਾ ਹਾਂ ਕਿ ਕਲੋਨੀ ਦੀ ਦੇਖ-ਰੇਖ ਲਈ ਐਸੋਸੀਏਸ਼ਨ ਦੀ ਮਾਲੀ ਹਾਲਤ ਠੀਕ ਨਹੀਂ ਹੈ ਜਿਸ ਕਰਕੇ ਸਾਡੇ ਵੱਲੋਂ ਇਹ </span>5<span lang="PA" style="font-family: 'Raavi',sans-serif; mso-ascii-font-family: Calibri; mso-ascii-theme-font: minor-latin; mso-hansi-font-family: Calibri; mso-hansi-theme-font: minor-latin; mso-bidi-language: PA;"> ਲੱਖ ਰੁਪਏ ਦੀ ਬੈਂਕ ਗਾਰੰਟੀ ਆਪ ਜੀ ਦੇ ਦਫਤਰ ਵਿਖੇ ਜਮ੍ਹਾਂ ਕਰਵਾਉਣੀ ਮੁਸ਼ਕਿਲ ਹੈ। ਇਥੇ ਆਪ ਜੀ ਨੂੰ ਇਹ ਵੀ ਦੱਸਣਾ ਜਰੂਰੀ ਹੈ ਕਿ ਟਾਉਨਸ਼ਿਪ ਦੀ ਦੇਖ-ਰੇਖ ਰੈਜਿਡੈਂਟਸ ਵੈਲਫੇਅਰ ਆਸੋਸੀਏਸ਼ਨ ਵੱਲੋਂ ਮਜਬੂਰੀ ਵਿੱਚ ਕੀਤੀ ਜਾ ਰਹੀ ਹੈ ਕਿਉਂਕਿ ਪ੍ਰਮੋਟਰ ਟਾਉਨਸ਼ਿਪ ਦੀ ਦੇਖ-ਰੇਖ ਸਬੰਧੀ ਆਪਣੀ ਜਿੰਮੇਵਾਰੀ ਸਹੀ ਤਰੀਕੇ ਨਾਲ ਨਹੀਂ ਨਿਭਾ ਰਿਹਾ। </span></p>
<p class="MsoNormal" style="text-align: justify;"><span style="mso-tab-count: 2;"> </span><span lang="PA" style="font-family: 'Raavi',sans-serif; mso-ascii-font-family: Calibri; mso-ascii-theme-font: minor-latin; mso-hansi-font-family: Calibri; mso-hansi-theme-font: minor-latin; mso-bidi-language: PA;">ਇਸਲਈ ਬੇਨਤੀ ਕੀਤੀ ਜਾਂਦੀ ਹੈ ਕਿ ਬੈਂਕ ਗਾਰੰਟੀ ਸਾਡੇ ਤੋਂ ਨਾ ਲਈ ਜਾਵੇ ਅਤੇ ਬੈਂਕ ਗਾਰੰਟੀ ਜਮ੍ਹਾਂ ਕਰਵਾਉਣ ਲਈ ਸਾਨੂੰ ਛੋਟ ਦਿੱਤੀ ਜਾਵੇ ਜੀ। ਇਸ ਤੋਂ ਇਲਾਵਾ ਸਾਨੂੰ ਆਪ ਜੀ ਦੇ ਦਫਤਰ ਵੱਲੋਂ ਪਾਣੀ ਦੇ ਮੀਟਰ ਲਗਾਉਣ ਲਈ ਕਿਹਾ ਗਿਆ ਹੈ ਜਿਸ ਲਈ ਸਾਨੂੰ ਕਿਰਪਾ ਕਰਕੇ </span>1<span lang="PA" style="font-family: 'Raavi',sans-serif; mso-ascii-font-family: Calibri; mso-ascii-theme-font: minor-latin; mso-hansi-font-family: Calibri; mso-hansi-theme-font: minor-latin; mso-bidi-language: PA;"> ਮਹੀਨੇ ਦਾ ਸਮਾਂ ਦਿੱਤਾ ਜਾਵੇ ਜੀ।</span></p>
<p class="MsoNormal" style="text-align: justify;"><span style="mso-tab-count: 2;"> </span><span lang="PA" style="font-family: 'Raavi',sans-serif; mso-ascii-font-family: Calibri; mso-ascii-theme-font: minor-latin; mso-hansi-font-family: Calibri; mso-hansi-theme-font: minor-latin; mso-bidi-language: PA;">ਅਸੀਂ ਆਪ ਜੀ ਬਹੁਤ ਧੰਨਵਾਦੀ ਹੋਵਾਂਗੇ ਜੀ।"</span></p>
<p class="MsoNormal" style="text-align: justify;">The PP has demanded 1 month time period for installing water meter, In view of the above report, if approved:-</p>
<p class="MsoNormal" style="text-align: justify;">1.<span style="mso-spacerun: yes;"> </span>Consent to operate may be issued to the colony under the Water Act, 1974 for the period upto 31.03.2024, subject to the following special conditions:-</p>
<p class="MsoNormal" style="text-align: justify;">a)<span style="mso-spacerun: yes;"> </span>The project proponent shall operate the common STP regularly and scientifically and shall install the water meter within 1 month. The Project proponent shall also maintain proper record of the effluent generated/ treated/ discharged.</p>
<p class="MsoNormal" style="text-align: justify;">b)<span style="mso-spacerun: yes;"> </span>The project proponent shall ensure no stagnation in the plantation area and will be bound to increase the same in case any stagnation is observed in it.</p>
<p class="MsoNormal" style="text-align: justify;">c)<span style="mso-spacerun: yes;"> </span>The project proponent shall manage, treat and dispose off the solid waste generated from the project premises in accordance with the various provisions of the Solid Waste Management Rules, 2016.</p>
<p class="MsoNormal" style="text-align: justify;">d)<span style="mso-spacerun: yes;"> </span>The project proponent shall promote use of alternatives of single use plastics (SUP) and awareness to discourage use of plastic, through their Corporate Environment Responsibility (CER) activities.</p>
<p class="MsoNormal" style="text-align: justify;">e)<span style="mso-spacerun: yes;"> </span>The project proponent shall ensure that there are no usages of single use plastic- thermocol disposable items such as water bottles / water pouches / water cups, plates, forks, spoons, straw etc. and single use decorating material made of plastic-thermocol or any other non-biodegradable material in the premises.</p>
<p class="MsoNormal" style="text-align: justify;"><span style="mso-spacerun: yes;"> </span>2.<span style="mso-spacerun: yes;"> </span>Directions u/s 33-A of the Water Act, 1974 may be issued to the PSPCL authorities to release electric connections to house / commercial shop / building already constructed or being constructed within the residential colony permanently.</p>
<p class="MsoNormal" style="text-align: justify;"><span style="mso-spacerun: yes;"> </span>3.<span style="mso-spacerun: yes;"> </span>Directions u/s 33-A of the Water Act, 1974 may be issued to Administrator, Punjab Urban Planning & Development Authority (PUDA), Bathinda to restore license to the project.</p>
<p class="MsoNormal" style="text-align: justify;"><span style="mso-spacerun: yes;"> </span>4.<span style="mso-spacerun: yes;"> </span>Directions u/s 33-A of the Water Act, 1974 may be issued to Sub Registrar-cum-Tehsildar, Bathinda for registering sale deeds pertaining to the residential colony.</p>
