<p class="MsoNormal" style="margin-bottom: 6pt; text-align: justify; line-height: 24px;"><span style="font-size: 12pt; line-height: 24px; font-family: 'Bookman Old Style', 'serif';">Now, the industry has applied for renewal of consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 & under the Air (Prevention and Control of Pollution) Act, 1981 for manufacturing of Rice (without drier) @ 1.34 T/Hour by processing of Paddy @ 2.0 T/hr under orange category along with requisite documents.</span></p>
<p class="MsoNormal" style="margin-bottom: 6pt; text-align: justify; line-height: 24px;"><span style="font-size: 12pt; line-height: 24px; font-family: 'Bookman Old Style', 'serif';">The industry has deposited Rs. 42000/- vide UTR. No. BKIDY23196240286</span> dated 15.07.2023 as water consent fee and Rs. 42000/- vide UTR. No. BKIDY23196240125 dated 15.07.2023 as air consent fee against the fixed assets of Rs. 111.15 lakh as on 30.06.2023 as per CA certificate submitted by it, which is adequate upto 30.09.2028.</p>
<p class="MsoNormal" style="margin-bottom: 6pt; text-align: justify; line-height: 24px;"><span style="font-size: 12pt; line-height: 24px; font-family: 'Bookman Old Style', 'serif';">The Board vide office order no. 443 dated 09.08.2021 has decided in suppression of Board’s office order no. SEE(HQ)/F.No. 957/2016/59 dated 02.02.2016 has decided to extend the facility for auto generated renewal to all categories of small scale industries/projects without inspection/physical verification of the environmental parameters at the time of submission of such applications.</span></p>
<p class="MsoNormal" style="margin-bottom: 6pt; text-align: justify; text-indent: 1in; line-height: 24px;"><span style="font-size: 12pt; line-height: 24px; font-family: 'Bookman Old Style', 'serif';">The industry has submitted an undertaking to the effect that it is complying with the consents conditions under Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention and Control of Pollution) Act, 1981 granted to it.</span></p>
<p class="MsoNormal" style="margin-bottom: 6pt; text-align: justify; text-indent: 1in; line-height: 24px;"><span style="font-size: 12pt; line-height: 24px; font-family: 'Bookman Old Style', 'serif';">It is submitted that the Govt. of India, Ministry of Jal Shakti, Deptt. of Water Resources RD&GR Central Ground Water Authority, New Delhi has issued directions u/s 5 of Environment (Protection) Act, 1986 vide letter no. CGWA-21/6/2020-CGWA-101 dated 06/04/2022 “that it shall be mandatory for the Project Proponent abstracting ground water to obtain NOC from CGWA or the concerned State/ UT Ground Water Authority as the case made be in the compliance condition in consent to operate and consent to establish issued by the State Pollution Control Board.”</span></p>
<p class="MsoNormal" style="margin-bottom: 6pt; text-align: justify; text-indent: 1in; line-height: 24px;"><span style="font-size: 12pt; line-height: 24px; font-family: 'Bookman Old Style', 'serif';">Accordingly, the Board vide letter no. 1955-57 dated 18/01/2023 has informed all the officers of the Board in continuation to earlier circular no. CEE(HQ)/2018/7956-84 dated 03/03/2018 and 768-97 dated 13/01/2021 to ensure the compliance of the said directions.</span></p>
<p class="MsoNormal" style="margin-bottom: 6pt; text-align: justify; text-indent: 1in; line-height: 24px;"><span style="font-size: 12pt; line-height: 24px; font-family: 'Bookman Old Style', 'serif';">PWRDA vide notification dated 27.01.2023 has exempted units from obtaining any permission of the authority, which are extracting not more than 300 cubic meters of ground water per month.</span></p>
<p class="MsoNormal" style="margin-bottom: 6pt; text-align: justify; text-indent: 1in; line-height: 24px;"><span style="font-size: 12pt; line-height: 24px; font-family: 'Bookman Old Style', 'serif';">In the subject cited case, the industry has mentioned ground water extraction @ 1 KLD. Considering 30 working days per month (during season), ground water extraction will be 30 KL/month, which is less than 300 KL/month.</span></p>
<p class="MsoNormal" style="margin-bottom: 6pt; text-align: justify; text-indent: 1in; line-height: 24px;"><span style="font-size: 12pt; line-height: 24px; font-family: 'Bookman Old Style', 'serif';">Keeping above in view, if approved, consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and under the Air (Prevention and Control of Pollution) Act, 1981 may be renewed upto 30.09.2028 for manufacturing of Rice (without drier) @ 1.34 T/hr by processing of Paddy @ 2.0 T/hr under orange category subject to certain condition and following additional conditions that:</span></p>
<p class="MsoListParagraphCxSpFirst" style="margin-bottom: 0.0001pt; text-align: justify; text-indent: -0.25in;"><span style="font-size: 12pt; line-height: 18.4px; font-family: 'Bookman Old Style', 'serif';">1.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-variant-alternates: normal; font-kerning: auto; font-optical-sizing: auto; font-feature-settings: normal; font-variation-settings: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span>This consent is valid for manufacturing of Rice @ 1.34 T/Hour by using Paddy @ 2.0 T/Hour. (without drier).</p>
<p class="MsoListParagraphCxSpMiddle" style="margin-bottom: 0.0001pt; text-align: justify; text-indent: -0.25in;"><span style="font-size: 12pt; line-height: 18.4px; font-family: 'Bookman Old Style', 'serif';">2.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-variant-alternates: normal; font-kerning: auto; font-optical-sizing: auto; font-feature-settings: normal; font-variation-settings: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span style="font-size: 12pt; line-height: 18.4px; font-family: 'Bookman Old Style', 'serif';">These consents are granted on the basis of undertaking submitted by the industry, in compliance to policy of the Board circulated vide letter dated 09/08/2021, to the effect that it is complying with the conditions of consents granted to it under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 and if any part or the entire contents of the said undertaking are found incorrect after the subsequent visit to the industry, then, action shall be initiated against the industry under as per the provisions of the Act, without affording any opportunity or notice.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin-bottom: 0.0001pt; text-align: justify; text-indent: -0.25in;"><span style="font-size: 12pt; line-height: 18.4px; font-family: 'Bookman Old Style', 'serif';">3.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-variant-alternates: normal; font-kerning: auto; font-optical-sizing: auto; font-feature-settings: normal; font-variation-settings: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span style="font-size: 12pt; line-height: 18.4px; font-family: 'Bookman Old Style', 'serif';">The industry shall be liable to comply with the provisions of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981.</span></p>

Notification no. 10/48/2004-STE (4) /932 dated. 15/10/2013.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="text-align: justify; text-indent: -0.25in;"><span style="font-size: 12pt; line-height: 18.4px; font-family: 'Bookman Old Style', 'serif';">5.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-variant-alternates: normal; font-kerning: auto; font-optical-sizing: auto; font-feature-settings: normal; font-variation-settings: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span style="font-size: 12pt; line-height: 18.4px; font-family: 'Bookman Old Style', 'serif';">The industry shall obtain necessary clearance for abstraction of ground water from Punjab Water Regulation and Development Authority (PWRDA).</span></p>
<p class="MsoListParagraphCxSpMiddle" style="text-align: justify; text-indent: -0.25in;"><span style="font-size: 12pt; line-height: 18.4px; font-family: 'Bookman Old Style', 'serif';">6.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-variant-alternates: normal; font-kerning: auto; font-optical-sizing: auto; font-feature-settings: normal; font-variation-settings: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span style="font-size: 12pt; line-height: 18.4px; font-family: 'Bookman Old Style', 'serif';">The industry shall install water flow meter on the submersible pump and maintain record.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin-bottom: 0.0001pt; text-align: justify; text-indent: -0.25in; line-height: normal;"><span style="font-size: 12pt; font-family: 'Bookman Old Style', 'serif';">7.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-variant-alternates: normal; font-kerning: auto; font-optical-sizing: auto; font-feature-settings: normal; font-variation-settings: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span style="font-size: 12pt; font-family: 'Bookman Old Style', 'serif';">The rice sheller shall put in place all the hoods, ductings & enclosures and other components of the APCD well before commissioning of the unit for the upcoming paddy shelling season and report the compliance in the regard to the Board prior to commissioning of the unit.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin-bottom: 0.0001pt; text-align: justify; text-indent: -0.25in; line-height: normal;"><span style="font-size: 12pt; font-family: 'Bookman Old Style', 'serif';">8.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-variant-alternates: normal; font-kerning: auto; font-optical-sizing: auto; font-feature-settings: normal; font-variation-settings: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span style="font-size: 12pt; font-family: 'Bookman Old Style', 'serif';">The industry will amend its APCD as per amendment (if any) in policy of the Board.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin-bottom: 0.0001pt; text-align: justify; text-indent: -0.25in; line-height: normal;"><span style="font-size: 12pt; font-family: 'Bookman Old Style', 'serif';">9.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-variant-alternates: normal; font-kerning: auto; font-optical-sizing: auto; font-feature-settings: normal; font-variation-settings: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span style="font-size: 12pt; font-family: 'Bookman Old Style', 'serif';">The industry shall keep the APCD in good running conditions at all the times and shall also operate the same properly and effectively so as to achieve the standards prescribed by the Board.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin-bottom: 0.0001pt; text-align: justify; text-indent: -22.5pt; line-height: normal;"><span style="font-size: 12pt; font-family: 'Bookman Old Style', 'serif';">10.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-variant-alternates: normal; font-kerning: auto; font-optical-sizing: auto; font-feature-settings: normal; font-variation-settings: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span style="font-size: 12pt; font-family: 'Bookman Old Style', 'serif';">The industry shall dispose of the dust contained by APCD in an environmentally sound manner.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin-bottom: 0.0001pt; text-align: justify; text-indent: -27pt; line-height: normal;"><span style="font-size: 12pt; font-family: 'Bookman Old Style', 'serif';">11.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-variant-alternates: normal; font-kerning: auto; font-optical-sizing: auto; font-feature-settings: normal; font-variation-settings: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span style="font-size: 12pt; font-family: 'Bookman Old Style', 'serif';">The industry shall make plantation in the open area, where the same is feasible, to contribute to increase in the green cover and shall inform the Board in this regard before commissioning of the unit before next shelling season.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin-bottom: 0.0001pt; text-align: justify; text-indent: -22.5pt; line-height: normal;"><span style="font-size: 12pt; font-family: 'Bookman Old Style', 'serif';">12.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-variant-alternates: normal; font-kerning: auto; font-optical-sizing: auto; font-feature-settings: normal; font-variation-settings: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><span style="font-size: 12pt; font-family: 'Bookman Old Style', 'serif';">The industry shall comply with the stack emissions standards as laid down by the Board and as amended from time to time by the Board/MoEF and shall be bound to upgrade/replace the APCD to achieve such revised standards.</span></p>
