CTOA/Renewal/FGS/2022/17577984 dated 27/01/2022, valid upto 30/06/2023 for manufacturing of Furnace Oil @ 6000 Kg/day, Carbon Black @ 4500 Kg/day and Scrap Steel @ 1500 Kg/day with suitable conditions and special condition that the industry will operate and maintain its APCD regularly and efficiently so as to achieve the prescribed emissions standards on regular basis. </span></p>
<p class="MsoBodyText" style="margin-bottom: 12.0pt; text-align: justify; text-indent: 1.0in; line-height: 150%; background: white;"><span style="mso-bidi-font-size: 11.0pt; line-height: 150%; mso-fareast-font-family: 'Times New Roman'; mso-fareast-theme-font: minor-fareast; mso-bidi-font-family: Tahoma;">Now, the industry has applied for obtaining renewal of consent to operate under the Air Act, 1981 under red category with requisite documents. </span></p>
<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; text-indent: 1.0in; line-height: 150%;"><span style="font-family: 'Bookman Old Style','serif'; mso-bidi-font-family: Tahoma;">The industry has deposited of </span><span style="font-family: 'Bookman Old Style','serif';">Rs. 36000/- Vide online R. no. </span><span style="font-size: 10.0pt; line-height: 150%; font-family: 'Bookman Old Style','serif'; mso-bidi-font-family: 'Times New Roman';">17810948 </span><span style="font-family: 'Bookman Old Style','serif';">dated 27/06/2023 </span><span style="font-family: 'Bookman Old Style','serif'; mso-bidi-font-family: Tahoma;">under the Air Act, 1981 fee against the un-depreciated fixed assets of Rs. 94.04 Lakhs as on 10/06/2023 as per CA certificate dated 12/06/2023 which is adequate </span><strong><span style="mso-bidi-font-family: Tahoma;">upto 30/06/2028</span></strong><span style="font-family: 'Bookman Old Style','serif'; mso-bidi-font-family: Tahoma;"> as per Board's Office Order dated 29/10/2018. The industry has deposited NOC regularization fee Rs. 3600/- </span><span style="font-family: 'Bookman Old Style','serif';">Vide online R. no. </span><span style="font-size: 10.0pt; line-height: 150%; font-family: 'Bookman Old Style','serif'; mso-bidi-font-family: 'Times New Roman';">17810948 </span><span style="font-family: 'Bookman Old Style','serif';">dated 27/06/2023, </span><span style="font-family: 'Bookman Old Style','serif'; mso-bidi-font-family: Tahoma;">which is adequate. There is no increase in production capacity and pollution load of the industry.</span></p>
<p class="MsoNormal" style="mso-margin-top-alt: auto; margin-bottom: 12.0pt; text-align: justify; text-indent: 1.0in; line-height: 11.5pt; background: white;"><span style="font-family: 'Bookman Old Style','serif'; mso-bidi-font-family: Tahoma;">The industry was visited by the <strong>AEE </strong>of this office on <strong>24/07/2023. </strong>During the visit, it was observed as under:</span></p>
<p class="MsoListParagraphCxSpFirst" style="mso-add-space: auto; text-align: justify; text-indent: -22.5pt; line-height: 150%; background: white; margin: 0in 0in .0001pt 22.5pt;"><span style="font-family: 'Bookman Old Style','serif'; mso-fareast-font-family: 'Times New Roman'; mso-fareast-theme-font: minor-fareast; mso-bidi-font-family: Tahoma;">1. The industry was not in operation during visit.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="mso-add-space: auto; text-align: justify; text-indent: -22.5pt; line-height: 150%; background: white; margin: 0in 0in .0001pt 22.5pt;"><span style="font-family: 'Bookman Old Style','serif'; mso-fareast-font-family: 'Times New Roman'; mso-fareast-theme-font: minor-fareast; mso-bidi-font-family: Tahoma;">2. The industry has installed 3 nos. reactor of capacities 5 Tone/batch in which wood <span style="mso-spacerun: yes;"> </span>will be used as fuel.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="mso-add-space: auto; text-align: justify; text-indent: -22.5pt; line-height: 150%; background: white; margin: 0in 0in .0001pt 22.5pt;"><span style="font-family: 'Bookman Old Style','serif'; mso-fareast-font-family: 'Times New Roman'; mso-fareast-theme-font: minor-fareast; mso-bidi-font-family: Tahoma;">3. The industry has installed 3 no. alkali scrubbers as APCD along-with stacks of adequate height along-with sampling arrangements.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="mso-add-space: auto; text-align: justify; text-indent: -22.5pt; line-height: 150%; background: white; margin: 0in 0in .0001pt 22.5pt;"><span style="font-family: 'Bookman Old Style','serif'; mso-fareast-font-family: 'Times New Roman'; mso-fareast-theme-font: minor-fareast; mso-bidi-font-family: Tahoma;">4. The industry has provided chimney on its flare room for the escaping of un-condensed gases.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="mso-add-space: auto; text-align: justify; text-indent: -22.5pt; line-height: 150%; background: white; margin: 0in 0in .0001pt 22.5pt;"><span style="font-family: 'Bookman Old Style','serif'; mso-fareast-font-family: 'Times New Roman'; mso-fareast-theme-font: minor-fareast; mso-bidi-font-family: Tahoma;">5. The industry has installed one no. DG set of capacity 35 KVA, which is equipped with canopy and stack of adequate height.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="mso-add-space: auto; text-align: justify; text-indent: -22.5pt; line-height: 150%; background: white; margin: 0in 0in .0001pt 22.5pt;"><span style="font-family: 'Bookman Old Style','serif'; mso-fareast-font-family: 'Times New Roman'; mso-fareast-theme-font: minor-fareast; mso-bidi-font-family: Tahoma;">6. No water is being used in the process, therefore, there is no generation of any trade effluent. Whole of the water being used for scrubbing in the alkali scrubber is being re-circulated.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="mso-add-space: auto; text-align: justify; text-indent: -22.5pt; line-height: 150%; background: white; margin: 0in 0in .0001pt 22.5pt;"><span style="font-family: 'Bookman Old Style','serif'; mso-fareast-font-family: 'Times New Roman'; mso-fareast-theme-font: minor-fareast; mso-bidi-font-family: Tahoma;">7. There is only generation of domestic effluent, which will be discharged onto land for plantation after passing through septic tank.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="mso-add-space: auto; text-align: justify; text-indent: -22.5pt; line-height: 150%; background: white; margin: 0in 0in .0001pt 22.5pt;"><span style="font-family: 'Bookman Old Style','serif'; mso-fareast-font-family: 'Times New Roman'; mso-fareast-theme-font: minor-fareast; mso-bidi-font-family: Tahoma;">8. The industry has provided green belt of 4 m width along the boundary of the plant with three rows of popular trees and has also left open space of 6 m all around the plant after the green belt for the movement of fire tenders.</span></p>
<p class="MsoListParagraphCxSpLast" style="margin-bottom: 12.0pt; mso-add-space: auto; text-align: justify; text-indent: -.5in; line-height: 150%; background: white;"><span style="font-family: 'Bookman Old Style','serif'; mso-fareast-font-family: 'Times New Roman'; mso-fareast-theme-font: minor-fareast; mso-bidi-font-family: Tahoma;">9. <span style="mso-tab-count: 1;"> </span>As per Department of Science & Technology order no.10/46/2014-STE(5)/325542 dated15/10/2014 is as under:</span></p>
<p class="MsoBodyText" style="text-align: justify; line-height: 11.5pt; background: white; margin: 0in 0in 12.0pt 27.0pt;"><span style="mso-bidi-font-size: 11.0pt; mso-fareast-font-family: 'Times New Roman'; mso-fareast-theme-font: minor-fareast; mso-bidi-font-family: Tahoma;"><span style="mso-spacerun: yes;"> </span>Existing plants prior to 31/03/2013 shall be allowed to operate only if they full fill the following criteria.</span></p>
<p class="MsoListParagraphCxSpFirst" style="mso-add-space: auto; text-align: justify; text-indent: -.25in; line-height: 11.5pt; background: white; margin: 0in 0in .0001pt 45.0pt;"><span style="font-family: 'Bookman Old Style','serif'; mso-fareast-font-family: 'Times New Roman'; mso-fareast-theme-font: minor-fareast; mso-bidi-font-family: Tahoma;">a) Their premises have open space all along the boundary @ ½ mt. wide for green belt and 6 mt. wide for movement of fire tender- <strong>Complying</strong>.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="mso-add-space: auto; text-align: justify; text-indent: -.25in; line-height: 11.5pt; background: white; margin: 0in 0in .0001pt 45.0pt;"><span style="font-family: 'Bookman Old Style','serif'; mso-fareast-font-family: 'Times New Roman'; mso-fareast-theme-font: minor-fareast; mso-bidi-font-family: Tahoma;">b) Such plants conform to pollution abatement/safety measures as mentioned at point no. V. VI, Viii, iX and X of para A of this notification-Compliance is given as below.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="mso-add-space: auto; text-align: justify; text-indent: -.25in; line-height: 11.5pt; background: white; margin: 0in 0in .0001pt 45.0pt;"><span style="font-family: 'Bookman Old Style','serif'; mso-fareast-font-family: 'Times New Roman'; mso-fareast-theme-font: minor-fareast; mso-bidi-font-family: Tahoma;">c) <strong>Such plants are granted site clearance by the site Appraisal Committted/Deptt. Of Factories under Factories Act, 1948- Complying.</strong></span></p>
<p class="MsoListParagraphCxSpLast" style="mso-add-space: auto; text-align: justify; text-indent: -.25in; line-height: 11.5pt; background: white; margin: 0in 0in 12.0pt 45.0pt;"><span style="font-family: 'Bookman Old Style','serif'; mso-fareast-font-family: 'Times New Roman'; mso-fareast-theme-font: minor-fareast; mso-bidi-font-family: Tahoma;">d) <strong>Such plants are granted consent to establish/consent to operate by PPCB- Complying.</strong></span></p>
<p class="MsoBodyText" style="margin-top: 12.0pt; text-align: justify; text-indent: 1.0in; line-height: 150%; background: white;"><span style="mso-bidi-font-size: 11.0pt; line-height: 150%; mso-fareast-font-family: 'Times New Roman'; mso-fareast-theme-font: minor-fareast; mso-bidi-font-family: Tahoma;">Moreover, the industry is located in industrial zone as per the Master Plan of Mandi Gobindgarh, prepared by the Deptt. of Town and Country Planning, Punjab. The industry has also obtained fire safety certificate from Office of Assistant Divisional Fire Officer vide no. 110 dated 1/3/2013.</span></p>
<p class="MsoBodyText" style="margin-top: 12.0pt; text-align: justify; text-indent: 1.0in; line-height: 11.5pt; background: white;"><span style="mso-bidi-font-size: 11.0pt; mso-fareast-font-family: 'Times New Roman'; mso-fareast-theme-font: minor-fareast; mso-bidi-font-family: Tahoma;">The industry is complying with the conditions of consents under Air Act, 1981.</span></p>
<p class="MsoBodyText" style="margin-top: 12.0pt; text-align: justify; text-indent: 1.0in; line-height: 150%; background: white;"><span style="mso-bidi-font-size: 11.0pt; line-height: 150%; mso-fareast-font-family: 'Times New Roman'; mso-fareast-theme-font: minor-fareast; mso-bidi-font-family: Tahoma;">In view of above mentioned facts, recommendations may be sent to SEE, Zonal Office-II, Patiala that the consent to operate under the Air (Prevention & Control of Pollution) Act, 1981 may be granted to the industry i.e upto <strong>30/06/2028</strong> with suitable conditions and additional conditions that the industry shall comply with all the provisions of policy for pyrolysis plants issued by Govt. of Punjab, Deptt. of Science, Technology and Environment vide order no. 10/46/2014-STE (5)/325542 dated 15/10/2014 and its time to time amendment if any.</span></p> |
